CITY COUNCIL STUDY MEETING
AUGUST 23, 1983
Mayor lrving S. Amstrup convened the Study lYeeting of the Burlingame City Council
in Conference Room B of Burlingame City Ha11 at 8:00 p.m.

The City Council reviewed the Traffic, Safety and Parking Commission recomrnen-
dation that the spaces proposed for removal remain due to the minimal improve-
ment in sight distance that would be achieved. Council acknowledged that we

recent state legislation, he felt that the proposed requirements were
excessive considering the limited number of effected units. Councilman Pagliaro
indicated that he still fee1s strongly on the issue after the recent hotel fires.

units above cooking facilities. The Fjre Chief will review the possibi l'ity of

The council reviewed the Traffic Safety and Parking Commission's recommendation
concerning addition of concrete bumps a'long the center line of Trousdale. Mayor
Amstrup eipressed the opinion that this will not solve the problem, After the
council discussed the matter, it was the consensus of the maiority that the
recommendation of the Traffic, Safety and Parking commission sfould be tried
before any further action is taken. council also requested that the Public
works Djrector iook into using some form of concrete bumps to limit turns in
the Pl aza area also.
The city Planner reviewed with the council her memo on c]arifying revjsions to
our exiiting code on non-conforming uses and structures. The clarjfications
proposed a16 adding to the definition section and reorganizing certain other
iections of the zoiing code. The Planner reviewed the current staff interpre-
tation the existing code and the procedure used which also requires a Use Permit
for non-conforming parking. It was suggested that the process could be simpl'if ied
if a Use permit wis not raquired in this case. It was the consensus of the
council that the code revisions should be drafted so that that no use Perm'it
would be required. councilman Pagliaro indicated that he felt that the proposed
revisions si,itt aia not address ihe questions as to whether a whole building
or only a portion must be abandoned before it is considered non-conforming for
parking purposes. Councilman lYartin indjcated that he did not see any clear-
lut melnba of c]arifyjng that issue. It was the consensus of the council that
we would not attempt to clarify this matter at this time, but staff should still
review the matter. Staff was directed to place the other proposed code amend-
ments on an upcoming regu'lar meeting for action.
The Public works Director reviewed with council the history of the l9B2 flood-
ing in this area and the proposed consultant's recommendations for addressing
th6 problem. Council indicated that the city should proceed with this matter
and if additional funds necessary for the first phase of the project are re-
quired during .l984-85, then we should make a request to council for budget
dmendment; o[herwise, the funds should be inc.luded in next year's budget. Staff
was direcaed to proceed with implemention of the Phase I Project List for
approximately $31 I ,000 of improvements.

The councjl reviewed with Tony Taylor of the chamber of commerce this proposal
and suggested that he consider the alternative of placing a christmas tree at
the fo6[ of Burlingame Avenue near the Southern Pacific Station, but that the
council would not donsider closing Park Road as proposed. Council also indi-
cated that they wished that no Chiistmas decorations be installed until after
Thanksgiving.

Mayor Amstrup suggested that we conduct a review of this matter start'ing at
7:'00 p.m. prior [o our regular meeting of September 4. The City Planner will
send to council information that we have received to date on the matter. There \will be a joint meeting of the MTC staff, consultants preparing the repcl't for
