The Mayor opened the adjourned regular meeting.
Councilman Pagliaro indicated that he had reviewed the staff material
on the Planning Commission action of october 14 concerning the sign
exception for 3 California Drive. He indicated that he was concerned
about the placement and amount of the signage. After some discussion,
Council agreed that the matter should be called up and scheduled for
hearing at the November 3 city Council meeting.

I. COMMISSIONER SELECTION PROCESS
Councilman Amstrup indicated that he felt we should revise our cornmis-sioner application form to indicate only one choice for a commissionto be interviewed for but that they may indicate interests in anothercommission. He suggested that Council only interview for their firstchoice and that Council interview teams would refer prospective can-didates to other commissions for review. The Council concurred withthis suggestion.
Mayor Mangini asked whether we should eliminate the 2-term rule.
Councilman Amstrup indicated that he would support this idea. Coun-cilwoman Barton indicated she would like to look for some middleground since she understands that $re have had to let good people go
but she also wishes to make commission spaces available to new peopl-e.
Councilman Lembi suggested one approach would be to appoint an in-dividual for one term only. At the end of the term, there $rould be anintervievr of the existing commissioner and any new interested can-didates so that everyone would go through the screening processequally. Councilman Pagliaro indicated that he felt the problem wasthat the Council has never had the guts to replace current commis-sioners with new candidates when needed.
After discussion, it was the Council consensus that staff shouldprepare a revision to our existing commissioner appointment resolutionso that a commissioner is appointed for only one termi at the end ofthat term, he or she may interview along with others interested for a
subsequent term. Councilmembers indicated that reinterviewing should

about loitering in the evening along Primrose and Burlingame Avenue.City Manager will ask the Police Department to revie$r.
The city Manager then indicated that staff had received a request from
the Chamber of Commerce to meet with the Board of Directors concerningfparking information. Council concurred that staff should go and
present the technical information.
