Mayor Irving S, Amstrup convened the Study Meeting of the Burlingame City Council
in Conference Room B of Burl ingame City Hall at 7:45 p.m.

3. AIRPORT BOULEVARD I^JIDENING/BCDC PERMIT APPLICATION
The council reviewed the current commissioner selection procedure and dis-
cussed various revisions. Council approved revising current procedures so
the names of all nominees are placed on a single ballot and council members
vote for their choice until one candidate (or more, if more than one position
is open) has three affirmative votes. Councii also indicated that the nominees
shall be from the applications filed for the position prior to a set deadline.
The two-member nomination sub-committee of the counc'i I will remain in effect.
A1 1 applications would be kept on file for a period of one year and this
will be stated on the application form, Concerning the current vacancies,
council set a deadl ine of December 'l5, l9B4 for receipt of applications.
Councilmen Pagliaro and Martin will interview for Traffic, Safety & Parking
Commission; Councilman Mangini and Councilwoman Barton will interview for
Park and Recreation and Councilwoman Barton and lYayor Amstrup will interview
for Beaut ifi cati on.
The Public Works Director reviewed with council the first phase of u
Airport Boulevard along Bayside Park and our landfill. This project
of a ten foot clay leachate barrier bayward from the existing bank,
access path and parking along the barrier, repair and resurfacing of
existing two-lane road and landscaping. The City Plan

The Public Works Director jndicated that for any construction we need to
begin the EIR process and that to consider a two-phase approach' add'itional
consultant work v,/ould be needed for presentations to BCDC. It was staff's
opinion that by approaching BCDC for a two-phase permit at this time' we
wbuld be assuring ourselves of a future option. Councilman Pagl iaro indicated
that he has not been convinced that there is need for four lanes along
Airport Boulevard and that as a citizen he may object to BCDC' The Public
Works Director indicated that all of the traffic planning for the area has
been predicated on four lanes along Airport Boulevard. Councilwoman Barton
indicited that the city has an obl jgation to provide adequate roadways in
this area since we have been approving the development in accordance with
our p'lan. Mayor Amstrup indicated that the city should look at the possi-
bility of voiding the existing lease with the Sheraton Hotel on an expansion

of their parking lot. If the Sheraton lease did not exist, we could consider
expanding Bayside Park to mitigate any 'loss of area from the widening of
Airport Boulevard. Councilman Pagal iaro indicated that he would strongly
favor the expansion of Bayside Park and this would remove his objection to
the proposed second phase.

the existing two lanes and the second phase would be for a four-lane project
some five to seven years 1ater, Staff wiil submit to council a request for
the necessary environmental and consultant assistance.
4. SENIOR NUTRITlON PROGRAM ALTERNATIVES

Possibly, a larger program at the SAFEC0 Building in conjunction with

Pershing School or a church facility.
5. OTHER--CHAMBER OF COI,IMERCE REQ UEST FOR DOl,lNTOl^lN CHRISTMAS TREE LIGHTING,
Council agreed that the city should continue to discuss with Peninsula Hospital
the possibility of a program at the SAFEC0 Building and that Councilwoman Barton
would explore the possibility of a program at St. Paul's and that Mayor Amstrup
would contact Our Lady of Angels. The goal is to establish a program in
the early part of 1985.
