- FINAL SUPPLEMENTAL EIR FOR OFFICE/RETAIL
REAL - RESOLUTION 18-86 - CERTIFYING FINAL
BUILDING AT
EIR
Councilman Lembi noted he would abstain from discussion or action on
this item due to a conflict.
City Planner revi.ewed her memo of January 27 in which she recommended
council hold a public hearing and take actlon. The applicant is
proposing a mixed office/retaiL building at 1800 El Canino at the
corner of Trousdale Drive. The project as reviewed in the EIR is for
an 81 foot ta11 building vith a floor area ratio of 3.9:1 and provides
171 on site parking spaces. The proposal includes first floor retail
uses with four floors of of fj-ce above. Parking is provided in two
garages, one below grade accessible off Trousdale and one above grade
accessibLe from the frontage road along E1 Camino.
A supplenental EIR nay be prepared uhen an EIR has been prepared on a
site vithin the past couple years; any differences betveen the tvoprojects must be addressed; in this case the prepared EIR however
summarizes the findings of the previous EIR. City Planner notedaction on the Final EIR does not pre judi.ce subsequent action on theproject.
Robert Ironside, Ironside and Associates, reviewed the EIR documenE
with counciL. He discussed revisions to the projecL which have
resulted fron the EIR study; height was reduced from slx stories to
five stories and all parking requirements uere net on site. Possible
conversion to all medical offices was reviewed; additional parking if
converted to all medical. City Planner noted if the final project
exceeds the limits of the project as addressed in this EIR they uould
have to prepare a supplement to the EIR.
Councilman Pagliaro expressed his concern about impact on traffic at
that cornerl wondered if the floors above first floor would be
medical. Councilwoman Barton vas pleased Eo see the relocation of the
car ramp avay from the convalescent hospital. Mayor Mangini asked if
the restaurant rri11 be included, Ironside replied yes. City Planner
confirmed the parking would meet requirements for medical building and
traffic for rnedlcal has been addressed in the supplemental EIR.

AT 461 BLOOMFIELD ROAD - RESOLUTION
FROM PARKING FOR A FOURTH BEDROOM
19-86 - APPROVING APPLICATION
City Planner reviewed her memo of January 28 j.n which she reconmended
council hold public hearing and take action. The applicants, Steven
and Janet Cook, are requesting a variance to the off street parking
requirement for the addition of a 590 square foot second story
room/1oft wj.th a 7.5 foot ceiling. A variance is required because the
existing four bedroom house has on 1y one on site covered parking space
uhere two are required. The only Uniform Building Code (UBC)
requirenent.s not met by the present addition built without a building
permi.t are the window si1I height and having an operable window of
required dimensions. In 0ctober, 1985 the applicant requested and
received a buildi-ng permit to add a 415 square foot family room on thefirst f1oor. In November the applicant made application to add a 590
square foot second floor loft area as part of roof recongtruction.
Staff determined a variance r.ras needed and no building pernit wasissued. A site inspection in January revealed that the second storyaddition had been built. The Planning Commission voted to deny the
vari.ance at their January 13 neeting.
Council discussion3 the zoning code does not define a bedroom; if
variance is denied they uould have Lo remove the floor or raise it so
the loft could not be an occupiable area; cei.ling hei.ght is 7.5 feet;
council can restrict use of the room and record the restriction uith
property title i if approved the window in loft nust be operable and
have a sill height no more than 44 inches from floor. Councilman
Pagliaro questioned if bedroom is defined as room with closet, City
Planner said that nowhere j.n the city code is bedroon defined and
neither i"s closet nentioned.
Mayor Mangini opened the public hearing.
Paula Panny, attorney representing applicant, reviewed the background
of this request; applicant previously had a four bedroon home and
received a permit to add a family room; vhen roof r.ras opened they
found it needed extensive repair and declded to raise it over the
garage so they could have a loft for storage and a playroon for
children; they have three children and each child has a bedroom
already; this inprovement fal1s in the area of a ninor modification.
Architect Ronald Simamoto stated the roof had been rai.sed four feetfor the loft in reply to council quesLion; the chimney was also raisedfour feet. He reviewed his letter of February 3 in vhich he suggestedapplicant could remove one bedroom on first floor to elininate the
need for a variance; he noted this is jusL a suggestion to al1owapplicant to keep the loft area already bui1t, they would rather keepthe bedroom do$nstairs.
Steven Cook stated the room would be a rumpus room for
storage areal when rains began they decided to proceed
repairs.

Counci.lnan Anstrup sympathized with this young couple, this would aid
the neighbor by allowing them Eo use the garage for parking; he
inquired about fines for penalty. Councilwonan Barton had no problem
uith the request except for fact that they proceeded without a permit;
Councilnan Lembi noted they are inproving their property; Mayor
Mangini asked if engineering studles have been performed and CityPlanner replied a foundation study would be required as a part of the
bul lding pernlt.
Councilwoman Barton noved to adopt RES0LUTI0N 19-86 Approving theapplicaEion uith three conditions recornnended by Planning and a fourth
condition Ehat the loft/second st.ory area sha11 not be used as a
bedroon or for any other sleeping purpose. Seconded by Counci.lman

ESTABLISHING YIELD
Dj.rector of Public Works reviewed his meroo of January 10 in which he
recomnended councll hold public hearing and adopt this ordinance.
This new yield sign would be installed for northbound California Drive
traffic turning east on Oak Grove. This is recomnended by Police and
Engineering Departnents and was presented to the Traf f j.c, Safety and
Parking Commission at the January 9 meeting. They unanimously endorsedthe installation.
Mayor Mangini opened the public hearing. There being no conments,

City Plannerrs memo of January 28 noted there are no requests for
traffic allocation and no action is required. She revj-ewed the lastcouncil action approving three alLocations which have all been
slightly delayed, but the deJ.ays to date should not affect their
occupancy date. Council had no comments.

Mayor Mangini inquired about the staEus of the handicapped parking
which council approved for business districts; Dj.rector of Public
Works repLied signs are ordered and vil1 be installed, he has had one
complaint from a business about installing the handicapped parking byhis business.
RAILROAD PARKING
Councilwoman Barton asked Ehat the Traffic, Safety Parking Commission
look into issuing permits for 1on g term parking in the 1ot s along
railroadl she suggested Chamber might handle the pernits. Councilman
Amstrup did not want Chamber to do this, parking is city job.
Mayor Mangini mentioned that the Marriott parking lot is alwaysfi1led; he hoped airport users were not parking there. Staff noted
this is Marriott probJ.em.
Mayor Mangini scheduled an appeal hearing requested by the Ci.ty
Manager for the City Corporation Yard inprovements. Councilman
Pagliaro called up for council review the Wj.ndmark Hotel at 62OAirport Boulevard.

Councilman Pagliaro inquired if the council of Mayors appoints orelects representatives to the transportation commiEtee; council agreed
