Amstrup convened the Study lYeeting of the Burlingame City Council in Conference Room B of Burlingame City Ha11 at 8:00 p.m. PRESENT: COUNCILMEMBERS AMSTRUP, BARTON, MANGINI, MARTIN, PAGLIARO ABSENT : NONE STAFF PRESENT: ARGYRES, COLEMAN, MONROE, KIRKUP, F. The city Planner reviewed with the council her memo on c]arifying revjsions to our exiiting code on non-conforming uses and structures. The clarjfications proposed a16 adding to the definition section and reorganizing certain other iections of the zoiing code. The Planner reviewed the current staff interpre- tation the existing code and the procedure used which also requires a Use Permit for non-conforming parking. It was suggested that the process could be simpl'if ied if a Use permit wis not raquired in this case. It was the consensus of the council that the code revisions should be drafted so that that no use Perm'it would be required. councilman Pagliaro indicated that he felt that the proposed revisions si,itt aia not address ihe questions as to whether a whole building or only a portion must be abandoned before it is considered non-conforming for parking purposes. Councilman lYartin indjcated that he did not see any clear- lut melnba of c]arifyjng that issue. It was the consensus of the council that we would not attempt to clarify this matter at this time, but staff should still review the matter. Staff was directed to place the other proposed code amend- ments on an upcoming regu'lar meeting for action. The Public works Director reviewed with council the history of the l9B2 flood- ing in this area and the proposed consultant's recommendations for addressing th6 problem. Council indicated that the city should proceed with this matter and if additional funds necessary for the first phase of the project are re- quired during .l984-85, then we should make a request to council for budget dmendment; o[herwise, the funds should be inc.luded in next year's budget. Staff was direcaed to proceed with implemention of the Phase I Project List for approximately $31 I ,000 of improvements. 8. OTHER--CHAN1BER OF COMMERCE RE UEST TO CLOSE PARK ROAD AT BURLINGAN1E AVENUE FOR CHRISTI1AS SE S The councjl reviewed with Tony Taylor of the chamber of commerce this proposal and suggested that he consider the alternative of placing a christmas tree at the fo6[ of Burlingame Avenue near the Southern Pacific Station, but that the council would not donsider closing Park Road as proposed. Council also indi- cated that they wished that no Chiistmas decorations be installed until after Thanksgiving. 9, MTC PENTAP IOI MASS TRANSIT CORRIDOR STUDY I O. ADJOURNMENT Mayor Amstrup suggested that we conduct a review of this matter start'ing at 7:'00 p.m. prior [o our regular meeting of September 4.
