Amstrup convened the Study lYeeting of the Bur"lingame City Councilin Conference Room B of Burl ingame City Hall at 8:00 p.m. Prior to the meeting a closed session concerning negotiations started at 7:30 p.m. PRESENT: COUNCILMEI4BERS AI4STRUP, BART0N, [lANGINI, MARTIN, PAGLIAR0 ABSENT : NONE STAFF PRESENT: ARGYRES, COLEMAN, F. FRICKE, QUADRI, KIRKUP I. FIRE SAFETY.-RESTAURANTS/SPRINKLERS The Fire Chjef reviewed with council a survey of restaurants in the city which have offjce or fiving quarters above them and the associated fire dangers. He also rev'iewed the non-sprinklered hotels within the city. Council reviewed the alternatjves of requiring sprinkler systems, hand-wire smoke detectors or in- creased construction separation between occupancies. It was the consensus of the council that we should amend our fire code to require additional hard wire smoke detectors in the corridors and public areas of buildings w1th restaurants which have residential or offjce uses above them. In areas of reconstruction, such as the Burlingame Hotel , council also would like to require hard wire smoke detectors within each residential unit. The time line discussed by council con- cerning retroactive appl ication of the new code amendments would be six months for residential units and one year for office. Council also authorized the Fjre Chief to meet wjth the non-sprinklered hotels to discuss with them increas- ing the fire protection in rooms and public areas. DUMP CLOSURE/BAYSIDE PARK MASTER PLAN The City Manager requested that the councjl consider closing the city dump to the pub'l ic but continue its use for garden pickup and city use until a use and closure plan are finalized. Council neviewed the various alternatjves and agreed that we should close the dump to the public effectjve August l, 1984. They also requested that the city develop information on an annual pickup program simjljar to San Mateo and investigate the costs of a composting or shredding program for garden pickup material. Councilman Martin requested that staff discuss with the county the problem of disposing of hazardous materials that cannot be acceptedat the San Carlos Transfer Station or 0x Mountain. 4. OTHER Pol i cylCounc il of Mayors' Voting Mayor Amstrup requested that the council consider adopting a city pol icy concerning the Mayor's vote as a city representative at the Counci l of Mayors' meetings.It was the consensus of the majority of the council that the city should consjdera resolution stating that the mayor cannot vote at the Counci'l oi I'layors concerningthe position of the City of Burl ingame without first checking with the ful'i counci'l .Staff was directed to prepare a resolution for the next meeting. L22 Report on Caltrans Meet'ing Concerning Anza Freeway Connection The public Works Director and C'ity Manager briefly reviewed with counc'i1 a meeting w.ith Caltrans on May l0 concern'ing the itatus of the freeway connect'ion to the Anza area. Staff rlported that we had a positive meeting and that hopefully -within two weeks Calirans will receive approval to circulate the environmental document on the project from the Federal H'ighway Administrat'ion.
