FRICKE, KIRKUP, MONROE, RESOLUTION 4I-84 - EXTEND]NG AGREE MENT WITH ENVIROTECH - T,IASTEWATER TREATI{ENT PLANT The first item of business in the adjourned meeting was consideration of t Envirotech contract. Councilman Pagliaro indicated he was satisfieC wjth liabjlity language. Councilman Martin introduced Resolution 4l-84 approvi contract with-Envirotech. Councilman Mangini seconded the motion and coun 5-0 for app rova 1 . REVIEl^l PROPOSED I984 -85 BUDGET AND CAPITAL iMPROVEMENT PROGRAM the council then discussed the Revenue hari ng The City Manager gave an overview of the proposed budget. General Fund expenditures increas-ed 6.8-per-ent to $12.7 million, Water and Sewer Enterprises increased 6.4 per- cent to $3.6 million and Capital Projects totaled $7.9 mitlion, an increase of 22.8 percent. The City Manager also indicated that he recommends increasing water and sewer rates to piovide-for necessary funds for future capital improvements. The council then reviewed dbpartment by department the proposed budget. Councilman Martin indica- ted he approved the Police Communications and Parking Enforcement qldgglt but indjcated that it may be necessary during the latter half of 1984-85 to add $5'000 to the police overtime aicount. Councilman Mangini then reviewed the Community Promotion and Fire Budget. He recommended that both the Chamber of Comnerce and Tourist and Convention Bureau Budgets be approved as recommended in the proposed budget.-,The Council then discussed ihe issue of when the Chamber of Commerce may become se]f-sustaining. Karen Key indicated that there is no firm date, but they will continue_to try to be self-supporting. In reviewing the Fire Department budget, the possibil ity of insti- tuting iire inipection fees was briefly discussed. The Council also indjcated that it wiihes to be very cautious concerning our involvement with hazardous materials and the potential city liability problem. Council indicated approval of both the Conrnunity Promotion and Fire Budgets. Councilwoman Barton rev'iewed the Library Budget. council ipproved the proposed budget as submitted, but jndicated a desire to see that the book budget increases to cover inflationary cost of books and materials. Councilman Pagl iaio reviewed the Park and Recreation Budgets. He indjcated support for the Park Department computerization program for street tree maintenance and re- quested that the council consider additional lights for soccer. Council discussed the feasibility of additional lighting at Bayside Park and felt that tae should not undertake this project at the current time until util ization of the Washington_Park lights justify the expenditure. Budget Chairman Amstrup reviewed the City Hall and Publ ic t^lorks iludgets. Council approved all of the proposed personnel revisions in- cluding the addiiion of one new Building Inspector. In reviewing the repainting of the-interior of City Hall, council requested that we also consider painting or replacing cei'l ing panels in addition to painting the walls' Councilman Pagl iaro requested that in next year's insurance budget, 1ega1 costs be separated from damage claims. Councilman Martin requested that Public Works Director look into cleaning up the yard area at the treatment plant. This completed the council revjew of the proposed budget. Th hearing and proposed adoption of the budget will be considered at the Council Meeting. The council at l0:12 p.m. adjourned the Study Session portion of the meeting to a closed session on labor negotiations. MEMORANDUM OF UNDERSTANDING/PUBLIC SERVICE EMPLOYEES ASSOCIATION Following the closed session for consideration of the proposed Memorandum of Under- stanjng,-the council reopened the Regular Council Meeting at_10:23 p.m. to consider approval of the proposed settlement. The Public Serv'ice Employees Assoc'iation repre- sbnts approx'imately 55 employees that work 'in City Hall, Library, Recreation, Pol'ice and Pubiic Works. -The proposed memorandum called for a two-year agreement from July 1, l9B4 to June 30, .1986 calling for a 4 percent increase July 1, .1984 and a 4 percent 'increase July 1, .l985; the second year is subiect to a reopener clause. Councilman Martin made a mot'ion to approve the pro- posed agreement, seconded by Councilman Mangini and approved on a 5-0 vote.
