David Martin convened the Study Meeting of the Burlingame City Council in Conference Room B of Burl ingame City Hal1 at 8:00 p.m. PRESENT: COUNCILMEMBERS AMSTRUP, BARTON, MANGINI' MARTIN' PAGL]ARO ABSENT : NONE anc G&E learance program which trims those trees every eighteen to twenty-two stimated that an additional $60,000 in city costs would be required PG&E schedule. Mayor Martin indicated that he had no problem with the curent practice which has been used for a number of years. Addressing a question from council, David Altscher' Area Manager of PG&E, indicated that they have no interest in trimming trees where they have no facil ities and that any increased cost must be passed on to rate payers. WASTEWATER FAC]LIT]ES MASTER PLAN The Public Works Director and City lYanager reviewed the summary of the l^lastewater Facilities Master Plan and the Regional Water Qual ity Control Board requirements for a Municipal Compl iance Pian, correction of our Cease and Desist Order and re- newal of our Discharge Permit. The staff recommended approach calls for a wet-weather flow strategy of selectively bypassing treated or partially-treated effluent to the regional outfall line and treated effluent to the near-shore outfall. It also recommends replacement of the primary treatment faciljties to a location behind the existing secondary treatment unit. These improvements would require approximately $]9.3 million over the next fifteen years. Approximately $]0 million of this would be necessary in the next five years. Even with these improvements, we would not meet the .]988 Federal deadl ines. Councilman Pagliaro indicated that he would not vote for approval of until he better understood our problems. The City Manager indicated that he is currently planning to cancel the May 8 study session since two counci l members are not available.
