Amstrup convened the Study Meeting of the Bur'l ingame City Council in Conference Room B of Burlingame City Hal.l at B:00 p.m. PRESENT: COUNCILMEMBERS AMSTRUP, BARTON' MANGINI, MARTIN, PAGLIARO ABSENT : NONE STAFF PRESENT: ARGYRES, C0LE[{AN' MONR0E, KIRKUP, QUADRI I. PRESENTAT]ON REGARDING BEKINS l^lAREHOUSE , CT DEWALK REPAIRS INVOLV]NG SENIOR CIT]ZENS Councilwoman Barton expressed her concerns about the possible hardship.upon senior ciiizens in requiring i'epair of defective sidewalks. Council discussed various criteria that r,iould ieed to be developed concerning qual ifications for any discount on sidewalk repair. Possible criterii included 5-year, jntere-st-free loans to senior citizens and handicapped persons whose median income is 50% of the county median i ncome. Councilman Pagl iaro and Counc'i lwoman Barton indicated that they feel the City has a definite reiponsibil ity for private residential sidewal ks and requested information concerning possible cost of the city assuming this responsibil ity-for a'i 'l city sidewalks] Councilman Martin indicited that we need to be careful in commercial areas in the city in assuming any responsibil ity. The Public l,,lorks Director 'indicated that a report on the subiect will be prepared for a May Meeting' 4. BEAUTI F]CA T]ON COMI4]SSION RESPONSIBIL]TIES Councilman Pagl iaro reviewed his idea of expanding the Beautjfjcation Commission duties to include reiiew of landscape plans of al1 projects of three units or more. Mayor Amstrup indicated that he did not favor the move since it has an element of archi- tecturil review. He also stated that he did not feel it was appropriate to cons'ider adding duties to a commission that is being considered for merger-with.another com- missi6n. Councilman Mangini Supported Mayor Amstrup's position. .Councjlwoman Barton inaicaied that, as a forier membbr of the Beautification Commission, she felt that Mike Harvey addressed the Council concerning his concept of a major renovation to the Bekins Warehouse building on Broadway converting it to an office/retail complex' He stated that he realized tiat because the Councjl does not have a formal appl.ica- tion before it,the project cannot be approved or denied. He is, however, seeking uouncl I comment concerning ihe-feasibil ity of the proposed project. The architect, l'li ke Kelley' Vice President of Stone, Marraccini and Patterson architectural firm, gave a brief slide presentation of the existing building and possibilities for renovation, Counciiman Martin commented that in developing such a project, traffic would be a major concern, particularly parking on Broadway. councilman Pagl iaro stated that he had a poss'ible confl ict of interest since his law firm has represented Mr. Harvey and the architect in the past. To his knowledge, he stated all of those dealings have been terminated and, therefore, he would comment on the project. He expressed great concern regard.ing the traffic at the intersection of Broadway and carolan. douncilwoman Barton alio expressed concern about the traffic problem, particularly the Broadway overpass and Rdllins Road intersection, but stated that the concept looked good. Mike Harvey thanked the Council for their comments. 2. USE OF AIR RIGHTS The City Council indicated that they have reviewed the City Planner's report concern- ing othLr cities' experiences using air rights. Councilman Pagliaro indicated that he-would consider sbme type of project concerning the use of air rights. Councilman Mart'in stated that we need a firm proposal that would include a major public benefit before the concept is considered, Mayor Amstrup stated that we also need to consider the citizen reaction to the possibiiity of parking structures 'in the downtown area. Councilwoman Barton stated that she is open to the concept, but that a major public benefit, "not just money,,' would need to be part of any proposal which she felt the City should consider. 109 this might be viewed as just additional busy work for the commission. She also indicated that she does not favor architectural review because of the subjective nature of the activity. Councilman Martin indicated that there would also be a timing problem to the proposal since it would add possibly 30 days to the current review time, and time is money to a developer. Based on the above, it was the Council consensus that the idea of Counciiman Pagl iaro not be pursued at this time. 5. OTHER Mayor Amstrup informed the Council that he had recently learned that the County Convention Center Study had been delayed due to County action concerning a reviewof a Semicon proposal . He wanted Council to know that the Convention Bureau had not been consulted concerning this delay. He also indicated that a selected groupof cities would probably be receiving from the Board of Supervisors a request to contribute a share of $.l2,500 to participate in Super-Bowl activities. He indicated that he ment. 6. ADJOURNMENT did not know what position the other cities involved would take concerning this proposal .
