The meeting was ca11ed to order at B:02 p.m. by Mayor Irving S. Amstrup. PLEDGE OF ALLEG]ANCE TO THE FLAG Led by City AttorDey, Jerome Coleman. PUBL]C HEARING RESOLUTION 42-84 ADOPTING OPERATING BUDGET FOR FISCAL YEAR ENDING JUNE 30, 1985 AND RESOLUTION 43_84 ESTABLISHING APPROPRIAT]ON LIMIT PURSUANT TO ARTICLE XIII B OF THE CALIFORNIA CONSTITUTION Mayor Amstrup noted this was time and place for hearing and adoption of the budget for 1984-85 fiscal year. Council had reviewed this budget at its study meeting of June 6,7984. He asked for comments from the public. There being no comments the hearing was closed. Councilman Paglj-aro noted his concerns about funding for the replacement of sidewalks. He suggested deleting half of expenditures for Bayside Park/Dump Closure study and placing this money in sidewalk repai-rs. He also questioned the necessity of replacing seven police cars, perhaps money could be saved there for use in sidewalk repair. City Manager reviewed that city has increased expenditures for sidewalk repairs in this new budget to over $500,000, historically the city has spent $60,000 per year. The purchase of police cars is in accordance with city policy on regular replacement of police vehicles to reduce maintenance costs. Councilmembers discussed at length and, although they understood Councilman Paglj-aro's concerns about sidewalks, they felt city had increased the amount for sidewalk repair considerably. The costs for Bayside Park/Durrp Closure were necessary and would possibly cost more than that amount budgeted. Councilman Martin moved adoption of RESOLUTI0N 42-84, Adopting 0perating Budget for Fiscal Year Ending June 30, 1985. Seconded by Councilwoman Barton, carried unanimously by ro11 call vote. City Manager noted Bayside estimate of costs for EIR, f rom RI4IQB . Councilman Marti-n moved Appropriation Limit for Constituti-on. Seconded ro11 call vote. Park/Dump Closure costs are a rough use plan for site, closure plan and permit adoption of RESOLUTI0N 43-84, Establishing City Pursuant to Article XIII B of California by Councilman Mangini, carried unanimously by REVIEW OF TRAFFIC ALLOCATION FOR RAMADA INN EXPANSION PROJECT City Planner reviewed her memorandum of June 12,1984 in which she recommended council review Ramada Innts project schedule and direct staff. At the May 2L council meeting, council requested staff contact Ramada representatives regarding their intentions on construction ofthe expanslon project for which they received a traffic allocation. 134 City Planner wrote to Ramada and received a reply from William Birdsa11, Vice President of Ramada Inns. He submitted a nerr/ time line for expansion and requested council approval. They propose applying for a permit from BCDC by September 1984, and subsequent steps concluding with occupancy of the project in February L9Bl. Council discussed at length; Ramada has been planning this for over two years; they have had no trouble getting funding for building a large hotel in San Francisco; suggest council review again to see if Ramada applies for and pursues BCDC permit in a timely fashion; suggest staff fo11ow BCDC procedure closely and inform council of delays, particularly delays requested by Ramada. APPOINTMENT COMM]TTEE OF REPRESENTATIVE TO PENTAP MASS TRANSIT STUDY ADVISORY Mayor Amstrup reviewed City Managerts memorandum of June 11, 1984 in which he recommended council appoint a representative to the SCR 74 Advisory Committee. He noted Councilman Martin, Director of Public Works and City Planner represent council on the Route 101 Study committee and suggested they also be on the Advisory committee. Council concurred. CONSENT CALENDAR Councilwoman Barton noLed that she would abstain from the vote Tntroduction of an 0rdinance Regulating Newsracks since she is employed by a newspaper on the Councilman Pagli-aro had concerns about two ordinances introduced. Councilman Martin noted that could be very expensive. Councilman Martin wondered why this ordlnance includes offices, he thought the idea was to place smoke alarms where people sleep. Staff will review further for next meeting. WARRANTS AND PAYROLL Finance Director recommended approval of Warrants 21238 21575, duly audited, in the amount of $1,009,865,2L and Payroll Checks 50269 50947 , for the month of May 1984, in the amount of $565 ,636.35. Councilman Mangini moved approval of the Consent Calendar. by Councilman Pagliaro, carried unanimously by voice vote. Seconded Mayor Amstrup reported that the Parking Committee had reached a consensus and would report to the council at the July 2, 1984 meeting. Council will need to make a decision on the ltem tabled at the prlor meeting regarding providing onsite parking spaces.
