The meeting wascalled to order at 8:00 p.m. by Mayor William J. Crosby. PLEDGE OF ALLEGTANCE TO THE F'LAG Led by City Clerk, Evelyn H. HilI. ROLL CALL COUNCTLMEMBERS PRESENT : COUNCTLMEMBERS ABSENT : MINUTES AMSTRUP, BARTON, CROSBY, MANGINT, MARTTN NONE Minutes of the Adjourned Regular Meeting of July 13, 1983; the StudyMeeting of July 13, 1983; and the Regular Meeting of July 18, l9B3were approved. PUBLIC HEARING - SECOND READING ANIMAL LICENSING AND CONTROL ORDINANCE 1252 ADOPTING UNTFORM City Attorney reviewed his memorandum of May 31 in which he recommendedcouncil adopt this ordinance in order to conform with the county. Asidefrom technical and grammatical changes the primary addition is a sectionwhich requires permits for vicious animals. There is no chanqe in fees. Mayor Crosby opened the public hearing. There being no comments, thehearing was closed. Councilman Councilman Amstrup moved Mangj-ni, carr adop tion of Ordinance 1252ied unanimous tt.I ro CA Seconded vote. by PUBLIC HEARTNG - SECOND READING IN COUNCIL SALARIES ORDTNANCE T253 PROVIDING FOR INCREASE City Managrer reviewed his memorandum of June 28 in which he listed councilsalaries of other cities in the county for comparison. He noted that theCity of DaIy City had just raised its salary to $500 per month. rhisordinance would raise council salaries to $300 per month. Mayor Crosby opened the public hearing.hearing was closed. There being no comments, the Councilman Martin moved adoption man Mangini. Motion carried on of Ordinance L253. ORDTNANCE T254 WATER RATES AND CHARGES ESTABLTSHTNG WASTE Director of Public Works reviewed his memorandum of July L4 in which he recommended council adopt this ordinance establishinq new rates for the1983-84 fiscal year with increases to begin September Lt 1983. He noted NOES: CROSBY, MANGINI, MARTIN a correction to be made in the rates for moderate strength cornmercial onthe ordinance, from $2.03 per thousand gallons water consumption to$1 .87. Mayor Crosby opened the public hearing. There being no comments, the hearing was closed. Councilman Martin comnented that the city attempts to equal j-ze rates so that residents do not have to pay excess sewer charges during the sunmer when irrigation water use increases. He bel-ieves Burlingame is the only city on the Peninsula to do so. Councilman Manqini moved adoption of ordinance 1"254. Seconded by Council- woman Barton, carried unanimously by ro11 caIl note. PUBLIC HEARING - RESOLUTION 57-83 RUBBTSH ABATEMENT FIXING ASSESSMENT FOR WEED AND Mayor Crosby opened the public hearing. There being no comments, the hearing was closed. Councilman Amstrup moved adop Councilwoman Barton, carried unanimoudly Ey ro11---Ifltion of Resolution 67-83.Seconded by vote. Councilwoman Barton comnented that she and Mayor Crosby had been regarding a piece of property which needed cleaning and that the fortunate to have the means to correct this type of problem. conta ctedcity was SAMTRANS REOUEST TO USE COUNCIL CHAMBERS FOR PUBLIC MEETINGS City Manager revj-ewed the reguest from SamTrans dated July 1-9, to use Council Chambers for its Board meetings of September 28, october 19, November 16 and December 14, 1983. He noted that SamTrans usually meets in the San Mateo City Council Chambers but, due to the remodeling being done, they need to relocate durinq that time. Council inquired if city charges for this use. City Manager replied that it does not normally charge for public meetings during the evening and there is no unusual expense when our evening maintenance man is working. council had no objections to SamTrans for those meetings. CANDIDATE STATEMENT POLTCY FOR NOVEMBER 8 ELECTTON City Clerk reviewed her memorandum of JuIy 25 in which she requested council determine its policy on the number of words allowed for candidate statements and whether the candidate or the city pays for printing costs of candidate statements. Previously, council has limited statements to 200 words and required that the candidate pay. Councilman Martin commented that there is not that much money involved in the cost and he felt the city should pay cost of candidate statements' and increase the word limit to 400 words. He stated a candidate can not say much in 200 words and that it is to the city's advantage to get candidate information out to the voters. Councilman Mangini moved to continue the previous policy statements to 200 words and requiring candidates to pay. Councilman Amstrup. of limiting Seconded by Motion carried on roff call vote, Councilman Martin voting no. ENGINEER REPORT ON MORRELL VICINTTY DRAINAGE STUDY - PROJECT 3IO Director of Public l{orks reviewed his memorandum of July 27 in which he recommended councj-1 refer this item to the next Study Meetinq because of the complexities of the alternatives. Council referred to Study Meeting of August 10. 20 Director of Public Works reviewed City Engineerrs memorandum of JuIy 26 in which he recommended council adopt resolution fixing assessments for $reed abatement. The City Engineer had posted the affected properties, contracted for weed and rubbish removal and given the City Clerk the assessment report. The City Clerk has published the required notice. Once adopted, the assessments will be transmitted to the County Assessorfor attachment to the tax rolIs. 21, ENGINEER REPORT ON ROLLINS ROAD REHABILITATION PROJECT 248 Director of Public Works reviewed City Engineer's memorandum of JuIy 27 in which he recoflunended council concur with staff's recommend.ation to proceed with repair alternative a cost of $373,000. Councilman Martin expressed his concerns that interest rates would not keep up r^rith construction costs and therefore it was not reasonable to put money in the bank for road improvement in later years. He vlondered if it would not be wiser to spend $950,000 on a complete road restruct- uring now rather than the proposed patching in Alternative "C." He also questioned counting on gas tax funds as it appeared that the State was eliminating this funding to cities. Councilman Amstrup stated city has an excellent staff and he felt council should fotl-ow its recommendation. He moved to accept Alternative Seconded by Councilman Mangini, carried unanimously by voice vote. CONSENT CALENDAR RESoLUTIoNS 58-83 and 69-83 - DESIGNATING CROCKER BANK AS DEPOSITARY OF FUNDS FOR GENERAL ACCOUNT AND PAYROLL ACCOUNT Finance Director's memorandum of July 14 recommended council authorize two resolutions in order to update the account signatures. RESOLUTION 70-83 - AUTHORIZTNG EXECUTION LIBRARY SERVICES TO HILLSBOROUGII OT' EXTENSION AGREEMENT FOR t 2 3 City Manager's memorandum of July 18 three year extension of our Library recommended council approve this Services Aqreement with Hillsborough. FOR TRAFFIC SIGNALS oxFoRD/RESOLUTION 71-83 - CAMBRIDGE,/EL CAMINO AWARDING CONTRACT - JOB 014 City Engineer's memorandum of July 26 resolution awarding contract for this of San Jose in the amount of $41,520' recommended councilproject to Rosendin adopt E l ectr ic INTRODUCTION OF ORDINANCE 1255 - ESTABLISHING LIMITATIONS ON RETATL FOOD ESTABLISHMENTS IN THE M-I ZONE City Attorney's memorandum of J,Jly 22 recommended council introduce this ordinance which is simply a correction of a recent ordinance adopted by council. Carr representing an appeal hearing on the Pfanning Commission's and variance for a 115 room addition to the Hearing was scheduled for August 15, 1983. COUNCTL OF MAYORS MEETING REGARDING MASS TRANSIT Councj-1man Martin reviewed the Council of Mayors meeting of Jttly 22. r./as concerned about plans for BART. The representative of MTC at that meeting was unable to answer any questions regarding a public hearing scheduled for later this month. Council discussed briefly and noted that Mountain View had 450 acres to work with where the City of Burlingame has only 45 acres. FROM THE FLOOR Maureen Marshall, 466 Cumberland, was present with a group of girls belonging to the Bobby Sox League. She announced that 15 girls had been picked for the A11 Stars. They had a record of four wins and no losses and are going to Buena Park to play in the State Championships. They have to raise $8r000 to cover expenses and have already raised $4r000. They requested support from council members. Mayor Crosby and council members congratulated the qirls, noting they and the city were very proud of them. Council members stated they would give the group individual support and also suggested local service clubs might offer support.' COUNCIL LETTER INVITTNG LEAGUE OF CALIFORNIA CITIES TO BURLINGAME Councilman Amstrup League to hold its noted a letter for council signatures inviting the annual conference in Burlingame. 5OTH ANNIVERSARY OF MR. AND M-RS. SINE Councilman Amstrup requested City send a letter of congratulations to Mr. and l{rs. Tom Sine on their 50th laledding Anniversary. Mr. Sine was a Planning Commi-ssioner.
