A regular meeting of the Burlingame City Council was held on the
date in the City HaII Council Chambers. The meetj-ng was called
order Mayor cloria H. Barton at B:00 p.m.by

PUBLIC HEARING - APPEAL OF FENCE EXCEPTION AT 1153 BERNAL AVENUE
City Planner reviewed her memorandum of January I0 in which she
recommended council hold public hearing and make a determination
on the appeal. Dr. Parkansky, the appellant, had built an 8' 3"
fence in his back yard. He has a pool in his yard and has experi-
enced littering, he feels the height of the fence is justified-

Staff recorunended three conditions, if approved, that gates be in-
stalled at the existing driveway, that the fence be built to UBC
standards, and that the garage be reconverted before final in-
spection. City Planner stated some time before Dr. Parkansky bought

enough to |rovide adequate security and to keep things from being
thrown into the Pool .

Councilman Amstrup expressed concern that Planning Commission had notbeen presented this request.
City Planner briefly reviewed her memorandum of January 12. Applicant
had presented t\^ro requests to Planning Commission, (1) for classes and(21 for retail sa1es. The Planning Commission had denied both. Ap-plicant has now wj-thdrawn the request for retail sales and wants onlyto hold classes in the M-l district.

ON PARKING
TRAFEIC, SAT'ETY & PARKING COMMISSION REPORTS
City l4anager reviewed. his memorandum of January 13 and the Chamber of
Commerce and TSP reports on parking. The Chamber of Comrnerce was re-questing extension of free parking and,/or reducing meter rates to 10cents per hour; modification of meters to accept oennies; and freeparkj-ng on Saturday. The TSp suggested adjusting some four-hourmeters; better enforcement on long-term lots; and reduction of meterrates from 25 cents to 20 cents per hour. He stated staff needsdirection on the one-hour free parking which council extended untifthis meeting.
Jim Fehlhaber, former chairman of the TSP Corunission, reviewed the
commission I s report.
Doug Beetlestone, Chamber of Cormerce parking Conmittee, reviewed the
Chamber report. Also speaking in favor of the Chamber's report was
Joan Tucker of Char]es Stationers, and Marlo f'aul]o:er of Status Thimble.
Council discussed at length the proposal of the Chamber of Commerce.It was determined that the Chamber would do a survey or study on theeffect of the free parking after the end of February; that it wantedfree parking on the street meters, not the lots; that free parking
would be extended to the lots on Saturdays, as well as the streets;that the signs for targe/sma11 car parking would be removed; that atthis time there would be no conversion of the meters to dimes orpennies; and that the signs in the meters would have to be changedto inform people that they woufd be ticketed after one hour of freeparking.
Councilman Amstrup moved to approve the Chamber of Commerce requestwith the exception of converting rates in the meters and changing thesign j-n the meters to inform peopte that they woul-d be ticketed after
one hour of free parking. Seconded by Councilman Martin, carried
unanimously by ro11 call vote.
RECESS
Mayor Barton declared a recess at 9:10 p.m. Council reconvened at
9:15 p.m. with alf members present.

Council discussed with Robert Jones, Executive Director of the Chamberof Conunerce, the Chamber's proposal for Burlingame's 75th Anniversary
celebration. Mr. Jones explained the Chamber would like council's
approval of the concept. Then, if council will give Chamber 30 daysin which to raise funds, council might match funds to finance the
cef ebrat io n .
Mayor Barton questioned the "Treasure Hunt" pIan, wondering if this
would involve property damage with people digging all over the city.
Mr. Jones explained that a spot would be designated as the hiding
place but nothing would actually be hidden there. People would guess
where the spot was and mail in thelr guesses. The correct guess
would win the treasure.
Councilman Martin questioned the use of the oakland Symphony Orchestra
and the San Mateo Performing Arts Center for a Burlingame celebration.
Counci] was agreeable to the concept and thought it was a well thought
out plan. The Chamber will- come back when it has completed its fund-
raising.

Director of Public Works briefly reviewed his memorandum of January
12 in which he recommended introduction of this ordinance to enable
limitation of vision obstruction by large vehicles at certain corners
in the city.
Councifman Mangini introduced Ordinance 1243 for its first reading.

would have to vote upon the Crisis Relocation P1an. He asked fordirection from council. He stated county has a tentative plan fordisasters and that it could spend its time and money elsewhere.
Mayor Barton said if there were a nuclear war there would be no morepeople to relocate. The relocation plan is unrealj-stic.
