Mayor Barton opened nomj-nations for Mayor.
Councilman Amstrup nominated Councilman Crosby for Mayor. Clerk wasinstructed to cast unanimous vote for Councilman Crosby as Mayor.
Ex-Mayor Barton stated she had enjoyed the experience of being mayor
and thanked members of the council, city staff, and especially her
husband John, for their support during the year.
Mayor Crosby presented a plaque to Counci-lwoman Barton honoring herservice as Mayor during 1982-83.
Mayor Crosby opened nominations for Vice Mayor. Councilman Martin
nominated Councilman Amstrup for Vice Mayor. Clerk was instructed tocast unanimous vote for Councilman Amstrup as Vice Mayor.

Applicant is proposing to divide an existing retail store in half and
operate a donut shop in one half and a retail stereo shop j-n the otherha1f. Planning Commj-ssion approved the stereo shop but denied the
donut shop because of concerns about traffic impacts. They were also
concerned about the quality of space created by dividing the existing
shop.

Speaking in favor of the applicant was Joseph Karp | 1209 Burlingame,
representing the owner of the building, David Kimmel, vrho could not bepresent. He stated applicant Morales believes traffic impact wouldnot be serious because his peak business hours would be 6-10 a.m. and
6-10 p.m. Mr. l{orales had a new proposal if council disapproved of the
present proposal: he would like to have one entrance to both stores andonly partially divide the store.
Mayor Crosby closed the public hearing.

STATUS REPORT ON STATE TREE REMOVALS ON EL CAMINO REAL
City Manager reviewed his memorandum of March 3l- in which he presented
information from the Park Director and Caltrans regarding the removalof trees on El Camino Rea1. Caltrans has removed three trees at
Broadway and is studying approximately 40 more trees along El Caminofor possible removal. Three trees being studied are in front of St.Paul's Nursery School . Staff is concerned that city follov, theI{eritage Tree Ordinance and thoroughly review and approve any removals.
Bob Graham, District Director of Caltrans, said the arborist the state
has hired has recommended removal of 10 trees and closer examination ofabout 20 to 30 more trees, Ile presented a series of slides showing
damaged trees and trees that have been removed with evidence of heartrot. The three trees removed were hazardous and were removed with the
approval of the city. The three trees in front of St. Paulrs Nursery
School will be reviewed by the Beautj-fication Commission at its next
meeting .
Park Director stated the trees in front of St. Pau1rs should be re-
viewed further and by another arborist. He suggested Les Irlayne, a re-
spected locaf arborist who knows these trees, be asked to report on
the trees.

are removed.
Mr. craham said the policy of the State was not to replace trees, but
in the case of Burlingame and its unique trees he said the State would
make an exception and replace the trees. Mr. Graham stated Caltrans
is anxious to work with the city on this problem.
John Blair, arborist hired by Caltrans, reviewed his study of the trees.
The trees that have falIen have all been damaged by fungus at the crown
or root area. They appeared. normal above ground. He said a pathologist
from U.C. was cominq to take samples. He stateal he would be as complete
and thorough as possible, and would cooperate with other arborists.
Pauline Brindle, apartment manager at 1125 El Camino ReaI , expressed
her great concerns about the dangers from the eucalyptus trees.
Dewayne Moore, United Methodist Church, asked about 1ega1 responsibility
for damages from the trees.
Councilman Martin informed Mr. Moore that the trees along E1 Camino
belong to the State. fn answer to a question from the audience, City
Manager saj-d the city is not responsible for the trees along EI Camino
other than under the l{eritage Tree Ordinance.

t REQUIREMENT FOR PROPERTY OWNERS TO REPAIR DAMAGED
1982-83 SIDEWAIK, CUPB AND GUTTER REPLACEMENT
SIDEWALK AND CURB-
City Engineer reviewed Director of Public Works memorandum of March
30 in which he recommended council direct staff to require property
owner participation in repairs of broken or damaged curb and sj-dewalk
in the areas of the 1982-83 Sidewalk, Curb and Gutter Replacement
project.
In L977 the clty required property owners to repair sidewalk and curb
areas rvhich they are responsible for under State law. The owner may
contract and pay r ox the city would repair and bill the owner. If
the owner does not pay, the costs are placed on the next tax ro11.
Council referred this item to Study Meeting
