The City Manager and City Treasurer recommended ac- ceptance of the Iow bid of Merrill Lynch White l{e1d Capital MarketsGroup. Council then adjourned to the Council Chambers for the regular meeting. WEED ABATEMENT 1983 RESOLUTION 30-83 NOXIOUS AND DANGEROUS WEEDS AND RUBBISH ORDERING Director of Public Works reviewed his memorandum of April 27 in which he recommended councj-l approve this resolution after a public hearing. This is an annual program abating weeds and rubbish onin the city. Properties affected have been posted andpublic hearing. private property noticed for this Mayor Crosby opened the public hearing. There being no comments, the hearing was closed. Councilman Amstrup moved adoption of Resolution 30-83.Seconded by of membersCouncilman Martin, carried unanimo present. uslf br -oIT aaIl tote RESOLUTION 31-83 - RATIFYING APPROVAL AND AUTHORIZING EXECUTION OF FINANCING DOCUMENTS PERTAINING TO THE LEASING OF WASTEWATER TREATMENT PLANT IMPROVEMENT PROJECT AND RELATED IMPROVEMENTS Cit"y Manager reviewed his memorandums of May 11 and May 16 in which he recommended council accept the 1ow bid of Merrill Lynch White Weld Capital Markets Group of 8.5724 percent (including discount) on the city's $3.5 million Certifi-cate of Participation issue. He stated he and the City Treasurer were pleased with the five very competitive bids received. Councilman Martin moved adoption of Resolution 31-83.Seconded by vote of membersCouncilman Amstrup, carried unani present. mously by ro11 call Councilman Martin commented this action was good example of what cities can do to help themselves. GRC REQUEST FOR RECONSIDERATION OF CONTRIBLITION TO FIRE STUDY City Manager reviewed his memorandum of April 25 in which he reviewed prior action on this request and inquired if council wished to recon- sid.er its position and contribute to this study. I 493 City Attorney reviewed his memorandum of May 10 in which he acknowledgedletter from David Keyston concerning this agency. Mr. Keyston informscouncil that the age;cy j-s about to-comp1et5 it; final bo-nd payment andthat Anza shareholders Liquidating Trust will no ronger have any interestin the property within the district and will go out of existence. City Attorney stated that while the Trust will go out of existence, theReclamation District will not. It is a separate public agency and can-not be dissolved without going through the LAI'CO procedures. He statedthere is no ]-egal way the city can take over the district. The citymight consider at some time in the future estabrishing a district underthe Landscape and Lighting Maintenance District AclL oi L972. Such adistrict can l-evy an assessment upon property in the area for mainten-ance of parks, pathways and tandscaping. councilman Martin stated he could see a need for a district in that areasome time in the future in order to clean up litter. During the past year,staff has supplied information to the consultant performing the studyfor cRC. The draft report will be forthcoming and GRC is again askingthat the city participate in financing the study. Both the City Manager and the Fire Chief feel the study would provide us with little new in-formation. Council concurred that it would again decline to participatein the study. RECLAMATION DISTRICT NO. 2097 4 City Engineer I s memorandum of May L0 reconunended council concurwith Planning Commission and approve the final map for this project. 8 thj-s resolution for agreement between our city and DaIy City, Menlo Park, Redwood City and San Mateo for automated cataloging service. RESOLUTION 33-83 - DECLARING INTENTION TO VACATE AND ABANDON SEWER EASEMENT WITHIN MILLS CANYON Park Director's memorandum of May 4 recommended council adopt this resolution to receive $3,059 in state funds. A city match of $1,020 is required and will be met through force account. 10. CLAIMS: FOUR SEAS CENTER, AND MARY R. DEL BENE City Attorney recommended deniat of these two claims. Council-man Mangini moved approval of the Consent Councilman Amstrup, carried unanimously by ro11 present. Councilman Amstrup thanked Library Board members for offering to serve another term. At the next meeting, council will be presented with a resolution vacating this easement anal with a resolution adopting deeds for new sewer easement. 9. RESOLUTION 34-83 - APPROVING APPLICATION FOR GRANT FI'NDS IJNDER ROBERTI-ZIBERG URBAN OPEN SPACE AND RECREATION P ROGRAM FOR RAY PARK DEVELOPMENT 6. '7. o. 9. 495 10. Letter from Doris Jensen suggesting a solution to allowing the Flamingo Florist sign. 13. Letter from Supervisor Ward requesting council appoint a liaj-son to address the problem of deteriorating streets and roads. Council withheld appointing a liaison until the next meeting. CITY SELECTION COMMITTEE Council discussed the forthcoming appointments to various committees and 1ocal grovernment organizations. Councilman Amstrup felt it would be helpful to have a list of committees and appointees in order to assure there is no duplication or conflict, council concurred. YOUTH IDENTIFTCATION PROGRAM Councilman Martin commended Chief of Po1ice on the Youth Identification Program currently being conducted in the schools. Chief of Police informed council that one of city's police dogs died of natural causes. PERMISSION FOR CYCLING RACE Mayor Crosby acknowledged receipt of a request to hold the Peninsula Velo Cycling Clubrs Womens Stage Race on May 30. Permission was granted. FROM THE FLOOR - RESTAURANTS Tony Taylor | 1406 Burlingame Avenue, spoke on behalf of Burlingame/Broad- way merchants to request council take action to limit the number of restaurants on these streets. He stated as restaurants increase retail business decreases; Burlingame must have retail business. He said thebayfront area was designated as the city's hotel/restaurant area. Council discussed. City Planner reported Planning Commission discussed and did not think it appropriate to regulate restaurants. Council determined it would take this up at next study session. Councilman Amstrup stated it was a good idea to study restaurants but he was opposed to any discussion of rent control.
