APPEAL OF SPECIAL USE PERMIT FOR PRINTING SERVICE AT
City Planner reviewed her meno of May 23 in which she recommended
council hold a public hearing and take action. The applicant, Aldorey
Mendoza, is requesting a special permit to put a printing service in
1,188 square foot area of the approximately 6,570 square foot
commercial building at 1199 Broadway. A special pernit is required of
all tenants of this building as a condition of the parkinS variance
granted to the building when it uas origi.nally approved. The area the
applicant is proposing to lease was previousl"y occupied by a clothing
sLore. The Planning Commi.ssion voted 7-0 to deny the use permit,
commentj.ng the use of this building uas lntended for retail sales.

Councilnan Lembi wondered if print shops are permitted uses in Ehis
area and if this building excludes specific businesses. City Planner
replled retail and service uses are permitted in this area; this
building was given a parking variance which required any business in
lt get a special pernit to allow council to review; council was
concerned about parking in this area.
Councilwonan Barton commented she recalled the councilrs discussion of
thls site and council strongly feLt that this should be a retail
business site.
Councilman Pagliaro noted Broadway needs rore retail. He noved to
uphold the Planning Commisslon denial. Seconded by Councilman Lembi.
Motion carried unanimously 3-0 on ro11 call vote, Councilnan Amstrup
and Mayor Mangini being absent.

INTRODUCTION OF ORDINANCE 1327 REGULATING ANTENNAS
City Attorneyts meno of May 29 recomnended council introduce this
ordi-nance. This ordinance would restrict satellite antennas to
the rear yard within the side yard and rear yard setbacks; they
couLd noE exceed six feet from the ground in height, and nust be
in a location with the least negative esthetic effect on
surrounding property.
Councilmao Pagliaro reviewed his understanding of previous council
study of this ordinance. He said this ordinance says nothing about
the objections he has concerning dish antennas and he couLd not vote

City Attorney will rewrite the ordinance to include Councilman
Pagliarors suggestions. The ordinance was introduced.
b. ORDINANCE REGULATING DEL]CATESSANS
City Attorneyts memo of May 29 reconnended council introduce this
ordinance. Council has directed that delicatessans be included
as restaurants in the Burlingame Avenue Subarea A and ln the
Broadway Commercial Area. This ordinance will add delicatessans
to the definition of food establishments so that they will be
counted in the restaurant llmitations. It amends the definition
of take out services to incLude deLicatessans, and it amends the
date to May 1, 1986 for counting the number of food
establishnents to include delicatessans.
Councilman Lembi nentioned that local super markets are
delicatessans and wondered if they woul-d be affected by
ordinance. City Planner said they wouJ-d need a special,
take out services.
City Attorney will try to define del-icatessans and return the
ordinance at a later date.
Councilman Pagliaro noted that San Francisco is proposing to end the
train tracks at Seventh and Canal Streets in the city. This woul-d be
a disaster for Peninsula conmuters. This will aLso be aggravated by
the proposed Giants Stadlum. He suggested city vrite to appropriateparties to declare Burlingamers objections. He also asked City
Attorney research if there are any 1egal actions availabLe to stop
this proposal.
Vice Mayor Barton stated the County Board of Supervisors has taken
stand against this. She said San Francisco is uslng public funds,just San Francisco funds.

Vice Mayor Barton wondered if something can be done about the Bowl-ing
A1ley on Howard, windows are broken and the place is a public
nuisance. She uondered if it could be condenned.
City Attorney reviewed that city has been talking to owners for sometine. In order for them to use site, they must provide parking. Hedid not think it could be condemned because there is no internal-danger. Staff niLl check on the condition of the property.
