The item on Consent Calendar regarding Tentative and Fina1 Maps forthe condominium at 518-524 Pri-mrose was postponed until after the appeal . MINUTES Minutes of the regular meeting of May 3, 1982 and the special meetingof l.{ay 5 , 1982 were approved and adopted. MAY 1982 ALLOCATION OF P.M. PEAK HOUR TRAFFIC IN BAYFRONT/ANZA AREA City Planner reviewed her memo of May l.0, 7982and take action on traffic allocations for theprojects have applied for traffic allocation,at 1484 Bayshore and the Legaspi/Carruf mixed }J-LVd. requesting council study Bayfront/Anza area. Two BayBreeze office building use project at 350 Airport The BayBreeze proposal is not unusual and the project is consistentwith zon.ing. However, the Legaspi mixed use project is not consistentwith the planned land use. Approval of the all-ocatj-on for this project would result in a reduction in the intensity of uses allo$red for theremaining undeveloped parcels in the Bayfront/Anza area. The desiq-nated use for this site was hotef. The proposed mixed use ofhote1/of fice/re staurant witl generate 82-peicent more traffic thanplanned for this site. Councilman Mangini moved to grant the traffic allocation to Ba]rBreeze, seconded by Councilman Amstrup; carried, Councilman Martin. abstaining. Council discussed the Legaspi /Carruf mixed use project. Council de-clared it was opposed to mixed use in that area. Councilman Manginj- moved to deny the traffic allocation to teqaspi/ Carruf, seconded by Councilman Amstrup, carried unanimously b1z members pre sent . COUNCIL ASSIGNMENTS FOR BUDGET REVIEW OXEORD/CAMBRIDGE/EL CAMINO REAL SIGNALIZATION PROJECT NO. OI4 Director of Public Works reviewed his memo of May 72, f982 recommendingcouncif decide whether or not to signalize that intersection, and to request Traffic, Safetlz and Parking Commission hold a public hearing i t I t t Councilman Amstrup reviewed the proposed assignments for budget re-view. Council had no objections to the assignments: CouncilmanMangini - fire, Civil Defense, Community Promotion; Councilman Martin-Police; Vice-Mayor Crosby - Library, Mayor Barton - Park, Recreation; Councilman Amstrup - Public Works, City HaI1 Departments. 373 At the Public hearing hetd July 20t 1981 , Council directed signals be installed after study. State has completed its study which calls for city to prepare plans and administer contract and encroachment permit. State will furnish the controller and city will pav balance of cost which is estimated to be $25,000. The accident record between July 1981 and April 1982 does not in- dicate any problems due to the present configuration of stop signs and no left turn onto E1 Camino. Since the current operation is work- ing we11, there is a question whether or not the signal is needed. Council decided, since people were promised a pubtic hearing on the matter with notices volved in the prior public hearing. Council the Traffic, Safety, and Parking Commission a signal, there should be going to alI parties in- referred the matter to for a public hearing. INTERVIEWS EOR NEW MEMBER FOR LIBRARY BOARD Mayor Barton requested Councilman Martin and Councilman Amstrup inter- view prospective Library Board members and make a recommendation. ENFORCEMENT OF AMORTIZATION AGREEMENT 1516 RALSTON Council received a letter from Cyrus requesting a three-year extension in regarding f 516 Ral s ton. McMi11an, dated May LO, 1982, the enforcement of an agreement City Attorney reviewed the previous action of council on a similar situation regarding property which was i11egalIy converted to apart- ments in an n 1 zone. In that case, council refused to extend time for reduction of units. City Attorney reguested council take similar action on 1516 Ralston. Council agreed to hear McMillan on the matter on June 7 , 1982. CONSENT CALENDAR f RESOLUTION 30-82 AUTHORIZING EXECUTION OF AGREEMENT WITH CALIFORNIA DEPARTMENT OF TRANSPORTATION FOR IMPROVEMENTS LOT ON CALIFORNIA DRIVE AT THE SOUTHERN PACIFIC STAT]ON STATE OF OF PARKING Director of Pubtic Works memo of May 12, 1982, recommended council adopt resolution approving agreement for improvement of SP parking 1ot. State agrees to palz up to $201000 and ci-ty will pay between S20,000 and $30,000. 2 RESOLUTION 31-82 - GRANTING PERMISSION TO TO CONDUCT A FOOT RACE UPON CITY STREETS. THE STATE DEPARTMENT OF TRANSPORTATION THE BURT INGAME LIONS CLUB SUBJECT TO APPROVAL BY A letter from the Burlingame Lions Club, May 12, 1982, requested approval of a resolution granting permission for the "Burlingame Days" foot race, from 9:00 a.m. to Noon on June 73, 1982. RESOLUTION 32-82 - DECLARING NOXIOUS AND DANGEROUS WEEDS AND RUBBISH A NUISANCE IN ACCORDANCE WITH MUNICIPAL CODE CHAPTER 11.08. City Engineer's memo, May 12, 1982, recommended council approve resolution and set public hearing for June 7, 1982 for the 1982 Weed and Rubbish Abatement Program on public and private property. WARRANTS AND PAYROLL Councilman Mangini moved approval of Warrants 12631 - L2989 !982, in the amount of $980,76I.78, seconded by Councilman carried unanimously by members present. for April Amstrup, Councilman Mangini moved approva1 of Payrolf Checks April 1982, in the amount of $176,460.41 , seconded Amstrup, carried unanimously by members present. 33231 - 33872 for by Councilman Councilman Manginj- moved approval of consent calendar, seconded by Councilman Amstrupr carried unanimously by members present. 374 Councilman Martin reviewed the previous special meetinq where bothpilots and airport officials contended thit Runway 19 #as a verydangerous runway for takeoffs. Council agreed that it would liie tosee Runway 19 cfosed because of the dangers to residents of Burlingame. Councilman Martin moved that City Manager write letter for councilsignature to the Airport Commission, vnith copies to legistators, FAA,etc., asking that Runway 19 be closed down, seconded by CouncilmanAmstrup, carried unanimously by members present. NEI^I BUSINESS RUNWAY 19 AT SAN ERANCISCO INTERNATIONAL AIRPORT GENERAL PLAN A}4ENDMENT - MIXED USE LETTERS Council acknowledged receipt of letters from panko/Sinclair, ClaymoreInvestment, and Mr. Thomas Reimer, regarding the council's denial ofa general plan amendment allowing mixed use in two areas of the city. In response to Councilman Mangini I s questioning, City planner ex-plained that Planning Commission has reviewed the council's action ofdenial and request for revj-ew of zoning. Planning Commission antici-pates this process will take about one year. The property ownersare anxious for speedier action on th j-s matter. The Planning Commission will send a recommendation on a zoning re-vision to councif in a short time. Councilman Martin suggested thatthe need for additional Land use study prior to action on the mixed use generaf plan amendment could be looked at at that time. ST. PAULIS CLIURCII - FLOODING PROBLEM Mayor Barton reported that St. Paulrs Church had experienced someflooding problems during the recent storms. Director of Pub1ic Works reported that the street between the church and the center line of the street are in the city limits. The problem is that the Hillsborough city limit runs to the property fine and doesnot meet Burlingame city limit in the center of the street. The halfof the street with the storm drain and creek channel which causes theflooding is on county land. One possible solution is for the city to annex the other haff of the street from the county.
