Mayor Van Iderstine indicated ttre meeting's trxrrtrrcse was to see if ttre
cj-ties represented at this meeting shared conmon concerns about the San
Mateo County Transtrrcrtation Advisory Conrnittee's Plan of l}<penditures
and proposed ballot measures. Burlingame will vote NO if the advisory
vote is not separated, according to Gloria Barton, I{,ayor of Burlingame.
Souttr San Francj-sco has not yet taken a posj-tion but has scheduled the
matter for discussion soon according to Councilmernber Roberta Teglia.
Irtillbrae has taken a position earlier reporbed to SI,ICIAC, that ballot
issues should be separated, ard CalTrain nt should have
prioriQr over BART extension.
fnr Amstrup, Counci-lmenber, Burlingane, said ttrere are four
alternatives:
Vote against it
Ptlt it over to ne>ct June (ttre next election)
Vote to approve, as is
Vote to separate the issues (BART v. Projects)

Bill Schunacher, Menber, San Mateo Co:nty Board of Supe::visors, spokein favor of resolving current transportation problems via the l/2-cent
cent sales tax measure.

saying the tcurn would be torn up and Millbrae r,vrculd be a parking lot.

Bob Marks, Supenzisor Huenings' office, wanted to clarify sone things
he said were misunderstood. He was concerned about a lack of sense of
urgency anpng the cities.
Les Kelting, 2797 Crestncor Drive, San Bnrno, opposed BARI unless it'sall the way to San Jose.
Janet Fogarty, 1126 Hillcrest Boulevard, M[Ilbrae, advocated separating
the baIlot i-ssues.
Ken lulorb, 249 l4orLon Drive, Daly City, was concerned about the Clean
Air Act and our arears lack of conformance wittr clean air standards,
therefore, we need less cars ard more rapid transit.
Jessie Bracker, 317 San Pablo, Itlil1brae, spoke in opposition to BART.
Rose Urbach, San Bnrno, said she believed BARI advisory vote and list
of projects should be separated on the ballot.
At the end of the public conment period, consensus among CiQr Council
representatives appeared to center on tlre follovuing points:
1 Ttre cities are not opposed to a l/2-cent additional sales tax
dedicated to transportation irnprovenents because of the
obvious need.
2.The cities believe the advisory vote on BARI should be split
frcrn ttre vote on ttre list of projects.
3 The citi.es are concerned about the extraordinary rush to get
these issues on the Novenrber 3, 7987, ballot.
4 Improvanent of the CalTrain system is of higher priority than
proposals to extend BARI to San Francisco Internatj-onal
Airport.
Ttre nreeting was adjourned at 8:40 P.M.

CALL TO ORDER
A duly noticed special neeting of the Burlingame City Council, meeting
joiotly with the Millbrae, and South San Francisco council members,
was held on the above date in the Millbrae City Hall. Mayor Gloria H.
Barton, Councilman Irving Amstrup and Councilnan Victor Mangini were
present. The meeting was cal1ed to order at 7:00 p.m. by MiIlbrae
Mayor Paul Van Iderstine.
The purpose of the meeting was to discuss Ehe cities respectivepositions and opinions on the San Mateo County Transportation Advisory
Committeers plan of expenditures and proposed ba11ot measures.
No formal action rras taken.
Minutes of the meeting are attached.

15, 1987 were approved.
PUBLIC HEARING - APPEAL OF PLANNING COMMISSION ACTION ON FENCE
EXCEPTION AT 14OO LINCOLN AVENUE
City Planner reviewed her memo of June 25 in which she recommended
council hold public hearing and take action. The applicants, Ron
Andreas and Dawn Blanken, are requesting a fence exception to add
trellises in their side and rear yards adjacent to the property Iine
which exceed six feet in height. The proposal included two lattice
trellises in the rear yard along the side property line at nine f eetin height, a proposed trellis over the gate between the front and rearyards at eight feet in height, and four fan trellises each at eightfeet in height located in the side yard between the front portions ofthe houses at 1400 and 1404 Lincoln. The neighbors at L4O4 Lincoln
appealed the apprgval of the fence exception. After the Planning
Commission acEion the applicants had t.he side property line between
1400 and 1404 Lincoln surveyed and recei.ved a building pernit for the
