Mayor Irving S. Amstrup convened a Study

The only topic of discussion was the Mass Transit Study Alternatives
for the Peninsula Highway 101 Corridor. Councll revi-ewed with staff
the ten alternatives presented to date by MTC staff and consultants.
Council expressed concern about the purpose of the study, the possible
extension of BART to San Mateo County and/or the Alrport, a proposed
new BART/Caltrain Station near the Airport, and the need to upgrade
the current Caltrain service. Council requested that Councilman
Martin, the cityrs representative to the study, keep the council
informed as the study develops. A workshop for elected officials in
San Mateo County will be conducted by the PENTAP committee and MTC on
September 7, l9B4 at 7:30 p.m. in the Burlingame Council Chambers to
discuss the study. The Study Meeting adjourned to the Regular Meeting
at 8 p.*.

A duly noticed, regular meeting of the Burli-ngame City Council was
held on the above date in the City Ha11 Council Chambers. The meeting
was ca11ed to order at B:05 p.m. by Mayor Irving S. Amstrup.

City Planner replied herunderstanding was that Mr. Burlingame was a member of the HyattCorporate Management and also related to the cityrs own AnsonBurlingame. He also questioned a letter in the final EIR from theState concerning the ttland in question.rr City Planner replied that,due to this land being fi11ed before the state issued tideland permitsfor fi11, it routinely sent this letter to any project. Michael Rlce, ESA, addressed council. He noted that all the
giglificant environmental effects of the projects were listed on pagerrvirt of the draft EIR, and explored in more detail later in thatreport.

Alan Horn, 1345 Paloma, spoke in opposition to the project. He stated
the hotel would block the view of the bay from his home on Paloma. He
opposed increasing height and relocating the highway onramp.

PUBLIC HEARING
GTE SPRINT
APPEAL OF DENIAL FOR SIGN EXCEPTION FOR BOO A]RPORT
City Planner reviewed her memorandum of August 28 in which she
recommended council hold public hearing and make a determlnatj-on on
this appeal for a sign exception. fn order to grant an exception,
council must find exceptional circumstances relating to the property.
At its meeting of July 23 the Planning Commission made a motion
finding special circumstances to grant the request, but the motion
failed on a 3-4 vote, which is a denial.
Mayor Amstrup opened the public hearing.
David Niklaus, GTE Sprint, addressed council. He reviewed his company
is a growing company, has a great number of employees and a large
payro11, many employees are residents of Burlingame. GTE Sprint uses
many loca1 hotel rooms and restaurants, and has contributed over
$14,000 to 1oca1 charitable organizaLions. He stated his company
feels strongly that signage is important to its corporate
indentification.
Councilman Mangini wondered if they needed the word ttcommunicationstt
in the sign. Niklaus replied that it is part of the logo of the
company. Company was advised to use the word to properly identify
its work. Mangini also asked if they would be willing to remove the
sign if they should leave the building. Niklaus replied yes.
Councilrnan Martin stated it might be a disadvantage for Burlingame to
have such a large employer in the city. When General Telephone closed
its of f ices in San Carlos it created quite a ttholett in that city.

Mayor Amstrup closed the public hearing.
Councilwoman Barton thought the city made the right decision a few
years ago when it denied signage to office buildings. She moved to
uphold the Planning Commission's denial of the request for a sign
exception. Seconded by Councilman Pagliaro.
Councilman Mangini stated he was 1n favor of granting the exception.
Councilman Martin suggested an alternative, to only a11ow one of the
two signs requested, the one on Airport Boulevard. He reviewed that
the L979 decision denying signage for an office building was for an
empty office building, not for a particular business in that building.
If the sign were not lighted and was only on the Airport Boulevard
side he would favor it.
Mayor Amstrup stated a denial would not prejudice GTE from coming back
with a different plan for signage.
Motion to uphold Planning Commission denial was approved, Councilman
Mangini and Councilman Martin votlng no.

ORD]NANCE 1283 MAKING PARKING CHANGES ON CAROLAN AND ROLLINS
Director of Public Works reviewed previous council action and
committeers recommendations Lo alleviate parking problems in subject
area, he recommended council hold public hearing and adopL or modify
the ordinance as desired.
Mayor Amstrup opened the public hearing. There being no comments, the
hearing was closed.
Councilman Pagliaro wondered how the hours were arrived at for
parking/no-parking time. He was particularly concerned about
commuters parking there. Dj-rector of Public Works replied 7:30 a.m.
to 7z30 p.m. parking was to accommodate auto workers who work on two
shifts. No-parking during night was to discourage overnight parking.
Council discussed changing speed limits at length. Most council
members were opposed to making changes in speed limits until after a
trial period with the new parking limit changes in effect.
Councilwoman Barton moved to adopt ORDINANCE 1283 with deletion of
Sectj-ons 1 and 2 which deal with changing speed limits. Seconded by
Councilman Mart.in. Motion carried on ro11 call vote, i,layor Amstrup
voting no because he wanted speed limit reduced to 30 mph.

City Attorney reviewed his memorandum of August 15 concerning adoptlon
of nerd uniform codes and his memorandum of August 23 concerning
building code penalLies to be added to this ordinance.

Council discussed at great length: use of conduit for wiring; people
are bootlegging in other types of wiring; other cities and county
a11ow uses which this city does not a11ow; City Attorney suggested if
council wants to make changes it hold ordinance over to next meeting;
explain the current use of plastic pipes for plumbing; city must
address ri-sks in noL using national code standards;1ots of things in
city code that cost homeowners money, think it should be reviewed.

After council determined that it had more issues in this ordinance to
discuss, Mayor Amstrup moved to strike the former motion. Seconded by
Councilman Mangini, carried unanimously by voj-ce vote.
Council had further questions: regarding exterior lath versus gypsum
exterior board; objection to ten-times penalty; would like to see
contractors making major reconstructions given higher fines; change
wording in penalty sections f rom ttshalltt to ttrnuyrf be given penalties;
penalties should be higher for contractor versus homeowner; insert
word rf mi-ghttt ref erring to homeowner; give building department some
discretion in fines but must have some guidelines.

Speaking was Tom Herold, 1524 Burlingame Avenue. He suggested some
modifications to the current electrical code to a11ow homeowners Lo
more economically improve their homes. He owns an older home which
needs electrical work.
