Meeting was calledto order at B:03 p.m. by Mayor Victor A. Mangini PLEDGE OF ALLEGIANCE Led by Alfred J. Palmer, Chief of police. ROLL CALL COUNCIL MEMBERS PRESENT: COUNCTL MEMBERS ABSENT: MINUTES AMSTRUP, BARTON, NONE CROSBY, MANGfNI, MARTIN Minutes of the regular meeting of January 18, ]-9g2 were approvedand adopted. HEARING - ORDINANCE I2I4 ''AN ORDINANCE ESTABLISHING BURLINGAME AVENUE COMMERCTAL AREA AND REGULATTONS THEREFOREII City Planner reviewed changes made in ordinance I-2l4 at directionof council subsequent to pubric hearing of January 26, 1992. These included: Secti-on 25.36.032(a) and (b). (1), explanatory wording changes in items 2. section 25.36.033, insert word "onry" in rine 3 and derete"tenant" in line 10. 3. Section 5, 25.36.035, delete. 4. section 25.38.031, sub-Area D delete, revise wording to makeretail and residential uses subject to a use permit. 4. Section 25.38.032, repeat Section 25.36.033 on nonconforming uses in C'2 section of Code so it clearly addresses Sub-Area D. Mayor Mangini opened public hearing. Speakers included: Dj-ck Bu1lis, La Honda, property owner; CyrusMcMi11an, representing oroperty owners; Harry Graham, 1324 paloma; Ho11y Bournes, merchant and co-chair of Downtown Business Guild;John Cockroft, L250 Jackling; Gladys Costa, 191I Los A1tos Drive;Joseph Karp, 1209 Burlj-ngame Avenuei Joan Tucker, Charles Officesuppries; Don spencer, general manager of chamber of commerce. 1. Speakers expressed pleasure at chan,:-y.es in ordinance which re- moved Sub-Area D from very strj-ct uses. 2 3 Requested that use permit be required for residential only in Sub-Area D. Concern about providinq parking for sma1l lots, doesn't think we would want an underground structure with a big gap entranceon the street. If exemption were only by special permit,council could control it. Perhaps there should be just onezone for parking exemptions. Merchants would like to see the quaint shopping area preserved. Concerned that some kinds of business presently located in Sub-Area A and B are excluded in ordinance. I 4 5 329 7 8 6 Support for eliminating special use permit for retail in Sub-Area D. Ordinance does not provj-de more parking space. Does not support including California Drive up to Oak Grovein Sub-Area B, this area should not be in downtown area. 9. Ordinance is very beneficj-a1 to merchants in Sub-Area A. 10. Understood that if several smal1 shops merged into one large shop, it would not have to provide more parking. Mayor Mangini declared the public hearing closed. Councilwoman Barton stated that she thought elimination of the special use permit for retail in Sub-Area D would be a very good idea. Councilman Amstrup pointed out that the ordinance would stop the establishment of large offices in area. Council requested that word "business" in ordinance be changed to "use", and that in Sub-Area D the wording be to require use permit for"non-auto related" retail. Councilwoman Barton moved that Ordinance I2l4 be adopted, second.ed by Councilman Crosby, carried on roll call vote: AYES: AMSTRUP, BARTON, CROSBY, MANGINI NAYES: MARTIN ABSENT: NONE RECESS Mayor Mangini declared a recess at 8:35, after which the meeting reconvened. ,'NEW POLICE STATION - REQUEST FOR AUTHORIZATION TO PROCEED TO WORKING DRAWING PHASE AND ALTERNATIVES LISTED'' I Alternatives requested were: Approval to proceed on framing to accomodate future upper f1oor. ($136,063) On-site fuel tank and PumP.( $27,500) unit. ($16,500)Solar domestic water heating Radio monitoring system. ($5,000) 5. Background music system. ($5,000) Councilman Martin pointed out that the expense of expanding to an upper floor is very great; that a two story po1ic9 station would frlve irternal circulalion problems; that the building could be ex- panded horizontally. He stated that he would be reluctant to approve the cost of framing for a second floor. He stated it would be better to expand horizontally thatr vertically and city would not have the additional expense of elevators, opening of roof area and exposure to weather, and the difficulty of handling materials to a second f1oor. Engineering Division's memo, l/26/82, reports that Planning Commission revj-ewed the map and recommends approval with onecondition: that before final City si-gnatures are placed onthe map, all City charges for the project's various approvalsbe paid, Parking Lot at Burlingame and California Drive ment with CalTrans Joint Improve- Director of Public Works' memo , L/26/82, indicated that at Council's direction, he had contacted CalTrans regarding up-grading of the Burlingame Station parking Iot. Half the 1otis owned by City, half by CalTrans. CalTrans has budgetedfunds to cover their share of work; City's cost can come from gas tax. 3. Revocable Permit Telephone Booth 1640 Bayshore. Engi-neering Division's memo, l/L3/82, indicated that this phone booth had been placed on public right-of-way without permit. The permit will include this phone booth with the terms and conditions of existing agreement with Pacific Telephone. Since power is provided by the adjoining property owner, there is no expense to city. I Councilman Martin moved approval of consent calendar, seconded by Councj-lman Crosby, carried unanimously. MISCELLANEOUS Director of Public Works reported that the Mayor and he had attended a meeting regarding the law suit against the San Francisco Water Department. The judge is urging aIl parties to try to reach a settlement. He will keep council informed of any progress. Councilwoman Barton inquired when the signal light at Cambridge and E1 Camino will be installed. Director of Pub1ic Works re- ported that CalTrans has the project ready to go out to bid. 2. 331 Since the intersection is working well as it is, he has not been pushing CalTrans for it. Rather, he has been con-centrating on the Airport Boulevard and Bayshore signal with CalTrans.
