A duly noticed special meeting of the Burlingame City Council washeld on the above date in the city HaII Conference Room A. The
meeting !'ras called to order at 5:05 p.m. by Mayor Frank J.
Pagliaro with aII council members present.
REVIEW COUNTY TRANSPORTATION COMM]TTEE LfST OF PROJECTS
Mayor Pagliaro distributed copies of the "Peninsula cornrnute
Service Interim Upgrade Study, Volume f, Srmmary Report" forcouncil information. Discussion centered on need to increase useof train; need for extension of terminal to downtown i San
Francisco's plan to move terminal to 16th and Mission; lengthy
discussion of grade separations on Peninsula, and the difficultyof grade separations in Burlingame; possibility of having trainstation in Burlingame midway between Broadway and Burlingamestations; possibility of trains running above or below grade, andpossibility of increased number of trains that could cause
increased traffic del-ays .
Mayor Paqliaro noted that one project proposed for Airport BARTis for a people mover to the Airport. He said he woul-d support apeople mover from one of the current caltrain stations, Millbraeor San Bruno, to the Airport.
Council agreed that any ne\d tax should not be used for BARTrelated projects; proponents of Measure K said no ne!', taxes vrould
be needed for BART to the Airport.
Council discussed South San Franciscots proposal for including
funding for a freeway connection at Oyster Point and noted that
Burlingame entirely funded a freeway connectj.on at AnzaBoulevard. Council felt cities should fund that type of project
from development fees or the cityrs share of new taxes.
Councilman Amstrup expressed concern about where tax funds wouldgo if a proposed project was not developed. Mayor Pagliaro saidthe Transit Authority would decide where funds would go from
dropped projects, his idea for the Authorityrs membership would
be a seven member board with five council members, one Board of
Supervisor member and one Samtrans representative.
Council agreed to write a letter to the Transportation Committeestating its position that (1) no funds go to BART relatedprojects, (2) that Caltrain extension and right of wayacquisitions be given first priority, and that (3) the plan
emphasize regional transportation improvements for current needs,not ne$, developments .
ADJOURNMENT
Mayor Pagliaro adjourned the meeting at 6:00 p.m.

fNTRODUCTION OF ORDfNANCE 1357 - STOP SIGNS AT ADELfNE A}ID BALBOA
Councilman Mangini introduced ORDINANCE 1357 to implement councildirection from the December 7 meeting establishing a four waystop sign at Adeline Drive and Ba1boa. Council unanimously
approved the introduction.
