UNDE RGROUND PARKTNG WITHAPPEAL OF PLANNING COMMISSION DENIAL TO ENCLOSE SECURITY GATE, 15OO S HERMAN AVENUE City Planner reviewed her memorandum of ,Iu1y 1l in which she recommended council hold public hearing anal make a determination on this appeal. she noted the lot is located at the corner of El- Camino and Sherman; there are onty three parking places available on Sherman and no parking on El Camino. The permit was approved with a security gate in the middle of the underground garage with 16 of the required parking spaces located outside of the gate in order to provide some guest parking. No\,n the ap- plicant is requesting an amendment to his condo permit in order to move the security gate from the middle to the front of the garage. He pro- poses that guests would use a telephone at entrance in order to gain entrance to the qarage. Planning Commission feared that guests would block the driveway to use the phone and, if no one were home, would back into the street causing further congestion and danger to the narrow street. Vice Mayor Amstrup opened the public hearing. Speaking in favor of the proposed plans was John Rafeigh, Taldan Invest- ment. He stated the original plans created a dangerous condition with the garage area open to loitering and vandalism. They are concerned about security, They felt there was adequate parking and it would be accessible with the phone system and security gate as proposed. Council discussed its concerns with Mr. Raleigh at length, wondering why the company did not make this part of its original- plan. This company has appeared before council before to change pJ.ans, it should have known this would happen. Council noted it is eas.ier to chanqe plans on paper than to change after the building is built; it did not want a group of tenants coming in at a later date complaining about security; it was concerned about guests btocking driveway and backing into street. Speaking against the proposal was Bob Costa, 1265 Balboa. Councilman Martin requested that Planning Commission study c j-tyrs re- quirements for guest parking. Perhaps city should require more parking spaces. Councilwoman Barton moved to uphold the Planninq Commission denial of an amendment to the condo permit. Seconded by Councilman Mangini, carried unanimously by roll- call vote of members present. 16 ORDINANCE 1253 PROVIDING FOR INCREASE IN COUNCIL SALARIES CONT INUE D Vice Mayor Amstrup noted that Mayor Crosby had requested this item be continued to the next meeting due to his absence. RESOLUTION 63-83 ADOPTTNG WATER RATES AND CHARGES FOR 1983-84 City Manager reviewed Director of Public Works memorandum of .Tu1y 14. Due to an 18.4 percent increase in water charges from San Francisco, ex.isting water rates were anal"yzed and an increase of 6.7 percent forcily and 4 percent for Burlingame Hills area was recommended. Seconde pproval of the Negative Decl-aration for Ramaday Councilman Martin, carried unanimously. da db REPORT F ROM PARK CAMINO DIRECTOR REGARDING REMOVAL OF HERITAGE TREES ON EL Park Director reviewed his memorandum of July I3 in which he reviewed Beautification Commission action approving CalTrans application to re- move 10 hazardous eucalyptus trees on EI Camino. He noted that CalTrans will submit applications to remove an additional 10 to 15 trees and for heavy pruning on a nr.m.lcer of additional trees. He stated he and the Commission were satisfied that a successful- method of determining the dangerous trees has been reached by cooperation between the city and the State. Councilman Martin noted his pleasure at this DESTGNATION OF VOTING DELEGATE FOR LEAGUE OF CONFE RENCE cooperative effort. CALIFORNIA CTTIES ANNUAT Council designated Councilman Martin as its voting defegate. Counci.Iman Martin requested that council members discuss with him any concerns about League resolutions they will be receiving. BURLINGAME AVENUE SOUTHERN PACIFIC STATION PRESERVATION - RESOLUTION 64-83 - AUTHORIZING GRANT APPLICATION FOR PRESERVATION OF HTSTORIC SITE City Manager reviewed his memorandum of July 15 in which he recommended council (1) approve the concept of a cooperative agreement with CalTrans whereby the city would contribute $5,000 and'CalTrans $5r000 for situoco and painting of the S.P. Station and city would seek private community donations oi an additional $18,000, and (2) that the council adopt a resolution by title authorizing a contribution not to exceed $25,000 as part of a grant applicatj-on by the State for historic preservation of the station. Council noted the j-mportance of this historic site to the City of Burlingame; the importance of CalTrans or the city securing title to the site; and the importance of public support in preservj-ng the site. Councilman Mangini moved approval of City Manager's recommendations above and adop tion of Resolution 64-83 as recormended. Seconded by carried unanimously. Vice Mayor Amstrup noted that Flamingo flamingos in its sign with pictures of ACKNOWLE DGMENTS Flowers has painted over the women. 2. Director of Publ-ic works memorandum of ,Iu1y 14 recommended council introduce ordinance establishing new rates to begin \,rith the vrater meter readings on or after September I, 1983. Average household increase will be 14 percent, and corunercial and industrial will in- crease from 13 to 37 percent. Mr. Riley was present and explained that the peopJ-e who had the garaqe sale were renters and had no concern about the property values of the neighbors. He felt garage sale permits shoul-d have wording to disallow hauling in goods and that there should be a fee for the permit. Council discussed briefly the possibility of limiting the areas \^/here sale takes place to inside the garage and a portion of the driveway, not al-lowing sale on lawns, stricter inventory of goods for sal-e, limiting to goods from the home where saLe takes place. Council deter- mined to review further at a study meetingr. 4. Letter to Bay Area Water Users regarding "Legislation Designating the Tuolumne River as a Wild and Scenic River" and the possible t. Letter from Robert walsh regarding probtems with fees for CATV. Council- was concerneal about response by CATV to Mr. walsh's problem. It requested staff inquire of CATV if they have satisfied Mr. Walsh. 2. Letter from Mr. dnd Mrs. Kreitter asking that council rescind city ordinance allowing keeping of chickens. Council discussed possible noj-se and odor from keeping chickens. Mr. Kreitter stated his neighbor has 12 to 14 chickens and the noise is constant. He fel-t it lowered his property values. City Attorney will review for possible change. 3. Letter from Ed Riley with l-4 neighborsr signatures, and letter from Bob Quilici, both complaining about a garage sal-e on Coronado at whi-ch material was hauled in for saLe. 18 impact this decision could have on the \^/ater supoly in the area. 5. Letter from Jane Baker, representative of the MTC, enclosino hearing schedule on "New Transit Starts and Extensj-ons" and background information. Council discussed briefly its concerns about BART. 6. Letter from Roy Burkhead requesting removal of a tree on Drake. Staff reported that it had corresponded with Mr. Burkhead. 7. SUBMISSION OF GENERAL PLANS TO AIRPORT Councilman Martin noted that the cities of San Bruno and South San Francisco have submitted their Master Plans to the Airport Land Use Commission. He pointed out that the airport does not have a lvlaster P1an, nor is it required to have one under this leqislation and that the City of Burlingame would not submit its Iqaster Plan to ALUC.
