BURLINGAME CITY COUNCIL
STUDY MEETING

In the absence of Mayor Crosby, due to family illness, Vice Mayor Irving S. Amstrup
convened the Study Meeting of the Burl ingame City Council in the Council Chambers
of Bur'lingame City Hall at 8:05 p.m. on the above date.

2. MORRELL AREA DRAINAGE STUDY
The Director of Public Works stated that historically Burlingame has taken
the position to design drainage improvements on the basis of 30 year rainfal I
intensity. The federal government's Flood Insurance Program provides for
a 100-year storm intensity. One of these areas is on California Drive opposite
the Molrell/Carolan Avenue area. Mr. James Carroll , Consultant Engineer with
M.B.C.z was introduced to present the details of his extensive study and
discussed and evaluated with Council the alternatives available. Council
concurred wjth Mr. Carroll's recommendation of Alternative IIIA doing the
base improvements and the Sanchez Creek culvert extension this year and
installing the Carolan Avenue pump statjon at a later time if necessary.
The cost of this recommendat'ion js $324,000 for the Fjrst Phase, p1 us the
additional $350,000 for Phase II. The -I983-84 Budget for this project is
$300,000.
3. GARAGE SALE REGULATIONS/DOMESTIC ANIMAL REGULATIONS
The City Attorney presented suggested amendments to the present ordjnance
on garage sa'les. After discussion by the Council they concurred wjth limits
recommended and requested an ordinance revision be drafted.
ANIMAL REGULATIONS
The City Attorney discussed the background of our animal ordinance and the
recent complaints received against those who do not comply, particulary
as it relates to chickens. After extensive discussion, councilmembers Amstrup

4. BAYFRONT S]GNAGE PROGRAM PROPOSAL/ANZA AREA
The City Planner reviewed her memo regarding the proposed Bayfront/Anza
Area Direction Signage Program requesting staff guidance as to appropriate-
ness of proposal and how the proposal should be funded. This revised program
includes four djrect'ional signs in brown and white with no 1ogos. Councjlman
Martin stated that Sign B should also jnd'icate Old Bayshore jn addition
to Airport Boulevard. Councjlwoman Barton supported the change particularly
regarding the "l,'Ielcome to Burlingame" sign and suggested that cost sharing
be worked out with the businesses in the AnzalBayfront area. Councilman
Amstrup expressed concern about the cost for replacement of "Welcome to
Burljngame" sign. Counc'il stated that the City is not willing to pay entire
costso but generally approved of the proposed program. Staff wjll contact
the interested parties about sharing of costs.
5. SEWER/STORM/WATER ALARM SYSTEM AND CONTROLS
The Director of Publjc Works introduced the report wjth the recommendat'ion
that the'implemention of the system must be closely coord'inated and be com-
patible with the Cable TV and Pol'ice communicat'ion equipment. The suggested
specifjcatjon requ'irements are very important for a rel'iable system that
can be easily maintajned in the future. The requirement for local (gay
Area) "full service" organjzation may limit the competitjon to one firm.
Council concurred with the recommendation to seek proposals.
6. NEWSPAPER DISPENSERS
Mrs. Nita Perry, Beautification Comm'ission, addressed the Councjl regarding
her concerns about the number of newspaper d'ispensers, their unsjghtf iness
and state of disrepair on the city streets, particularly Burlingame Avenue
and Broadway and Broadway-Burlingame Post 0ffjce area. The City Attorney
cjted State Supreme Court decisjons wjth the City and the County of
Los Angeles which approved a set of guidelines, limiting control on the
placing of them; however, numbers cannot limlted. It is a first amendmentright. The,City Attorney discussed opt'ions possible, but emphasized limited
areas of enforcement. Counc'il d'irected the City Attorney to check wjth
other cit'ies and prepare a memo of information and findings.
