On March 17, 2020, the Governor issued Executive Order N-29-20 suspending certain provisions of
the Ralph M. Brown Act in order to allow for local legislative bodies to conduct their meetings
telephonically or by other electronic means. Pursuant to the Shelter -in -Place Order issued by the San
Mateo County Health Officer on March 16, 2020 (which was then extended on March 31, 2020, and
further extended on April 29, 2020), the statewide Shelter -in -Place Order issued by the Governor in
Executive Order N-33-20 on March 19, 2020, and the CDC's social distancing guidelines which
discourage large public gatherings, the Recreation Center will not be open to the public for the January
21, 2021 Parks & Recreation Commission meeting.
Members of the public may view the meeting by logging into the Zoom meeting listed below. The
meeting video will be uploaded to the Parks & Recreation Department's website after the meeting.
Members of the public may provide written comments by email to recreation@burlingame.org.
Emailed comments should include the specific agenda item on which you are commenting, or note that
your comment concerns an item that is not on the agenda or is on the Consent Calendar. The length of
the emailed comment should be commensurate with the three minutes customarily allowed for verbal
comments, which is approximately 250-300 words. To ensure that your comment is received and read
to the Parks & Recreation Commission for the appropriate agenda item, please submit your email no
later than 5:00 p.m. on January 21, 2021. The City will make every effort to read emails received after

Regular Meeting on Thursday, November 19, 2020
1. CALL TO ORDER
The duly noticed regular meeting of the Burlingame Parks & Recreation Commission was called
to order by Chair Matthews at 7:04 pm via Zoom meeting.

Commissioner Holzman made a motion to approve the October minutes. The motion was
seconded by Commissioner Milne and was approved. 7-0.

6. Presentation — Burlingame Aquatic Club
Robert Gill, Executive Director of Burlingame Aquatic Club (BAC), introduced himself and
provided a PowerPoint presentation with information including the history of the club since 2018
when construction began on the Burlingame High School (BHS) pool. Upon completion of the
pool at BHS, BAC was able to resume programming at the site. Due to COVID-19 and Shelter in
Place, the club was forced to cease programming until June 2020, when State Guidelines allowed
swimming pools to resume lap swim with limitations. BAC has successfully received grants,
loans, and support from their Foundation and the City to remain financially viable while providing
programming options.

Questions from Commission included: Commissioner Lee asked about the amount of the previous
subsidy from the City to the Club. Glomstad noted the subsidy was averaging of $110,000 per
year over the past five years. Commissioner Ardito inquired about the comparison of participation
during COVID-19 and before COVID-19. Gill noted he didn't have that information at hand and
would get the information for the Commission.

a. Presentation - Fall 2020 Elementary & Middle School Sports Update — Program
Coordinator Tommy Cook
Program Coordinator Tommy Cook introduced himself and stated he is running the Elementary
School Sports program, managing most contract classes, and assisting with special events. He is
excited to be part of the Burlingame team and looks forward to returning to regular programming
in the future. He stated with the COVID-19 Pandemic onset, Burlingame Parks and Recreation
staff had to modify traditional programs and operations to offer safe and fun recreational
opportunities for the Burlingame Community, including Elementary and Middle School Sports
programs. With Burlingame School District campuses being closed due to COVID-19, staff
changed all aspects of the fall sports program, including sports offerings, coach recruitment, and
sport location. Throughout the season, the priority was the safety and wellbeing of the participants
and the community.
On August 3, the California Department of Public Health issued updated health and safety
guidelines on youth sports. One component of the guidance was that youth sports could only be
skill -based drill instruction and strength and conditioning work. No games or scrimmages were
permitted, a significant shift from typical after -school sports where local schools play against one
another. Additionally, participants were required to maintain a six-foot social distance as much as
possible and wear a mask unless engaged in heavy exertion. Subsequently, staff selected sports
that would be engaging for participants while still adhering to all guidelines.
At this time, the staff is planning on providing Afterschool Tennis, Track and Field, and Ultimate
Frisbee for winter, which runs from mid -January to mid -March. As the weather improves and grass
fields reopen, the City staff is looking forward to offering a robust spring session, including
basketball, which is traditionally the most popular after -school sport.
b. Rotation of Chair
Matthews welcomed new Commissioner Chang. She passed the "gavel" to Commissioner
Ardito and acknowledged Commissioner Holzman as the Vice -Chair.
9. STAFF AND COMMISSIONER REPORTS
a. Parks & Recreation Department Reports
Director Glomstad reported the tree lighting would be virtual with the help of Facebook. It will
be aired on December 4. She encouraged the commissioners to visit the City events page to see
what the Department has planned in the upcoming months. Notably, the Gobble Wobble is a self-

timed runaround the parks based on the routes in the Parks Master Plan and a Holiday Home
Decorating Contest. The winter 2021 Activity Guide is going to print Monday, November 23.
Glomstad noted the meetings regarding a new Town Square, and she encouraged commissioners
to check out the information via e-news and participate in the survey.
b. Commissioners Reports
Commissioner Milne reported he attended the City Council meeting of the approval of the name
change and renovation of former J-lot Park to Primrose Park.
Commissioner Pappajohn reported she participated in a workshop with the Youth Advisory
Committee in making cards for seniors. Commissioner Lee asked what the participation was like
from the senior side. Pappajohn noted a few virtual concerts had been sparsely attended mainly
due to technology challenges. She also stated the group reached out to Recreation Coordinator
Fuhrman for senior pen pals, and the group will be actively reaching out via correspondence.
Chair Ardito welcomed Commissioner Chang, who introduced himself to the Commission. He is
a Burlingame native with two young children and is excited to be a part of the Commission.
Commissioner Lee noted she has been in contact with Director Glomstad and Coordinator Sanchez
regarding the sports court's use at Washington Park for Pickle Ball. She noted that she heard that
there had been a demand for more time. Staff will be working on possible options to increase the
time available.
Commissioner Holzman welcomed Commissioner Chang and noted she attended the Drive-in
Movie and appreciated the work staff put into the event. She also complimented the Halloween
Parade and noted she was pleasantly surprised that people of all ages out to watch the procession.
She expressed appreciation for the inventive ways staff are working to keep the public involved
and active.

There being no further business, the meeting was adjourned at 8:55 pm.
The next meeting of the Parks & Recreation Commission scheduled to be held on Thursday,
December 17, 2020 is canceled due to the holidays.

January 21, 2021 at 7:00 pm via zoom.

Subject: Approval of the Updated Scholarship Program
RECOMMENDATION
Staff recommends that the Commission approve the updated Scholarship program as
recommended by the Ad Hoc Scholarship Committee.
BACKGROUND
In the fall of 2020, the City Council approved increasing the City's minimum wage starting January
1, 2021. The increase in the minimum wage will, in turn, affect some of the City's in-house
program fees. In anticipation of program fee increases and to adequately support those in need
in the community, the Parks and Recreation Commissioners and staff felt it was necessary to
evaluate the existing scholarship program.
The Recreation Division has offered a scholarship program for many years. While the
scholarships primarily focused on youth programming, scholarships were also available for adult
programs. The scholarship program paid 50% of the enrollment fee, and the participant paid the
remaining 50% and any additional supply fee costs at the full rate.
A Scholarship Fund has been established in the Parks and Recreation budget and is funded each
year by the City Council in the amount of $10,000. The Parks and Recreation Foundation also
commits $5,000 to the Scholarship Fund each year. Any funds not awarded during the year roll
to the next fiscal year for use.
Scholarship applications (one per family), Exhibit A, were accepted once registration for the
season has begun. At the time of application, 50% of the total registration fees were due, and
the supporting documentation needed to be awarded a scholarship. Staff enrolled the participant
in the requested program(s) with the partial payment, pending scholarship approval. If the
participant did not meet the criteria, the balance of the program fee was due.

To advertise the program, information was included in the City's seasonal Activity Guide and at
special events as well as information was located in the school offices and promoted through the
school's e-newsletters and PTA organizations.

The existing program had a few challenges.
1. Often times, the class(es) would be filled by the time the scholarship application was
submitted.
2. Advertising efforts haven't fully reached the population in need.
3. An application was required for each session.
4. The documentation required for approval could be seen as intrusive.
DISCUSSION
The Parks and Recreation Commission established a committee to review the existing program
and propose changes to improve it. Members from the Parks and Recreation Foundation Board
were asked to join the committee since they support the Scholarship Fund. The committee
members included:
1. Parks and Recreation Commissioners Holzman and Matthews
2. Parks and Recreation Foundation Board Members Hesselgren and Keegan
3. Parks and Recreation Staff Glomstad, Helley, and Vega
The committee met on November 16, December 14, and January 8. During the 1st meeting, the
committee reviewed the existing program, discussed the barriers to participating in the program,
and established three subcommittees. The subcommittees were (1) marketing/advertising, (2)
program application/process, and (3) financial support options.
When the committee reconvened for the 2"d meeting, the committee members refined the
program based on the research from the subcommittee assignments, and staff was assigned the
task of preparing the documents and clarifying the process.
At the 3rd meeting, the committee reviewed and approved the updated program and supporting
document. In addition, the Foundation members on the committee were assigned to request the
Foundation's financial support of the updated program.
Updated Program
The updated Scholarship Program has two types of scholarships, Recreation Scholarships and
Elementary & Middle School Youth Sports Scholarships. The Recreation Scholarship covers up
to 50% of the registration, lab, and uniform fees for after school enrichment classes, in-house
recreation camps, certain senior activities, and Village Park Preschool.
The Elementary & Middle School Youth Sports Scholarship is a flat $50 registration fee for all
City -run after school sports programs. The Elementary & Middle School Youth Sports Scholarship
program is made possible by the Foundation's support through the Doug Friedman Legacy Fund.

Scholarships will continue to be awarded throughout the year while funds are available. Programs
that are not held on City sites are not eligible for scholarships.
Application Process
The program includes a simplified application process, which includes one application approval
per year per family. Once approved, participants are able to sign up for programs throughout the
year with the approved discounted price.
While confirmation of enrollment in the Free and Reduced Lunch program through the Burlingame
School District is still an option to support the approval of the scholarship program, the types of
required documentation have been expanded to include one of the following:
1. Notice of Action letter from the County of San Mateo for Medi-Cal or Medi-Cal card
with a valid issue or expiration date
2. WIC (Women, Infants & Children) verification with a date or WIC App Snapshot of
Home screen plus appointment or Food Balance screen
3. Eligibility letter from the County of San Mateo for CalWORKs
4. Eligibility letter from the County of San Mateo for General Assistance
5. 1095B Tax Document
6. San Mateo County ACE (Access & Care for Everyone) card
All documents must be dated within one year of the date applying.
Marketing Plan
All marketing will be distributed in English and Spanish and will include distribution through
Burlingame School District in the following ways:
1. Through the electronic school newsletters
2. Hard copy flyers will be shared with schools and distributed during meal pickups
3. Individual schools will share information with all students on receiving free or
reduced lunch
4. PTA Liaisons will be emailed with information
5. Staff will attend monthly "charla" meetings for Spanish speaking families to share
details.
The committee also developed a spreadsheet listing local preschools with contact information
for program information distribution. In addition, general marketing will include:
1. Past scholarship recipients will be emailed
2. Past participants in eligible classes/programs will be emailed
3. Signage will be posted at park locations
4. Social media marketing campaigns will be created and shared through the City's
eNews, Facebook, Instagram, and Nextdoor accounts.
5. County Social Services Programs serving Burlingame will be shared such a Child
Care Council, First Five of San Mateo County

Program Success
At the completion of a full year of the updated scholarship program, staff will send out a survey to
participants to get their feedback on the program and report back to the Commission.
FISCAL IMPACT
The current balance in the Scholarship Fund is $23,481. In addition to their ongoing support of
the Scholarship Fund in the amount of $5,000, the Foundation has committed funds up to $5,000
specifically for afterschool City -run sports program scholarships.
At the end of each season, City staff will prepare an invoice for the Foundation with the sports
scholarship award breakdown and the total amount awarded to replenish the City's Scholarship
Fund from the Foundation's Doug Friedman Legacy Fund.
The additional funds from the Foundation are estimated to accommodate approximately 40
participants in afterschool sports per year.
If funds are depleted prior to the end of a fiscal year, staff will request additional funds from the
City Council to continue offering scholarships. Staff does not anticipate that this will be necessary
for FY20-21 or FY21-22 due to the Scholarship Fund's current balance.

SCHOLARSHIP PROGRAM
The Burlingame Parks and Recreation
Department offers scholarships for
certain programs to promote a healthy
and active lifestyle for the residents of
Burlingame and students enrolled in a
Burlingame school. There are two scholarships programs
available:
• Recreation Scholarship
registration, lab, and
programs listed.
This covers up to SO% of the
uniform fees for the eligible
• Youth Sports Scholarship: This allows participants to
pay a flat fee of $SO per class for all in-house after -
school sports programs, while funds are available.
If additional support is needed to enroll, a payment
schedule can be arranged. Classes that are not held at
City of Burlingame's recreational facilities or Burlingame
public school sites are not eligible for scholarships.
The Youth Sports Scholarship is made possible by the
Doug Friedman Legacy Fund

Scholarship applications can be submitted at any time
during the year but the approval period runs from
September to August. A new application needs to be
submitted for the next approval period. For example, if
you apply in March, you will need to reapply in August for
approval for the next year.

Recreation Division front office staff at 650-558-7300.

RECOMMENDATION
Staff recommends the Commission review, assign, and confirm the commissioner assignments
for 2021.
BACKGROUND
Each year, in conjunction with the rotation of the Commission Chair, the commissioner
assignments are reviewed and modified as needed. As new committees are needed throughout
the year, the Parks and Recreation Director asks the Commission Chair to appoint committee
members from the Commission. The number of commissioners per committee will vary
depending on the type and need of the committee but cannot exceed three commissions due to
Brown Act requirements.

Commissioner Assignments 2021 January 21, 2021
The Dog Park Advisory Group provides guidance to City staff regarding dog -related matters. The
Committee is comprised of two Council Members, two Parks and Recreation Commissioners, and
City staff. The group only meets if needed.
The Victoria Park Playground Committee provides guidance to City staff in the design
development of the renovation of the Victoria Park playground structure. The Committee is
comprised of two Parks and Recreation Commissioners, representatives from the Burlingame
community, and City staff.
The Scholarship Committee members joined Parks and Recreation Foundation Board Members
Hesselgren and Keegan and Recreation Division staff to update the Division's Scholarship
program.
Each non-profit field user organization and the Parks and Recreation Foundation have one
commissioner assigned as a liaison. The expectation is for the assigned commissioner to reach
out to the organization leadership at least once per calendar year to learn about the current needs
of the organization and report back to the Commission.
DISCUSSION
In addition, to updating the existing assignments, staff is recommending adding a Parks and
Recreation Commissioner Liaison to the Burlingame Aquatic Club (BAC). The BAC, a non-profit,
offers community aquatics programming on the City's behalf at the Burlingame High School Pool.
They also operated a competitive swim program.
FISCAL IMPACT
There is no fiscal impact.
