Amstrup convened the Study Meeting of the Burlingame City Councilin Conference Room B of Burl ingame City Hall at 8:00 p.m. PRESENT: COUNCILMEMBERS AMSTRUP, BARTIN, MANGINI, MARTIN, PAGLIARO ABSENT : NONE STAFF : PRESENT: ARGYRES, COLEMAN, MONROE, KIRKUP I. ABAG DUES INCREASE 2. M0R4-r0RtuM FINANCTAL INSTIIUTIoNS/BRoAD|^JAY Councilman Martin had requested that the Council place the matter of ABAG's dues increase request on a Study Session so Council could provide direction prior tothe Generai Meeting of ABAG on lvlarch 'l6. Burlingame,s proposed dues for l9B4-,|985 would be $2,498 versus ,l983-84 dues of 9998. The ABAG material justify.ing the increase notes primarily reduction of federal and state support as the reason. Counci l unaminously supported the request for dues increase but expressed an opinionthat it would be desirable if a number of the other regional agencies such as MTC could be merged with ABAG. Councilwoman Barton had requested that the matter o on financial institutions on broadway be considered decided that a moratorium was not necessary at thispermit requirements. The Council did direct that s and overlay zones prohibiting financial institution and 0gden Drive, Councilman Pagliaro also requeste ning Commission look into changing C-2 zoning on Ca South of Broadway to Palm Drive. 3. REQUEST TO USE AIR RIGHTS OVER PARKING LOT "C" f cons'ideration of a moratorium by the Counci l . Councilman Mangini stated that before he could express an opinion, additional information and staff study wouid be necessary. The rest of the Council also requested addit'ional informa-tion. Some of the areas of concern are as follows: Experience of other cities such as San Mateo, Hayward and Palo Alto in leasing or sell ing publ ic air rights. The potent'ia] impact on the downtown skyline of leasing or selling air rights What are the value of air rights? The various alternative uses of air rights The Caltrans experience in leasing air rights f. Off premise versus on site parking, private parking for public use, etc. Mr. J. R. Rodine briefly outl ined his proposal to the Council and indicated a desire to v/ork with the City in any way possible. Council directed staff to prepare an outline and background material on the issues they have discussed for our next study session, which is scheduled for April 4. 4. OTHER Councilwoman Barton requested that staff review our po1 icy concerning sidewalkrepairs. Her concern is that we currently require the property owners to pay the cost of non-tree related sidewalk repairs and that this causes a hardship on some senior citizens.
