Mangini convened the Study SessionCity Council on the above date in Conference Room BHaII at 7:30 p.m. of of the Burlingame Burlingame City PRESENT: COUNCILMEMBERS AMSTRUP, BARTON, TEMBI , MANGINI , PAGLIARO, AND CIIrY TREASURER HERB SOMMER ABSENT: NONE STAFF PRESENT;ARGYRES, BECKER, COIEMAN, MONROE I. CITY TREASURER INTERVIEWS As Council requested at their July 21 meeting, staff attempted to ar- range interviews of the three candidates interested in the position ofCity Treasurer. Tr"ro of the candidates were available for interview,but Doug Bowlus was currently on vacation. Joe Harvey and HarryLehrfeld reviewed their backgrounds with the Council and their desireto be appointed to the position. Councilman Lembi questioned both candidates concerning any possible conflict of interest that they feel they may have based on their previous or current activities. Neither candidate could foresee any such conflict. The City Manager will con-tinue to try to arrange an interview time with Doug Bowlus prior toCouncil's August 4 regular meeting. At the August 4 meeting, Councilneeds to either make an appointment or call for a special election in November. 2. PARKING REQUfREMENTS FOR COMMERCIAT OFFICE USE The City Planner reviewed the history of the City parking reguirementsfor commercial office uses. Councilman Nnstrup felt that the City maybe losing ground in the addressing the parking problem given the moreintensive use of office space by certain businesses. He illustratedthe example on Primrose where a number of similar intensive businesses have located close together. IIe pointed out now there are ap-proximately 100 desks where prior uses involved only 10 to 12 people. He also questioned whether the new office building being constructed on Chapin which met our parking requirement of 1:300 square feet gross would be adequate depending on the tl.pe of use that occupied thebuilding. Councilwoman Barton questioned how we might regulate thissituation. Councilman Lembi agreed that the problem exists but thatit was very difficult to solve given the economic factors. He wasagainst any approach which woul-d increase the existing parking ratios since this would increase the already high cost of doing business inour area and may stop all new development. Councilman Pagliaro feltthat we did have a problem in certain areas such as Burlingame Avenueand Broadway and felt that the City needed to be more restrictive in those areas. Councilmembers Amstrup and Barton concurred. After somediscussion, staff was directed to prepare for Council some suggestions as to how we might attempt to address this problem. ?INSURANCE UPDATE The city Attorney reviewed for Council our current uninsured status. councilvroman Barton indicated that she is comfortable with the deci-sion to go without insurance that the Council made in June. CounciL-man Pagliaro, \"rho was not in attendance at the June meeting, statedthat he was very uncomfortable with the uninsured status and felt thatthere may be some personal danger to individual Council members. Hefears that with certain tlrpes of Council actj_ons, Council members'personal property may be put at risk. Councilman Pagliaro expressedconcern that it might be ahrksrard for Council members to vote City I 428 funds to defend themselves. After consj-derable discussion amongst the Council members, it $ras agreed that the city Attorney will provide Councilman Pagliaro with the information which the rest of the council reviewed in June. In addition, the City Attorney would continue to monitor the insurance options and rates but that for the present thecurrent uninsured status was acceptable to the majority of the Council. 4. LIMITING COUNCIL EXPENSE REIMBURSEMENTS council reviewed the proposed ordinance on limiting Council expense reimbursements which it has been considering for some time. Mayor Mangini questioned whether the provisions concerning the $200 limit was on individual items or cumulative for such things as mileage. He also questioned who made the decisions concerning exemptions for the Mayor and Vice Mayor. Councilman Amstrup feLt that his main respon-sibility was to the public and not other Council members and objectedto the proposed ordj-nance. Councilwoman Barton restated her position that she felt that no abuse was occurring and that the matter shouldbe dropped. Councilman Pagliaro agreed that the $200 limit might be dropped but he felt that we still needed to clarify certain items. Councilman Lembi felt that he knows the intent of the ordinance andthat he felt that the discussion had been valuable in clarifying the issue but that he could not support the ordinance as proposed. After some additional discussion, council aqreed that it would drop theproposed ordinance but that the current municipal code should be amended to clarify that Council members shall not be reimbursed formileage expense within the city. Staff was directed to prepare the proposed code amendment. 5. COMMISSIONVACANCIES City Council discussed the need to advertise for applicants for thecurrent vacancies on Library, Traffic safety Parking, and Planning Commissions. Due to the surnmer months, Council agreed that the dead-Iine for applicatj.ons should be Wednesday, August 27, 1986. Council also agreed that they need to try and conduct interviews during thefirst week of September. CTOSED SESSION Council adjourned the regular Study Meeting at 8:35 to a closed ses- sion concerning labor negotiations and possible litigation ( eminent domain 1237 Bellevue and/or other locations).
