The Sheraton Inn's request for extension, which was referred to Study Meeting
from the Regular Council meeting of June 20, was further discussed with Sheraton
Repesentative, Cyrus McMillan. The Council directed Mr. lt{cMi1lan and theCity Attorney to meet and draft an amendment to the land lease prior to the
August 15 Regular Meeting which would:
(l) Allow for the City to wjden Airport Boulevard on the Sheraton leased
land without payment. If the amount of land to be used for roadwayis "sign'ificant," either provide for land for parking elsewhere, in-
crease the parking variance, or reduce the Sheraton monthly payment
to an agreed-upon amount, a1l at City option.
(2) Increase the monthly lease payment amount from $2,500 to $3,000 monthly
upon the start of payments.
(3) Draw up some form of extension of the project for four years from nowto the point that significant construction has begun. Cleariy indicate
that Councii has dropped any traffic aal location which the Sheraton
has had.
2. REVIEI,i 0F RESTAURANT TRAFFIC STUDY
The Publ ic Works Director reviewed the status of the restaurant traffic study
stating that, in late I982, Council directed staff to schedule an origin and
destination survey on a sample of freestanding restaurants in the area east of
Highway #l0l to check the actual traffic generation during P.M. peak hour at the
three critical intersections along the Bayfront. Fol lowing th'is initial survey,
Council again directed that additional information be obtained by surveying all
restaurants. This was done by Lou Larson in March and April 1983. Based on
the results of this new survey, staff now recommends that the generation factors
at the critical intersection used in the Drachman Traffic Analyzer be reduced
by one-third for restaurants. However, on the basis that the same amount of
money is required to finance the Bayfront improvements needed, a reduction in
restaurant fees would necessitate an increase in the fees paid by hotels andoffices. Council concurred with the recommendation by staff to leave the cur-
rent fee schedule in place until revised costs direct that new fees be instjtuted
other than the latest Engineering News Record Highway Construction Cost indexing.
The Drachman Traffic Analyzer should be reduced one-third for restaurants. Council
also reviewed a letter from David Keyston on this item.
3. REQUESTED OI^/EN OFFICE PARK/SPRINT TO DISCUSS PROJECT
The 6i1y Manager stated that 0wen Company has requested to address the Council
regarding some changes they would like to see in the approved project for
0wen Bay Plaza. Steve Douglas, representing Owen, was present to djscuss some
building height nndifications, a breezeway and a change of phasing. Staff feels
that the question of traffic al location should be addressed during the normaltraffic allocation review in August. The City Planner elaborated on the changes
requested and asked Steve Doug'las, Colljn Russell, 0wen's architect, and
Richard Humphery, Sprint Representat'ive, to discuss and show design perspectives
of their requested modificat'ions indicated jn their letter to Council dated July 6

The city Planner explained the prop-osed modification to allow for a different

6. OTHER
At the last council meeting, it was suggested that council might.want-to review
