Mayor Gloria Barton convened the study session of the BurlingameCity Council on the above date in Conference Room A of City HaII at
5:00 p.m.

1. DfSCUSSION WITH CITY ATTORNEY OF BALLOT ANALYSIS ON RENT
CONTROL.
The City Attorney and City Manager discussed the language of theimpartial analysis of the rent control initiative. The City Attor-ney stated that in his opinion the initiatj.ve creates an indepen-
dent rent control commission with onLy limited connection to theCity. The rent control coNnission may therefore be operated as a
separate unit. Given the city Council questions about the fiscal
impact on the City, the City Attorney presented a revised draft ofthe analysis for that section. This revision stated that thedirect fiscal impact of this measure upon the City gover nent isuncertain. Depending on the actions of the independent rent
commission, litigation, and City Council policy, the additional
cost of commission staff, legal and operating costs, additionalelections, and loan advances wiII vary.
Mayor Baxton indicated that the Council had a gut feeling that thisinitiative would cost the city money but realized that the city
Attorney's job was to prepare an impartial analysis. The City At-torney outlined the differences between an analysis and the argu-
ment against which the City Council had prepared. After further

Joe Karp, realtor, indicated that he disagreed with the City
Attorney's analysis concerning hotels and that the city Council hadan obligation under Section LZ to try and replace any sections
which were ruled invalid by the courts. Representative of theNorth Park Tenants Association told the Council that he disagreedwith their argument againstthat he wished the Councilrent control could have a
