AUGUST 1983 TRAFFIC ALLOCATIONS
City Planner reviewed her memorandum of August 31, 1983, in which she
recornmended council review applications and determj-ne traffic allocations.
Attached were Planning Departmentts report "Effectiveness of TSMStrategies" dated September 8, two letters from GTE-Sprint, Ietter fromHsin Meow Laj- representing project on O1d Skateboard Park site, fetterfrom Chamber of Commerce supporting traffic allocation for cTE-Sprint,
and City Planner's memo of August 4 regarding August l-983 traffic

Council al-so received, after the staff reports were sent out, letterfrom Hyatt Hotel with concerns about traffic capacity at Broadway inrelatj-on to its proposed new project and a report by PRC Voorhees entitled
"Key Issues to Consider j-n Requiring a TSM Plan for Owen Bay p1aza" datedAugust l-983.
There are three requests for traffic allocations before council:
I. Old Skateboard Park Site Hotel
The applicant is interested in purchasing the Four Seas Center; however,he feel-s it will not be suitable to his needs unless he can convert atleast the fifth floor (16,929 SF) to office. He would prefer to convertboth the fifth floor and the second floor (parking deck) to office, atotal of 29,074 SF. When one looks at the traffic allocation numbers,this change in use, given the size of the existing restaurant, actuallyreduces the p.m. peak hour traffic generation impact of this projectat the critical intersections. The reduction is greater if just the16,929 SF restaurant area is converted to office. But even with the29,074 SF area there is a sma1l reduction.
The restaurant generation figures used were those established beforethe recent revision because that was the level used when the originaltraffic aJ- location was assigned. The net reduction in traffic aeneratedby the conversion of these areas is the result of the fact that trafficgeneration is based on intensive use per acre. This site inctudes theequj-vilant of 2.5 acreas of restaurant. The same area used as officeequals a use intensity of l-ess than one acre.
3. Owel]/Al]za Office Park Phase II
In March, 1982. the Council granted a traffic allocation to the firstphase (144,000 SF) of this office compl_ex. It was understood at thattj-me that Phase If woul-d not occur until 1986 and that, if necessary,the developer would apply for a traffic allocation at that time. fhe

The applicant is requesting a traffic all-ocation for a 240 room hote}.This is a new project. All the land except the area within BCDC juris-diction is owned in fee simple by the applicant,
The applicant is talking to State Lands in order to incfude the entirearea of BCDC jurisdiction in their development. They would like toreserve the right to ask for more traffic allocation in the future.
2. Four Seas Office Conversion

developer has found a single tenant (a local firm) which wishes to leasethe entire project. However, they need the space immediately and wish
to commence building Phase II now, with completion anticipated by June
1985. The developer and tenant propose to implement a group of Trans-portation System Management (TSM) strategies whj-ch would reduce the p.m.
peak hour traffic impact of Phase II of the project to acceptable levelsfor the next three years. The TSM strategies which they are suggesting
incLude such things as staggered work hours; ride sharing and van-poo1-ing including appropriate employee incentives; provision of east/west
mass transit for employees to the train, SamTrans, Greyhound and
downtown Burlingame; regulation of turning movements from the site
during peak hours to force traffic away from Bayshore interchange; and
parking management penaltj-es to discourage one person per car. *
City Planner distributed table titled "Traffic Allocation Alternatives
August 1983" which compared available traffic capacity at key inter-
sections for the three projects and also illustrated the impact of the
Hyatt project. The "best caser" leaving the most available trafficcapacity, would be the hote1 project, the 5th floor only office conver-
sj-on of Four Seas, and the owen/lnza Phase Ir with TSM. The "worst
caser" leavlng the least available traffic capacity, would be the
hotel, the 5th and 2nd floor office conversion, and the Owen/Anzaproject without TSM.
Council discussed Transportation System Management (TSM). City Planner
reviewed the Firemans Fund plan in San Rafael; there is evidence that
TSM can work if employer sees the need; a number of large projects in
the Bay Area have traffic coordinators; developer has to make a commit-
ment to provide on-site coordinator; concern that SPRINT (Owen tenant)
proposes to end TSM when new freeway access is opened; no guarantee
that freeway access will be developed, though j-t looks good.
City must have penalty available if the TSM measures are not employed
and the traffic impact is too severe; must be tied in to the property
and recorded with the deed; property owner must require TSM of the
renter.
City Attorney stated staff would prepare a resolution regarding TSM
requirements city will impose on the Owen property.
Councilman Martin inqui-red about the staLus of the Ramada project.
He suggested a time limit in which it woul-d submit its new plans.
Councilman Martin moved that Ramada be required to resubmit its project
for PLanning Commission review by October 15, 1983. Seconded by
Councilman Amstrup, carried unanimously by roII call vote.
Councilman Amstrup moved to grant traffic allocations to the Skateboard
Park site hotel, the 5th floor conversion of Four Seas, and the Owen,/
Anza Office Park Phase II with TSM. Seconded by Councj-Iman Martin.
Bob Owen, representing the Owen/enza Office Park project, stated his
concerns about the permanency of attaching TSM to the 1and. Council
assured him that if conditions change the property owner could come
back before council to request modifications.
The motion carried unanimously by roll call vote.
CANCELLATION OF NEXT STUDY MEETING
City Manager announced that Study Meeting scheduled for September L4
would be cancelled.
