FAIRGROUNDS BOND MEASUREPRESENTATION FOR MEASURE A COUNTY
San Mateo County Supervisor William Schumacher requested council
supporE of Measure A, the county measure for a $19 million bond issue
for inprovements to the County Fairgrounds. He introduced the
architect who reviewed the project with graphics and a slide show.
Karen Key, Director of the Burlingame Chanber of Commerce and a rnember
of Ehe County Fair Board, said the Fair Board endorses the p1an.
Council members discussed that the Fair has been reduced or down
scaled over the years, seems to be laklng a back seaL to commercial
development. Schumacher felt the proposed improvements lrou1d change
thisi it would also attract trade shows; large rooms could be
sectioned off for use by smaller groups; parking would be improved, a
traffic circulation plan has yet to be developed by the Ci uy of San
Mat.eo. Council members Amstrup and Barton said they endorsed the
proposed improvements. Mayor Barton emphasized that the public must
be made anare of what these inprovements would mean to them. Council
did not take a vote.
PUBLIC HEARING -1731 ADRIAN ROAD
APPEAL OF CONDOMINIUM PERMIT FOR OFFICE CONDOS AT
- RESOLUTION 113-87 APPROVING SAME
City Planner reviewed her memo of October l3 in which she recomnended
council hold a public hearing and take action. George Avanessian,
architect, representing Gerald Cauchi and Robert Kent, is requesting a
condominium permit for a warehouse/office building in the M-l zone.
The construction had already begun when application was made for a
condominiurn permlt but staff determined that enough construction
remains to be completed that it could be considered new construction.
The applicant proposes to divide the structure into 14 owner occupied
unj.ts. The parking provided al1ows for each unit to contain warehouse
area, a storage mezzanine and an office area. No more than 14 percent
of Ehe entire structure would be office to match t.he parklng provided;
however, the amount of office will vary by unit. No more than 20
percent of any unit will be in office, as required by city code. The
proposal meets the six criteria for condominium required by code, The
reason for the appeal was a condition on the condominium permit and
the tentative map that the building be built lo H-1 uniform building
and fire code standards. The reason for i{-1 requirements uas to
proEect the future okrners so that all permitted uses in the M-l zone
could do business from any one of these units. Since the Planning
Commission action of Septenber 28 and the appeal, the applicant has
met wiEh staff and together they have determined that if the CC&Rts
clearly indlcate the use limitation on the individual units and these
are disclosed as part of negotiating any sale in the future; the
sEructural requirements of H-1 need not be net. She recommended six
condi.tions for approval.

Councilnan Pagliaro wondered why the project is comlng to council now,
this should have been decided much earlier; council discussed fire
wa11 requirements of H occupancj-es and M-1 district regulationsi if
CC&Rrs prohibit chemj.cal storage, can city enforce this; City Attorney
responded city does not enforce CC&Rrs but the fire code would
prohibit storage of certain chemicals and city could enforce that.
Mayor Barton opened the public hearing.
George Avanessian, architect, noted that he and staff have reached
agreement on conditions regarding the CC&Rrs.
There being no other comments, the hearing was closed.
Councj-1 discussed uith the staff the requirenents for H occupancy
under the UBC and UFC; the incLusion of requirements in the CC&Rts;
requirlng the restriction of H occupancy to be recorded with the deed
as an added proLection to the future property owners; council had no
problem with approvlng the project.
Councilman Pagliaro moved to adopt RESOLUTI0N 113-87 and uphold the
Planning Commission approval of the project with the exception of Ehe
H requirements, and with the 10 conditions in Article 5.11 of Lhe
CC&Rrs prohibiting certai"n uses. Seconded by Councilman Mangini, who
inquired if t.he motion included the six conditions reconmended in the
Ci-ty Plannerrs staff report. Councilman Pagliaro amended his motion
to j-nclude the six conditions, the motion carried unanimously by ro11
cal-1 vote.
TENTATIVE WAREHOUSE/OFFICE CONDOMINIUM MAP FOR 1731 ADRIAN ROAD
Director of Public llorks reviewed his memo of 0ctober 14 in which he
recommended that council approve the tentative map for the
warehouse,/of f j-ce condominium project that council jusL approved.
CounciLman Anstrup moved approval of the tentative map with
conditions. Seconded by Councilman Mangini, carried unanimously by
ro11 call vote.
CONTINUE PUBLIC HEARING FOR APPEAL OF FENCE EXCEPTION AND SIDE SETBACK
AT 1301 SANCHEZ
Thonas Newburn requested by letter a continuance of his appeal
hearing. Mayor Barton conti-nued the hearing to November 2, 1987.
PUBLIC HEARING - SECOND READING
PARKING ON LORTON AVENUE
ORDINANCE 1353 ADDING TWO HOUR
Director of Public Works reviewed hj.s memo of September 25 in which he
recommended that council adopt an ordinance changing the parking limit
for six 10 hour spaces on the east side of Lorton between Howard and
Bayswater Avenues to sj-x 2 hour spaces as recommended by the Traffic
Commi s s ion.
Mayor Bart.on opened the public hearing. There being no conments, the
hearing was cl-osed.
Councilman Mangini moved adoption of 0RDINANCE 1353. Seconded by
Councilman Lembi, carried unanimously by ro11 call vote.

City Manager rev j-ened letEers received regardlng the Council of Mayors
rneeting on October 23 to make appointments to the Crininal Justice
Council and the SanTrans Board of Directors. Apparently the SamTrans
position wl11 not be appointed untl1 Novenber, but staff has not yet
received a change of agenda. Janet Fogerty, Councilmember from
Mil1brae, is the only candidate to the Criminal Justice Counc1l.

a RESOLUTION 1T4-87 APPROVING FEDERAL AID URBAN PROJECTS (FAU)
Public Works Directorrs memo of October 9 recommended council
approve a resolution supportlng the FAU projects submitted by the
city and also the recommended State highway projects being
subnitted by other agencies. City projects include increased
funding for the wldening of California Drive at Broadway;
revision of the east side of Peni-nsula Interchange; widening of
Airport Boulevard between Lang and Coyote Point Drlve,
signalization of the Anza/Airport intersection, and the Bayshore
freeway onramp near the Hyatt Hotel.

Councilman Pagliaro reviewed that the County Sales Tax Committee is
spending a great deal of time studying ways in which the proposed
sales tax would be used. The public is welcome to attend and hear the
informative presentations by the various providers and users of mass
transit in the county.
Mayor Barton noted there is a great deal of funding behind Measure K
and the group opposing Measure K has little funding.
