The Recreation Center is presently being rented by the Easter SealSociety for weekly bingo games, which are held on Sunday afternoons
and began the first week in February on a trial basis through the endof March; and if no problems, possibly through the end of the year.
Sunday was selected because that is the only day of the week theauditorium is not schedul-ed for other evEiEE. Since scheduling EasterSeal Society for weekly bingo games, inquiries have been received fromothersi therefore staff is asking for guidelines from Council to reg-ulate and control bingo in Burlingame and especially in City facifities.

After extensive discussion of the problems that might occur, the Councildirected the Recreation Director to continue with the schedule until theend of the year with Easter Seal and at that time again review. In theinterim, other requests received are to be referred to the park &Recreation Commission and/or Council before scheduling.
2. EXCESSIVE SPEEDING ON HILLSIDE DRIVE
The Publ-ic Works Director discussed the staff report recommendingincreasing the speed limit from 25 miles per hour on Hillside Driveto 30 miles per hour to al-l-ow the Police to use radar enforcement toreduce the current speeding in that area. The Traffic, Safety &Parking Commission reviewed these items, ptus other alternatives, in
December and recommend increasing the speed Iimit. The two-day speedstudy was discussed and the present problems with ',chase and pace,'.
Council supported the change with the direction that a flier be pre-pared and distributed in the neighborhood stating the reasons for thechange in the speed regulation.
3. ASSESSI{ENT AND IMPROVEI.4ENT DISTRICTS IN THE AI,IZA AREA
The City Manager discussed the staff memo indicating that the Directorof Public Works has illustrated how an assessment district might beput together for traffic improvements. Currently the Bayfront Develop-
ment Fee is paid by developers only for new development. A discussionof the suggestion that the City go back and collect a similar fee fromprevious developments by way of a special assessment district ensued.Council discussed possible opposition to such a district and the benefits.Council directed staff to proceed on forming an assessment alistrict, in
conjunction with the Freeway Connection Project. Council directed that
maintenance be addressed in next year's budget, but that a maintenancedistrict not be formed at this time.
4. SALE OR LEASE OF SURPLUS POLfCE STATION & FIRE STATTON
( CUERNAVACA PARK) SITES
The City Manager reviewed the appraisal reports on the market valuesof the current Police Station on Lorton and the surplus fire stationsite next to Cuernavaca Park and presented two alternatives for thePolice Station: (1) to attempt to selL the site in March or April ata probate-type auction vrj-th a minimum bid, or (2) lease the facilityfor thro or three years, hoping that the real estate market will improve
and then attempt to seI1 . CounciL directed staff to proceed to sell thesite; if that fails, then leasing can again be discussed. Concerningthe fire site, the same direction was given.

5. STATUS REPORT ON PROJECTS IN BAYFRONT ANZA AREA
The City Planner presented a summary of the status and processing
time of projects which have receivedtraffic allocations. Currentlythere are nine projects which have received traffic allocations andare in City processing oi under construction in the Bayfront/AnzaArea. The progress of the following was elaborated upon: HolidayInn, Intertelephon, Marriott, Anza/Owen Office Park, Sheraton Hote1,
Granada Royale Hometel, I{arehouse Restaurant, Rarp.ada Inn, and Four
Seas Hote1.
6. BUDGET PRIORITIES--LETIS LOOK AHEAD
The City Manager asked for Council's comments regarding a Saturday
morning meeting (10:00 a.m. - Noon) to review City-wide problems
and issues with the Department Heads prior to our annual budget
preparation. The meeting would be used to focus on budget and capital
improvement priorities. Council endorsed the Saturday meeting and
asked that a proposed date be presented at the next Regular Council
l.{eeting.
