John Hooper, CALL Primrose, reviewed their referral services for food, emergency housing and rental assistance and requested $10,000. funds !o provide 456 Donna Ridley-Diamond, san Mateo wonen's Shelter, presented a requestfor $1'000 to continue their support of battered wonen anrl chirdren. There were also requests for $15,466 from sAMpAC for improvements tothe Performing Arts center and from weTip for $r,046.92 for cri.meprevention programs. No representative were present fron thosegroups. Mayor Mangini cLosed the public hearing. city Manager reviewed that notifi-cation has been received that thecity will only receive $41,811 in Revenue Sharing funds and thi.s nasthe last Revenue Sharing funds the city rrould releive since congresshas discontinued the program. council determined that it woulddiscuss these requests further and reach a decision at its studyneeting of 0ctober 22. The meeting reconvened at SCHEDULE PUBLIC HEARING FOR RECTOR CADILLAC ENCROACHMENT PERMIT City Manager revier*ed a letter received from James Hanney of Rector Cadillac requesting a public hearing on the encroachment pernit that council approved at the last meeting with the conditioL that no trees be renoved. Mayor Mangini scheduled this for the November 3, 1986 meeting. SOCCER LIGHTS AT BAYSIDE PAR( Director of PubLic Works revi.ewed hls merno of October 16 in vhich he recommended council transfer $5,000 from the Contingency Fund for upgrading lights at Bayside Park for soccer use. After several years of reviewing alternatives to upgrading these lights the City Electrician and the Westinghouse representative have proposed a solution which wj.11 double Ehe amount of light at least cost. The solution will be to change existing 1,000 watt lights and Eransformers to 1,500 watts and to add one additional 1,500 watt fixture to each pole. This will effectively double the lights on the field. Councilman Lembi noved to transfer $5,000 fron the Contingency Fund for the installation of lights. Councilman Amstrup noted that the cost of electricity to the city would be doubled so the public pay charge for lights should be doubled. Councj.lman Lembl incorporated this increase in cost to the public into his motion. Seconded by Councilwoman Barton, carried unanimously by ro11 call vote. CONSENT CALENDAR Councj,lman Pagliaro had some questions on items rrC, F and Hrr prior to adopLion. Regarding ttC, Agreement for Raising PG&E Towers," his concern was that there was oo cap on the conlract cost and insurance indemnity for !he city, he asked that that be incorporated into the contract. On "E, Agreement for Airport Boulevard Sewage Punp Station,r' his questions uas that oriSinally the cost vas esLimated to be $20,000 and thi s contract price is $60,000. Director responded on reasons for increase. On "H, Agreenent for Updating Traffic Analyzer," he revi-ewed with staff the area this contract would cover. a.
