The meeting was call-ed to order at 8:00 p.m. by Mayor Irving S. Arnstrup. Led by City Attorney, Jerome F. Coleman. ROLL CALL COIJNCfLMEMBERS PRESENT : COI]NCILMEMBERS ABSENT: MINUTES AMSTRUP, BARTON, MANGINT, MARTIN, PAGLIARO NONE Director of Public Works reviewed his memorandum of November 28 which recommended conversion of Highland Avenue to one-way traffic betv/een CaIj-fornia and Howard. Traffic, Safety and Parking Commission had re- viewed and recommended the change. Senior citizen groups, Greyhound and SamTrans had been notified, The SamTrans bus stop would have to be relocated to the corner of Cafifornia and Howard. Seven parking spaces -wou1d be added to Highland Avenue. Council reviewed the graphic of the proposed change; the markings shown on the street are to be painted lines; the street will be marked with "Do Not Enter" and "One Way" signs. Mayor Amstrup opened the public hearinq. Recent amendments have been made io ttre Uniform Sa1es and Use Tax Laws regarding certain ex- i emptions for waterborne vessels. Though this is irrefevant to euilingrame, the City must amend its ordinances by January 1 for its contraat with the State for collection of sales tax to remain in effect. " INTRODUCTION OF OR.DINANCE 1261 - ESTABLISHING ONE-WAY TRAFFIC ON HIGHLAND AVENUE BETWEEN CALIEORNIA DRIVE AND HOIdARD AVENUE 61 COMMISSION VACANCIES AND REAPPOINTMENTS Councilman Martin and Councilman Mangini were appointed to intervier^I candilate s for Traffic, Safety and Parking Commission. Mayor Amstrup noted appoj-ntments to Beautification Commission and Park and Recreation Commission would await ilecision on a possible merger of those commissions. Mayor Amstrup appointed Councilman Pagliaro as ABAG Alternate also as Finance (Warrants and Audit) representative. CLAIMS: (1) Pagl-j-aro requested removal of the item regarding Hyatt Hotel LOUIS LIBERTY; (2) PAM WILKINSON. 2 RESOLUTION IO1-83 - AUTHORIZING EXECUTION OF AGREEMENT FOR ENVIRON- MENTAL IMPACT REPORT FOR LEGASPI PLAZA HOTEL City Planner's memorandum of November 30 recommended adoption of a resolution approving contract with Envj-ronmental Science Associates. Seconded byCounc i lman Councilman Mangini moved approval of the Consent Calendar. Martin, carried unanimously by ro11 call vote. RESOLUTION 102-83 - AUTHORIZING EXECUTION OF AGREEMENT FOR ENVIRONMENTAL IMPACT REPORT FOR HYATT HOTEL City Planner's memorandum of November 30 recommended adoption of olution approving contract with Environmental Science Associates pare an EIR for the Hyatt Hotel project. a res-to pre- Councilman Pagliaro had a question regarding the Scope of Work, page 6, which referred to alternatives of either 25 percent more rooms or 50 percent fewer rooms than the proposed project. He felt the numbers should be the same for both afternatives for comparison purposes. City Planner reviewed and agreed that the 50 percent number could be changed to 25 percent. Council was in agreement to this change. Councilman Pagliaro's other concern about this contract was that the EIR $/ould only address those items checked yes on the "Initial Study" attached to the report. The only item checked yes under Public Services that would be affected was Police protection. He fel-t that both Fireprotection and Park and Recreational facilities could also be affected. During a disaster, should the freeway overpasses be blocked, there would be no fire protection on that side of the freeway. Perhaps consideration should be given to a Fire Station on that side of the freeway. Re- garding Park and Recreation, he was concerned that traffic could impactto such a degree that city was mandated to consider a roadrray through Bays j-de Park . Councilman Marti-n hotels re latively noted that the safe . requirements for f j-re sprinklers make Mayor Amstrup reappointed to second terms Martha Benson of the Civil Service Commission, and Judith Johnson and Harry Lehrfeld of the Traffic, Safety and Parking Commission. Council-woman Barton and Councilman Pagliaro were appointed to inter- view candj-dates for the Planning Commission. COUNCIL COMMITTEE ASSIGNMENTS CANCELLATION OF NEXT REGULAR MEETING Mayor Amstrup announced the ReguJ-ar Meeting of December 19 would be cancelled and that tonighds meeting would be continued to the Study Meeting of December 14. City Attorney reconrmended denial. Mayor Amstrup stated he was reluctant to discuss Fire and Police pro- tection in regard to just one hotel. 62 Councilman Martin moved adoption of Resolution 102-83 \,,/ith the change unan j-mous 1y bynoted above.
