PUBLIC HEARING CONVERSION AT FINDINGS - REVIEW OF FINAL EIR FOR BEKINS/MII(E HARVEY 1O70 BROADWAY - RESOLUTION 90-85 - CERTIFYING WAREHOUSE AND MAKING Mayor Martin noted that this review and public hearing for an does not nean approval or disapproval of the actual project. tonight is only on the adequacy of the Final EIR docunent. EIR Action Ci-ty Planner reviewed her nemorandum of August 27 in which she reconnended council hold a public hearing and determine if the Final EIR is adequate, and adopt a resolution certifylng the same. She noted action on EIR does not prejud ice any action on the project. Joyce Hsiao, Baseline EDvironmental Consulting, revieued the project and showed visuals. The proposed project is Soing to be 77 feet in height rather than the 65.5 feet as shonn in the visuals. The 77 foot height uas one of the al,ternatives addressed in the EIR. City Planner confirmed that the 77 foot, 6th floor additionalternatj-ve is covered under CEQA as long as it has been addressed in Ehe EIR. Councllnan Pagliaro inquired if the applicants had hired the traffic engineer for the EIR. Hsiao replied yes but as a part of thepreparatioD of the EIR another traffic engi.neer nas hired to reviev the reporE; he concurred with the f ind j.ngs of the document submittedby the developers' engineer. PagLiaro inquired what plans are for slgnage on the project. She replied Bekins signage would be removed and a sign program rvould be developed for the site later. He expressed concern about the vi.sual inpact of future signage. Councilman Pagliaro had serj-ous concerns about had several questi.ons about the Hopper Traffic traffic at the site and Study. The meeting was called to order at 7:35 p.m. by Mayor R. David Martin. CounciLman Mangini asked what plans have been made for road improvements on Broadway. Councilnan Mangini thought thereshould be no left turn from Carolan in any case. Councilvonan Barton stated that everyone avoids the Carolan/Broadwayintersection due to the difficulty of naking left turns. She wonderedif a signal there would help. Director of Public hlorks again reviewedthe problem of backlng up traffic. Councilnan Anstrup suggested a signal stiL1 may be needed there; thebiggest problem is the California/Broadway j.ntersection. In responseto question, DPW stated the Rollins /Btoadway intersection is StatecontroLled and city would have to pay for any change to signal there. Mayor Martin opened the pubLic hearing. There being no conments, thehearing nas closed. Councilman Mangini noved adoption of RES0LUTI0N 90-85 Certifying rheFi.nal EIR. Seconded by Councilman Amstrup. Councilnan Pagliaro stated he would vote against because the signage is not included in the EIR,correlate in the traffic study and some trafficavailabLe. the ResoLut.ionfigures do notfigures are not. yet Motion carried 4-1 on roll call vote, Council-man Pagliaro voting no. AMFAC HOTEL Councilman Pagliaro noted the Planning Commission minutes refer to the AMFAC Hotel requesting a reduction of parking and that inadequate J-andscaping is nentioned. City Planner reviewed that the requesE for reduction in parking below what is now on site was denied by Planning Connission and the hotel, must add to landscaping between the tuoparking l-ot s .
