CALL TO ORDER
A duly noticed, regular meeting of the Burli-ngame City Council was
held on the above date j-n the City Ha11 Council Chambers. The meeting
was ca11ed to order at 8 p.m. by Mayor Irving S. Amstrup.

thanked Mayor Amstrup for representing the city during the past year,

Mangini seconded. Mayor Amstrup moved to close nominations. A
unanimous vote was cast for Martin.

Mayor Martin postponed the appeal hearing until January 21,1985 atthe request of appellant.

Mayor Martin reviewed that this ordinance was the result of new stateand federal 1aws. Director of Public tJorks confirmed and recommended
adoption in his memorandum of November 15, 1984. State and Federallaws now a11ow longer trucks on certain highways and provides thatcities a11ow these larger trucks to be glven reasonable access toservices and terminals. In Burlingame, this would only apply to theMillbrae Avenue exit from 101 and will provide fees for processing andreview of applications for access to terminals in the industrial area.
Mayor Martin opened the public hearing. There being no comments, thehearing was closed.

I NFORMATI ON
Director of Public Works reviewed his memorandum of November 28, 1984
in which he noted council had continued award of the bid and easement
agreement on this project at its meeting of November 19 to enable
staff to check if contractor would be able to delay construction until
spring and to add a clause to the agreement that the owner would
guarantee to pay for repair cost if his insurance company defaulted.
The contractor is willing to delay work provided he is paid for any
increase in material costs and the insurance company has been
notified. Staff is sti1l negotiating with owner regarding adding the
clause providing that he pay on default of insurance company.
CONSENT CALENDAR

Councilman Pagliaro noted he would abstain from voting on item rrn-3rr
due to a conflict of interest in that his firm represents Callander.
He also noted that he does not approve of the widening of Airport to
four lanes near Bayside Park. His concern in pulling these items was
to inquire if the standard insurance requirement was applied to them.
Staff replied yes as these were added amendments. There was a lengthy
discussion of errors and omissions j-nsurance for an EIR, whether it
was applicable to an EIR report. Council suggested city ask for
certificates of insurance.

Avenue for such a long time, will be closing in January. Council
members were saddened to hear this and requested staff prepare a
letter of recognition for their signatures.
