City Planner reviewed her memo of November 6 in which she reconmendedcouocil hold a public hearing and take action. Steve Hege1,representing Embassy Suites Hote1, is requesting a special permit to
ins ta11 a 15 foot 10 inch diameter dish antenna at t.he southeastcorner of the hotel on t.he Anza Boulevard frontage. The dish will beplaced r,rithin an area enclosed rrith a four foo! nasonry wa11 paintedthe same color as the hote1. Poplar trees planted along Anza frontageare expect.ed to screen Lhe rriew of the dish from nost points on AnzaBoulevard. At the meeting of october 27, the Planning Commissionvoted 6-1 to approve the permit with conditions.
Mayor Barton opened the public hearing.
Steve Hegel, Assistant General Manager of the hote1, reviewed the
locaE j-on of the antenna and studies conducted by Comsat showing thislocation is the only site for installation; landscaping, four foot
wa11 and shrubbery viLl hide the antenna, as viJ.1 trees along thesqreet; antenna could be for teleconferencing as well as television.

Counci.lman Pagliaro moved to uphold the Plannlng Connission approval

unaninously 4-0 by ro11 call vote, Councilman Mangini being absent.
PRESENTATION BY SAN I'RANCISCO SUPERVISOR/SENATOR ELECT QUENTIN (OPP
Mayor Barton noted the presence of Quentin Kopp.
San Francisco Supervisor/Senator Elect Quentin Kopp presenEed a
commendation in honor of Yictor A. Mangini's year of service as Mayor
and was sorry to hear he was il1. He congratulated Mayor Barton on
her appointment as Mayor and thanked council menbers for their support
during his campaign. He informed council that he would be opening
district offices in South San Francisco, and he invlted council to
attend his swearing in cerenony on December 1 in Sacramento.
ITEM WITHDRAWN - ABATEMENT OF IMPROPER SEWER CONNECTIONS
Mayor Barton informed audience that this item has been pul1ed from the
agenda and nould be heard early next year.
PUBLIC HEARING - ADOPTION OF ORDINANCE
BLOWERS AND OTHER MECHANICAL EQUIPMENT
1333 - LIMITING HOURS OF LEAE
City Attorney revieved his nemo of 0ctober 29 i-n which he recommended
council h o1d a public hearing and take action. At recen! study
meetings council discussed the alternative to control of the problem
of noise from leaf blowers in residential districts. It was decided
that the best r^ray to control the problem was to limit the hours of
operation. The ordinance would limit hours to from 8 a.m. to 7 p.r.
Monday through Saturday and t0 a.m. to 6 p.., on Sunday and holidays.
The ordinance would also include other equipment such as Iawnmowers,
edgers, eEc. The ord j-nance does not include sweepers of private
parking lots and it exempts city svleeping of streets and lots.
Mayor Barton opened the public hearing.
David Altscher, PG&E, j.nquired if this ordinance nould also exempt
emergency uork by utility conpanies. Council suggested wording be
added to exempt the utility companies.
A student spoke in favor of even more stringent controls of these
noisy machines. Mayor Barton responded that council had considered
banning then, but that council hae decided to try thi.s ordinance first
to see if it helps.
Andrew Barnett, 1477 Bernal, also thought banning the leaf blowers was
a good ldea.
Mayor Barton closed the public hearing.
Councilnan Lembi moved adoption of ORDINANCE 1333 with the addition of
language Eo aIlow emergency work by utility companies. Mayor Barton
noted if city continues to get complaints it might consider banning
the machines. The notion was seconded by Councilman AnsErup, carried
unaniroously 4-0 by ro11 call vote.
City Attorney noted the law would be effective in 30 days and asked
the puhlic to call the police in cases of violation of this law.
REVISING PARKING METER RATES, 1O HOUR LOT FEES AND PARKING CITATION
FINES - ADOPTION OT ORDINANCE 1334, NEW METER RATES - RESOLUTION
128-86, REGULATING PARKING LOTS, LIMITS AND RATES - AND REQUESTING
COURT INCREASE PARKING FINES FROM $5 TO $7
Clty Manager revierved his meno of November 12 in which he recommended
council adopt ordinance 1334 establishing new parking Eeter rates;
adopt a resolution regulating parking meters, settlng tlme linlts, and
meter rates; and approve a motion to request the municipal court to
i.ncrease parking fines fron $5 to $7. AlL these changes would be
effective January I, 1987 or after. It is estimated that the changes
will add another $120,000 annually to Ehe parking fund.

Cit.y Manager reviewed Chamber is requesting city stean cLean thesidewalks at a cost of betueen $3,000 and 96,400, replace thetrash containers, and clean the drains. ft has been city policythat sideualks are the property orrnerts responsibility unless
danage is caused by street trees. The current sidewalks wereinstalled as part of the 1971 business inprovement district.
Council discussed at J.ength; Councilman Pagliaro felt city should takeresponsibility for Burlingame Avenue sidewalks, after all Burlingame
Avenue is Burlingame; this would not only benefit the merchants, itwould benefit the public. Councilman Amstrup noted there are otherbusiness districts in the city which clean their own sidewalks; cityshould not do for one area and not another areal he did not feel thecity should be responsible. Councilman Lembi stated the sidewalks arefilthy, some merchants do clean their sidewalks, but it is notconsistent. Mayor Barton suggested Chamber and city split the cost,did not uant to set a precedent, but a one t j-me cleaning should notset a precedent. Staff requested that the Chanber be responsible forcontracting for the cleanup job. Staff stated the drains would becleaned more ofEen and that the ci.ty is looking into obtainingdifferent trash containers.
Councilman Pagliaro moved that the Chamber notify theraises $3, 200 for sidewalk cleaning and then the citythose funds; and that the Chamber take responsibility

Councilman Anstrup said some stores do not have back doors fordelivery and must accept deliveries from Burlingame Avenue. Councilset this issue for a study meeting discussion.
(3)REMOVAL OF LIGHTING FROM TREES ON BURLINGAME AVENUE
Chanber of Commerce is requesting removal of the light strings
and junction boxes fron four trees at each end of the commercial
area. They have experienced problens with vandalism and the
costs of upkeep are prohibitive. Staff has no objection.
Councllman Lembi nondered if merchants could rradopt'r a tree and keep
it 1it in front of their businessl Chamber director revieved costs of
lighting; Harry Graham, Planning Commissioner and former business
owner on Burlingane Avenue, noted that some years

(4)POLICE WALKING BEAT
Chamber requests regular afternoon and evening walking beats to
discourage youngsters from loitering.
Police Chief reviewed that Police offlcers are encouraged to spend
time out of their patrol vehicles to walk the business district but he
is trying to get away fron mandating walking specific hours every day
because of demands it places on manpower and lack of flexibility in
using patrol forces. Department does beef up patrol when there is aparticular problem i-n the area,
City ALtorney reviewed his memo of November 10 concerning a city
donation to the Vietnam Memorial. He had determined that Ehe
California Department of Veterans Affairs has established this fund
and that it is an appropriate and 1egal charitable organization and
council could nake a contribution if it desires.
Councilman Pagliaro noted four Burlingame residents died in Vietnam
and he felt city should make a donation. Councilman AmsLrup thought a
donation should be made in the menory of these people. Councilman
Lembi mentioned that a person he vent to schooL uith died in Vietnam
and that name is not listed. Staff will research.

objection.

City Engineer's memo of November 12 recomnended council approve
Ehis agreement authorizing the clty to maintain a storm drain
punp line in State and city ri.ght-of-way. As a condition to
developing this property city required appl j.cant to accept all
storm waters whj.ch draj-n onto this property. The applicant vi11
run a storm drain along E1 Camino to Lincoln Avenue. The State

City Managerrs memo of November 5 recommended council authorizestaff to expend up to $J,0,000 fron Ehe parking fund forprofessional appraisals of various properties for dovntoun
parking purposes.
Councilnan Lembi wondered if this appraisal could include a study oflots which might be adequate for a parking structure. Staff reviewed
that cost of appraisal for one property could run $5,000; that an
engineering study vould be necessary to determine which lots are
adequate for parking structure; a private study was done for parking
1ot C by a developer; another study showed that a lot would have to be
at least 120 feet rride to acconmodate an efficient structure; that the
loEs which are to be appraised should not be disclosed at this time as
it night jeopardize the eminent domain procedures.Councilman Amstrup
urged passage so that staff could proceed uith appralsal,s on lots and
thereby develop more parking for the city.
Council unanimously approved the expeDditure for appraisals.

SMOKING ORDINANCE REQUEST
Councilman Pagliaro noted a letter requesting council pass a smoking
ordi-nance, he noted second hand snoke has been determined to adversely
effect health of nonsmokers. He requested staff research what other
cities are doing. Mayor Bartoo did not approve of J-egislating rhat
goes on in private business, Councllnan Anstrup stated council is
putting too nuch work on the staff with requests such as this.
