The meeting to order at 7:38 p.m. by Mayor Victor A. Mangini. PLEDGE OF ALLEGIANCE TO THE FLAG Led by Chief of Pollce, Alfred J. Palmer. ROLL CALL held UAS COUNCILMEMBERS COUNCILMEMBERS MINUTES PRESENT: ABSENT: AMSTRUP, BARTON, LEMBI, MANGINI, PAGLIARO NONE Minutes of the Regular Meeting of August 18, 1986 were approved. - APPEAL OF PLANNING COMMISSION ACTION ON ADDITION ATPUBLIC HEARING 707 WATNUT City Planner reviened her meno of August 25 in which she recommended councj-1 hoJ.d public hearing and take action. Applicant, Tony Garisto is requesting two variances to add a roon and bath over the existing garage at 707 ilalnut. The house was originally buj.1t r+ith a front setback of 14 feet 2 inchesi a variance was granted io 1985 to add a carport at the opposite end of the house from where the present addition is proposed; the carport has not yet been built. The encroachnent of the new addition is greater than that established by the house because the addiLion cantilevers over the existing garage at the front, rear and side. Councilman Pagliaro inquired if he would still need a variance if the overhang were eliminated; City Planner replied yes. Mayor Maagini opened the publ.ic hearing Tony Garisto, 7O7 Walnut, said he was wilLing to eliminate the canti-levers and build a straight wa11; with cantilevered second f1oor, the house only extends three feet into the front setback. Council reviewed with applicant; wondered why the carport had not been built, applicant said the carport was involved with the proposed addition at the other end of the house, he is just cornpleting; the house has three bedrooms currently, and r*ould sti11 be three bedroom ulth this addition; he would like larger bedroom with a bath; why not tear doun wa1ls between existing bedrooms to enlarge; most council members had visited the site and thought this addition would be too large; surYey markers \rere seen on the site, applicant said he had surveyed and property lines appear to be accurate. Speaking in opposition Lras Ramona Martinez and Beatri.ce Walnut Avenue; they objected to loss of privacy, feared would be bui1t, were concerned about the properEy 1ines, history when property uas originally built. Marino of a second unit reviewed Mayor Mangi.ni cl,osed the public hearing. Council discussed briefly and found no justification for variances since there are other alternatives to develop on si.te which do not need a r,ariance; the Planning Commission denial was justified. Councilman Amstrup moved to uphold the Planning Commission decision. Councj.lman Lembi noted he tries to accomnodate homeouners, but there are several alternatives available to the appli-cant. Seconded by Councilwoman Barton, carried unanimously 5-0 on ro11 call YoEe. It 44L HALLOWEEN TASK I'ORCE City Manager reviewed his memo of August 25, with attached Police Chiefts memo of August 11, recomnending selection of citizens and school representatives for the Halloueen Task Force. Council discussed the list of citizens who attended the meeting last year following the Halloneen incidents. Council suggested the Roberts, Rock, Harnett and Towle families be invited to participate on an Advisory Comnittee to resolve problens the city encountered during Halloween in previous years. Council wanted princj,pals of the three high schools and the intermediate school asked to particiPate as well as School Board member Root who lives in the area. AMUSEMENT PERMIT FOR EL TORITO 1590 BAYSHORE City Attorney revieved his nemo of August 27 j-n rvhich he recommended council grant an amusement permit through January L, 1987. EI Torito would like to have two events on HaLloween and New Years Eve this year. The Chi.ef Building Inspector indicates that this establishment needs to install a sign at t.he front entrance stating that the premises are noL equipped for wheelchair accessibility, he recommended that thj.s be done by September 15, 1986. City Attorney revieued that this building was built before the present requirenents for handicapped accessibility were established. Director of Publi.c Works noted 1t would be a major remodeling job to install access and if they ever remodel it would be required. NORTH SOUTH FOOTBALL GAME CounciLwoman Barton expressed her concerns about the behavior of youngpeople attending this game, she said it was a frightening experi-ence and suggested the next ti.me it be a day game. Councilnan Lembi, chairnan of the event for the Rotary C1ub, explained that he had pubLicly apologized to the nelghbors and community at thelast meeting when Councilwoman Barton had been absent. The event is abenefit for the Mid Peninsula Boys and Girls Club; he revier.red the unexpected turnout of unruly youngsters; the Rotary Club is looking into alternaEives. COMMISSION INTBRVIEWS Councilman Amstrup suggested study of the commission interview process. He noted openings would be coming up shortly on other commissions; sometimes council inLerviews the same people for a number of commission openings. Council concurred. MalfaL l-City Clerk LIBRARY BOARD MEETING TIME Counci-lman Pagliaro noted the Library Board met at 9:30 a.m. He felt meetings should be held in evenings to accommodate public participa- tion. City Manager noted due to the small number of members on the Board at this Lime due to vacancies it is difficult to get a quorum. Regular meetings are held in the late afternoon. HILLSBOROUGH
