May 11, 1983 the Study Meeting of the Burlingame City Council ngame City Hall at 8:00 p.m. on the above PRESENT:COUNCILMEMBERS AMSTRUP, BARTON, CROSBY, MARTIN COUNCILMAN MANGINIABSENT STAFF PRESENT: ARGYRES, COLEMAN, K]RKUP, MONROE I. GRANNY UNITS--PREV]EI^l ALTERNATIVES The City Attorney elaborated on the three alternatives presented to the Council regarding a second unit ordinance. The majority of the Council present re- quested that staff proceed with preparation of an ordinance in accordance with option number three, precl uding second units because of specific adverse jm- pacts on the public health, safety and welfare (narrow streets, parking andtraffic circulation, off-street parking, sanitary sewer l imitations, etc. ) The proposed ordinance will be directed to the Planning Commission for review. 2. 75TH ANN]VERSARY--CHAMBER OF COIlMERCE PROPOSAL Karen Key, Executive Director of the Chamber of Comnerce, presented the final- ized proposal for Buriingame's Diamond Jubilee Celebration for consideration and approva'l . The Council granted permission for the Chamber to use the City Seal on non-commercial advertising and actjvities with approval of the C'ity Manager. They also approved $475.00 from the City of Burlingame to be used toward expenses of the Miss Burlingame Pageant. 3. IJIILITY UNDERGROUNDING/SAN FRANCISCO WATER RIGHT-OF-WAY CounciI approved the proposed underground utility djstrict on Cal ifornia Drjve from Burlingame Avenue to Sanchez Avenue. Councilman Martin directed the Director of Public l,,lor ks to secure an estimate of cost of conversion for pri- vate properties. 0n a related matter, Council directed the City Attorney to contact the San Francisco Water Department about possible City interest in the purchase of right-of-way on Cal ifornia Drive. 4. SEI,JER PRETREATIYENT ORD]NANCE Council approved of the ordinance amending Chapters 'l5,08 and 'l5.10 of the Burlingame Municipal Code effecting sewer rental procedures and establishing waste discharge regulations to be placed on the agenda at next regular meeting. 6. RAUSCHER PIERCE REFNES, INC., LETTER--BOND BIDDING Council approved Rauscher Pierce Refnes' request to submit a bid for the Certifi- cates of Participation, but requested that the Bond Counsel submit a letter verifying legality for our files. 491 7, BUDGET OVERVIEt.l The City Manager reviewed the decision items to be addressed in the budget review and the budget review schedule, 8.
