CITY OF BURLINGAME
CITY COUNCIL STUDY MEETING
April 3, 1985
Mayor R. David Martin convened the Study Meeting of the Burlingame City Council in
Conference Room B of Burl ingame City Hal1 at 8:00 p.m.

used for a number of years. Addressing a question from council, David Altscher'
Area Manager of PG&E, indicated that they have no interest in trimming trees where
they have no facil ities and that any increased cost must be passed on to rate payers.

2. WASTEWATER FAC]LIT]ES MASTER PLAN
The Public Works Director and City lYanager reviewed the summary of the l^lastewater
Facilities Master Plan and the Regional Water Qual ity Control Board requirements
for a Municipal Compl iance Pian, correction of our Cease and Desist Order and re-
newal of our Discharge Permit. The staff recommended approach calls for a wet-weather
flow strategy of selectively bypassing treated or partially-treated effluent to the
regional outfall line and treated effluent to the near-shore outfall. It also
recommends replacement of the primary treatment faciljties to a location behind the
existing secondary treatment unit. These improvements would require approximately
$]9.3 million over the next fifteen years. Approximately $]0 million of this
would be necessary in the next five years. Even with these improvements, we
would not meet the .]988 Federal deadl ines.

Council discussed the possibility of moving the time of the study sessions from 8:00
p.m. to 7:30 p.m. The majority of council agreed to this change for upcoming study
meetings. The City Manager indicated that he is currently planning to cancel the
May 8 study session since two counci l members are not available.
