The meeting was ca11ed to order bly Mayor Gloria H. Barton at B:00 p.m. PLEDGE OF ALLEGIANCE Led by City Attorney, Jerome F. Coleman. ROLL CALL COUNCILMEMBERS PRESENT :AMSTRUP, BARTON, CROSBY, MANGINI, MARTIN NONECOUNCILMEMBERS ABSENT : MINUTES Minutes of adopted. the regular meeting of April 19, l9B2 were approved and HEARING - APPEAL OF PLANNING COMMISSION DENIAL FOR VARIANCE AT 958 LAGUNA City Planner informed council that Kosta Bulatovich, owner/applicantfor 958 Laguna, has requested a continuance to June 21, 1982. Staff recommends, if a continuance is granted, that applicant be requiredto build a temporary construction fence around the structure. City Planner explained that applicant jacked up the building in the summer of 1981 and plans to build another unit beneath the original. Neighbors are concerned about the structure which has been left open and unprotected sj-nce that time. Council members had visited the site and were also concerned about dangers to children in the area. Councilman Martin expressed concern about the construction not being cross-braced and the likelyhood of collapse if there were an earth- quake. Mr. Bulatovich stated that he had erected a fence acrossthe property today and that the property has been posted tre spas s ing. the front offor no Councilman Martin moved that hearing be continued to June 2l with the condition that Mr. Bulatovich (1) build a six-foot fence across thefront and down the sides to secure the site and (2) the city engineer show Mr. Bulatovich how to properly brace the building, seconded by Councilman Mangini, carried unanimously. CITY OF MENLO PARK REQUIREMEINT DUMP FOR RECYCLING T{HILE USING MARSH ROAD City l{anager reviewed his memo of 4/26/82 in which he recommended council oppose City of Menlo Park requiring recycling as a prerequisite to use of the Marsh Road Dump. A user not emplolzing a recycling pro- gtram, would be required to pay a surcharge. City Manager stated this program would require a subsidy of approxi-- mately $100,000 annua11y. He said the surcharge would not prolong the tife of the Marsh Road Dump since the closing date has been set by BCDC; that the decision to start curbside recycling should be madeat the 1oca1 level; and the proposal would require a large increase in garbage rates or a city subsidy. manCounciV tttan Burlingame Road Dump, gini moved that City Manager inform Menlo Park thatis opposed to a requirement of recycling for use of Marsh seconded by Councilman l\mstrup, carried unanimously. 364 REQUEST TO PROCEED TO BID - POLICE STATION Director of Public Works reviewed his memo of 4/28/82 in which he recommended council authorize receipt of bids on the new PoliceStation. He explained the architect has completed plans and speci-fications and that bids received by June 15 would be on the agendaof June 2L for award. Councilman Crosby inquired about Director of Pubfic Works replied and that bids should come in wel] the costs for the new Police station. that it is estimated to be $2,050,000 under that. of reguest to proceed to bid, l-npro- Councilman Mangini moved approval seconded by Councilman Crosby. Councilman Amstrup requested a voice vote because, while he is favor of the new Police Statj-on, he is opposed to not including visions for a second floor in the future. CONSENT CALENDAR Director of Public Works memo, 4/27/82, recommended council approve 12" water main extension to increase florv capacities in an area of increasing cond.ominium development. Total estimated cost would be $66,000 of which $22,000 would be developer con- t.ribution. tr 365 Counci- 1man Counc i lman Martin moved approval of consent calendar, seconded by Mangini, carried uannimously. NEW BUSINESS SP STATIONS Mayor Barton acknowledged a letter from Everett Kindig requesting replacement as representative for RPC. PLANS FOR SPECIAL MEETING - MAY 5 MARRIOTT HEARING CATV WIRES Mayor Barton had received cal1s concerning the wires for CATV hanging too low. Director of Public Works explained that this is probably because the wires are first strunq and then at a later time they are cinched tight. Council discussed with Chief of Police and City Attorney the possible need for an ordinance prohibiting smal1 cars from parking in large car spaces. There is now an ordinance prohibiting large cars from parking in small car spaces. The devel-opers of thj.s report recommend against combining the SPstations in Burlingame. Councilman Mangini opposed this position and hoped council would do likewise. REPRESENTATTVE FOR RPC Mayor Barton reaffirmed council's plan to stop meeting at midnight, if it should go that long, and reschedule to another date. She had afso received a caLl regarding the 5 minute time Limit for speakers. AIPA feels it needs more than 5 minutes to present its viewpoint.
