ROLL CALL
Mayor Barton announced that the public hearing had been cfosed at theprior meeting and tonight's meeting was only for council deliberation.
Councilman Mangini asked City Planner the options available to council.
City Planner explained council could (1) uphold the Planning Commissiondecision, (2) deny the Planninq Commission decision, or (3) modify the
action of the Planning Commission.
Mayor Barton asked Marriott representative
could be built over the convention center,

Mr. Hope replied the convention center is a 14,000 square foot open
area. If rooms were built over the convention center, pi1l-ars would
have to be placed in this area to support the rooms over it. The
attraction of the convention center is the open area, the pillars
would defeat this.
Council discussed with l,larriott representatives the various possibili-
ties of lowering the height. Representatives stated this would probahly
increase the footprint and sacrifice l-ot coverage and view corridors.

area. Council had worked hard on bayfront development and had allowed
some ta11 buildings. The buildings in that area are all two and three
stories and a 13 story hotel would be out of pIace. She would like
to see Marriott come back with a 6 or 7 story hotel plan.
Mayor Barton reminded citizens that if they want to preserve the
dential character of the city, the city woutd have to have income
support the residential areas.

Councifman Mangini stated FAA had approved height of hotel and council
had heard from some pilots that said there would be no problem with
the height of the hotel , but would support lowering the height of hotel . ,
Council expressed concerns about Runway 19. Mayor Barton stated that
pilots had told council when taking off on Runway 19 the winds are so rrt-
predictabl-e that it is very difficult to make the turn.

on the above date in the City HaIl Council Chambers. The meetinq was
cal1ed to order by Mayor Gloria H. Barton at 8:00 p.m.

CONTINUATION OF REVIEW OF PLANNING COMMISSION DECISION ON THE MARRIOTT
HOTEL PROJECT
Councilman Martin stated the pilots and airport offj-cia1s have com-municated that Runway 19 is a very dangrerous runway.
Councilman Martin stated that some citizens had said that nobody inconstruction business should vote on this issue. He assured citizensthat his employer would not bid on this project, nor would it do anywork for Marriott for at least two years.
Councilman Martin said another issue raised was the repaving ofBayshore. This is already planned and will be completed whetherMarriott is built or not. The issue of more police coverage is al-ready planned with another patrol car proposed for that area.

RESOLUTION 29_82 - APPROVING SPECIAL PERMITS AND DENYTNG VARIANCES
MARRIOTT HOTEL PROJECT, ISOO BAYSHORE HIGHWAY
Councilman Martin moved Resolution 29-82 denying parking variances and
approving all three special permits for the Marriott Hotel Project withfindings and the conditions that (1) the height not exceed 100 feet,(2) the plans include a convention center with a 14,000 square foot
bal1room, (3) the floor area ratio be not less than L.94, (4) the foot-print and project plans be essentially the same as plans date stamped
March 31, L982, (5) that the coverage not exceed 28 percent, and (6)
that the list of conditions from Planning Commj-ssion be included;
seconded by Councilman Amstrup, carried by ro11 call vote.
