The meeti-ng was ca11ed to order at B p.m. by Mayor Irving S. Amstrup. PLEDGE OF ALLEG]ANCE TO THE FLAG Led by City Attorney, Jerome F. Coleman. INTERMED]ATE SCHOOLPRESENTATION SCHOOLYMPIC S WEEKS _ MAY 14_25 Mayor Amstrup presented a proclamation to Mr. Joe Becarra of BIS, who was present with student representatives. The students presented the mayor with a t-shirt specially designed by the students for the event. PUBLIC HEARING _ APPEAL OF AMENDMENT TO SPECIAL OLDSMOB]LE PARKING 1OO7_LO25 ROLL]NS ROAD PERMIT FOR MIKE HARVEY City Planner reviewed her memorandum of April 23 in which she recommended council hold public hearing and take a-ction. The Planning Commission had recommended council approve the amerrdment wlth conditi-ons l1sted in her memorandum. Mike Harvey is requesting an amendment to his use permit which requires he provide 25 enrployee parking spaces on-site. In the amendment he is proposing to provide 30 spaces in the Northpark apartment complex and 25 spaces in his storage 1ot orr East Lane with a shuttle bus to be provided from that site in lieu of 25 on-site spaces. Mayor Amstrup noted that he had requested review of this a property owner had also appealed the item. He thought was attband-aidttsolution to the parking problems in that suggested a committee be appointed to study the matter. Councilman Pagliaro questioned if Harvey had met terms of agreement to provide parking spaces. Harvey replied that had relocaLed the body shop they had moved parking spaces some, then he had lost track of providing parking spaces. Mayor Amstrup opened the public hearing. Mike Harvey, applicant, reviewed that various businesses previously on the site had not provided parking. He presented copies of contract with Northpark which is provlding him with additional spaces for a total of 25. He stated he had termlnated I28 employees because of theparking requirements. He reviewed the financial benefits his auto business brings to the city and that council has always encouraged auto buslness. He urged approval of the amendment. amendment and the amenciment area. Harvey discussed parklng problems at his California Drive site, his business is the only one with parking meters and a bus zone in front. Speaking in opposition was Herve Coutant, 1616 Ralston and owner ofproperty on Toyon. He reviewed the original parklng agreement andthat three conditions had not been met; Harvey keeps amending his agreements but doesnrt meet conditions placed upon thern; that areaused to be nice resj-dential area but now parking and traffic are 116 intolerable. He requested compliance with condltions council disallow this amendment and force of previous agreement. Ted Farley, speaking for his father and uncle at 110 and 115 Toyon, favored the amendment. He said Harvey had worked hard to please the neighborhood. He recommended allowing parking on the west si-de of Carolan to ease parking problems. Mayor Amstrup closed the public hearing. Mayor Amstrup again stated his desire to establish a committee to study this problem. He would like Mike Harvey and perhaps Arata to be on the committee along with two members from each of council, Planning and Traffi-c commissions and two residents of that area. Council discussed the proposal with City Planner and City Attorney. The item would be tabled and Mike Harvey parking would remain status quo. There should be a time limit on the committee. The residents would be appointed by Mayor from people applying to be on committee. Mayor would also appoint council representatives and each commission chai-r would appoint two members. Council approved this proposal. Mayor Amstrup stated the committee would present suggestions for solving parking problems within 45 days RESOLUTION 25-84 APPROV]NG CANYON ROAD TENTATIVE AND FINAL PARCEL MAP 2840 this the map Director of Public h/orks reviewed his memorandum of May 1, l9B4 in which he recommended council concur with Planning Commission and approve this map subject to staff recommended conditions. To accomplish these cdnditi-ons there is a subdividers agreement with bondlng requirements. Several resldents in that area objected to subdivision because of the lot size requirements of the adjacent county 1ots, loss of large trees and creek blockage and rernoval of rock pillars marklng entrance to Burlingame Hi11s. He noted this meets all zoning requirements. City Attorney noted that there comment although this is not a may be people present who would like to public hearing. PUBL]C HEARING AT I457 BELLEVUE REVIEW OF VARIANCE FOR LOT COVERAGE FOR CONDOMINIUM City Planner reviewed her memorandum of Apri1. 24, l9B4 in which she recommended council hold public hearing and take action. Phil German is requesting variance to 1ot coverage for additlon of a canopy extending over the front walk from the front door. Mayor Amstrup opened the pub11c hearing. Phil German, applicant, item up for revi-ew. Councilman Pagliaro stated he was concerned about the footprint of the building, how the canopy would relate to the building, and why the canopy was being added at this late date. German noted that originally the cabana building entrance faced the street, but the plans had been changed to rotate the building 90 degrees and the front door now faced the side. The canopy would identify where the front entrance of the main building was and would also protect residents. Mayor Amstrup closed the pub11c hearing. inquired why Councilman Pagliaro ca11ed this LL7 Councilman Pagliaro noted he had no problem with the canopy now and moved to approve the variance with conditions. Seconded by Councilrnan Manglni, carried unanimously by ro11 call vote of member present. Councilman Pagllaro inquired about property on Fairfield Road. Director of Public lrlorks stated a building permit has been issued for that property and it should be cleared shortly. Councilwoman Barton noted there was a property on Plymouth appeared abandoned and was very overgrown. SUPER BOh/L TASI( JIIIE BEQUEST FOR FUNDJNG City Manager reviewed his memorandum of May 1, l9B4 to whlch he attached County Supervisor hlard's letter requesting $4,750 as Burlingame's share of $25,000 from San Mateo County. County is contributing half and the cities of Burlingame, South San Francisco, San Mateo and Millbrae are being asked to contribute the other half because these cities have the most hotel revenue. City l'{anager noted that South San Francisco and San Mateo had already approved their shares. Council discussed at length; cost of additional police protection; other cities in county are not paying although they will benefit from the Super Bowl; city will have increased hotel tax and other businesses will also have increases duri-ng Super Bow1. Councilrnan Pagliaro questioned the budgeL for Task Force, wondered what the hospitality included and expenses of Tampa trip. He objectedto public money going to these expenses. Mayor Amstrup noted, as President of the Convention Bureau, he was aware of the expenses of bringing in a large event such as this. That media representatives would be present as much as six weeks in advanceof the event. These questions should have been asked earlier. Councilman Mangini stated the city would benefit greatly from thisevent and he did not. see how we could refuse to pay our share of expenses but he would like to see all cities share. Councilwoman Barton agreed and moved to pay the Super Bowl Task Force $4750 from contingency reserves. Councilwoman Barton questioned what had happened. Director of Public hlorks stated some sma11 trees had been darnaged or ki11ed by the repaving and that the contractor was responsible. The city will write stronger specs next tirne to ensure sma11 trees are not damaged. B. Memo from City Treasurer opposing Proposition 2L.
