REPORT OF COMMITTEE ON PARKING PROBLEMS IN CAROLAN AVENUE AREA Director of Public Works reviewed his memorandum of June 25 in which he recommended council review report and direct staff. 0n May 7, L9B4 council tabled action on Mike Harvey 0ldsmobilers amendment to specialpermit to eliminate onsite parking for employees and established a committee to study parking in that area. The committee divided into two subcommittees, one to study red curbing on Rollins and Toyon, and one to study parklng on both sides of Carolan. The subcommittees met together on June 18 and concurred on recommendations to council. Implementation of those recommendations would cost approximately $11,000 and would be allocated from the Contingency Fund. Councilman Martin questioned the positioning of a crosswalk in middle of Carolan. Director of Public trrlorks and Police Chie f agreed it was the most appropriate placement. Mayor Amstrup opened the public hearing. William Jans, 930 Linden, questioned the amount of painting of red curbs and relation to dri-veways. Director of Public Works reviewed with him to his satisfaction. There was particular concern about trucks parklng in front of 7-11 which is against the 1aw because of blocking sightlines. Trucks exceeding posted height limits would be ticketed if found there. Mayor Amstrup noted that Mr. Jans served great he1p. The public hearing was then on the commiLtee and was a c losed . I Councilman Pagliaro stated he objected to spending taxpayers rfloney for ripping out pavement and changing speed limits. City had a problem- when the automobile sales/service business was located near Burlingame Avenue and parked its cars at Washingt.on Park. He was concerned thatcommittee was formed to solve problems of Mike Harvey Oldsmobile. Councilwoman Barton and Mayor Amstrup stated the committee was notformed to solve the problems of Mike Harvey 01dsmobi1e. The cityallowed auto buslnesses to move to that area, it has created an area-wide problem, and now the parking problems must be dealt with by city. After some council discussion, it was decided that council would change order of agenda and consj-der action on the amendment to specialpermit for Mike Harvey 0ldsmobile before continuing consideration ofthe parking committee recommendati_ons. ! iI i $t ,. -r_- t t3B CONTINUED APPEAL/REVIEW OF MIKE HARVEY OLDSMOB]LE PERI'IIT FOR ELIM]NATION OF ONS]TE EMPLOYEE PARKING AMENDMENT TO SPECIAL R EQUI REMEN T City Planner reviewed her memorandum of June 26 in which she recommended council take action on this appeaT/review which was tabled at the meeting of May 7,7984 after a public hearing. The Planning Commission has recommended the amendment be allowed with conditions listed in City Planner's memo. She noted that one condition is for 15 parking spaces for employees be provided at NorthPark apartment complex. Mike Harvey had mentioned at the previous hearing 30 spaces being available at NorthPark but since city had only seen a written agreement for 15 spaces that j-s the condltion required. Council discussed; reason Harvey was required to provide onsite parking for employees when they moved to that site was because they were the closest to residential area, at that time they were only a service shop; some council members feared setting precedent if this amendment were a11owed, others noted if any precedent was being set it was only for auto dealership use; dlfficult to identify which cars belong to auto employees; some council members supported the auto dealers, they bring a 1ot of revenue into the city; perhaps should give the amendment a six month trial period. Mike Harvey addressed council; he now has a written agreemenE with NorthPark for 30 parking spaces; he provides 36 onsite parking spaces for customers at his various businesses in town; parking spaces at NorthPark are at its southern property line; administration people are all located at the Mi11er Chevrolet site now. Councilman Mangini moved to approve the request for amendment of use permit as conditioned by Planning Commission with adjustment to the implementation and compliance review dates. Seconded by Councilwoman Barton, carried on ro11 call vote, Councilman Pagliaro and Mayor Amstrup voting no. PARKlNG COMM]TTEE RBCOMMENDATIONS Councilwoman Barton moved to accept the recommendations of the parking committee and direct staff to proceed with implementation. Seconded by Councilman Mangini, carried unanimously by ro11 call vote. PUBLIC HEARING _ SECOND READING PUBLIC PLACES AND OBJECTS ORDINANCE 7278 - REGULATING SIGNS ON City Attorney reviewed Angeles ordinance which prohibit political signs the ordinance essentially copies a Los approved by the Supreme Court. City has regulation concerning these signs and it should either be enforced or abandoned. In{ayor Amstrup opened the public hearing. There being no comments, the hearing was closed. Most councilmembers approved of the strong wording in the ordinance, noting that if signs are not allowed on any pub11c property they will be placed on private property and then aft.er the electlon the owner of property would be more 1ike1y to remove sign. Councilwoman Barton moved adoption of 0RDINANCE 1278. Seconded by Mayor Amstrup, carried by ro11 call voLe, Councilman Pagliaro voting no. ORDINANCE 72BO REQUIRING SMOKE Fire Chiefts memorandum of June 13 recommended council adopt this ordinance which would require fixed smoke detection systems to extend into tenants rooms. He suggested council refer this to study for further review. Councilman Martin requested staff research prior to the study meetings: (1) which units or buildings this ordinance would affect; (2) if cooking facilities are required to be wired, perhaps flue protection would be sufficient to a11ow battery operated smoke alarms. Mayor Amstrup referred this ordinance to the next study meeting. Council members felt City Planner had accurately stated councilrs posltion in her report and should forward councilrs objections to MTC. TROUSDALE AND QUESADA TRAFFIC PROBLEMS Councilman Pagliaro noted his request to Traffic, Safety, Parking Commission for a solutlon to traffic problems at Quesada and Trousdale. Installation of bumps and striping may solve the problem but he would like this also brought before a study meeting. REVIEi4T 0F PLANNING C0MMISSI0N ACTI0N 0N 205 PARK ROAD Councilman actions on Pagliaro requested council revi-ew Planning Commission above property at next meeting. SEWER DAMAGE AT 2740 HILLSIDE Contractor had cut into sewer 1j-nes and pumped them fu11 of cement. Councilman Pagliaro suggested city get funds from the contractorrs insurance company before proceeding with this proiect. STUDY MEET]NG DATES CHANGED City Manager reviewed that there are many j-tems for meeting. Due to council memberst vacati-ons, it was the July and August study meetings and tentatively study meeting for August 22. ADJOURNMENT ]N I"IEMORY OF ULLYSES S.
