RESOLUTION NO. 031-2021
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BURLINGAME SUPPORTING THE
CITY'S APPLICATION FOR $117AM FROM THE U.S. DEPARTMENT OF
TRANSPORTATION INFRASTRUCTURE FOR REBUILDING AMERICA GRANT
WHEREAS, the California Public Utilities Commission ranked the Broadway at -grade
railroad crossing first out of 10,000 at -grade railroad crossings on its Statewide Grade Separation
Priority List for fiscal years 2020-2021 and 2021-2022; and
WHEREAS, the Broadway at -grade railroad crossing is the epicenter of three international
transportation hubs, four major highways, two rail systems, including Caltrain, which is the
seventh largest commuter rail system in the country, spanning three counties, 77.4 miles, and 34
stations; and
WHEREAS, prior to the COVID-19 pandemic, 70,000 vehicles and 92 Caltrain trains, with
an average mid -weekday ridership of 63,597, used the Broadway at -grade railroad crossing on a
daily basis; and
WHEREAS, by 2040, and without any improvements, downtime gate delay would increase
88% over the pre-COVID-19 pandemic delay of eight minutes/peak hour; and
WHEREAS, the Broadway Grade Separation project would improve public safety, reduce
traffic, and invigorate the economic vitality in the region while allowing train service to increase
and meet statewide and regional mobility needs; and
WHEREAS, the City Council is prepared to commit, via City dollars and other sources, a
61.1% match, or $184,408,000, to the $301,808,000 total project cost.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF BURLINGAME DOES
RESOLVE THAT:
The City supports the application for $117.4 million from the U.S. Department of Transportation
Infrastructure for Rebuilding America (INFRA) discretionary grant program to construct a grade
separation at the Broadway grade crossing.
