HomeMy WebLinkAboutMin - PR - 1994.02.17BURLINGAME PARK and RECREATION COMMISSION Thursday, February 17, 1994 The regular meeting of the Burlingame Park and Recreation Commission, under the direction of chairman Don Roberts, convened at 7:30 pm. ROLL CALL Present: Commissioners: Henderson, Kelly, Nilmeyer, Nyhan, Pere, Roberts Absent: MINUTES Staff: Directors Quadri and Wagner Guests: Jim Edwards, 740 Acacia Drive, Burlingame Joseph Riedell, 219 Elder Drive, Millbrae Rachael Riedell, 219 Elder Drive, Millbrae William Holman, 305 Concord Way, Burlingame Commissioner: Yawn The minutes of the January 20, 1994 meeting were approved as submitted with one addition. (The Commission elected Don Roberts to be the Chairperson for 1994). OLD BUSINESS 1. Burlingame Girls Softball League: Jim Edwards, representing the league, requested permission from the Commission that the league be allowed to play selected softball games on Sundays at Ray Park for the 1994 season. In 1993 the league played no games on Sundays to accommodate the neighbors at Ray Park. This year they are requesting to play a few games on the far field from the street on Sunday in the afternoon only. Director Wagner suggested that Mr. Edwards make the schedule for the 1994 season, playing as few games as possible at Ray Park on Sundays. When the Sunday dates and times can be specifically identified, Mr. Wagner will call a meeting inviting all the neighbors boarding Ray Park. The neighbors will be allowed to have their input and then vote on whether they agree on this compromised use. The league has accommodated the neighbors in the following ways: 1. No opening day ceremony at Ray Park 2. Hit -a -throw fund raiser moved to Washington Park 3. Make league participants aware of neighbors parking needs. Hopefully a negotiated agreement between the neighbors and the league can be agreed upon before the next Commission meeting. -2- Old Business/Cont 2. Franklin Field Update: Director Quadh reported that construction documents will be prepared in the next four weeks. The project should go to bid in Spring while work is scheduled to begin when school is out in June. 3. Village Park Playground: The architects will be designing a few alternative layouts for the new playground at Village Park. It is hoped that this project can also be completed in the 1994 Summer. 4. Non-residents Fees for Youth Sports Programs: Director Wagner reviewed for the Commission, the city's position that the youth sport programs in the community should contribute money to assist in the maintenance of the city's athletic fields. There is agreement that we do not have enough practice fields for soccer or baseball/softball in our community. The city has made major contributions to Burlingame High School over the last few years to assist them with the maintenance of their athletic facilities and are making a $250,000 improvement to Franklin Field to add more suitable practice fields for the community use. In the neighboring cities the youth groups are charged fees to assist with field maintenance. Hillsborough: Little League and A.Y.S.O. $17,500 per year San Mateo: $2.50 per day, per field (Revenue collection $8,000) Millbrae: $5.00 per child in each soccer, softball, baseball program goes to city. (Income $12,000) The recreation department has suggested to the youth leagues that a $20 fee is charged each non-resident that participates. This fee would be donated to the city for field maintenance. (This would also possibly encourage non-residents =to play in Burlingame and lessen impact on our fields). The Burlingame Boys Baseball Association and the Burlingame Girls Softball League have both agreed to this proposal and have included that charge in their 1994 registration fee. A.Y.S.O. (soccer) does not like this proposal and are discussing alternative ways of making an annual donation. The Commission is in agreement that the youth groups should contribute to field maintenance but are split on whether the non-resident should be made to pay $20 additional to play soccer in Burlingame. Director Wagner and Commissioners Pera and Kelly will meet with the league presidents in early March to discuss philosophy and maybe find a palatable compromise for A.Y.S.O. (A.Y.S.O. has about 97 non-resident participants - 9%). -3- NEW BUSINESS 1. Vice Chairman Election: Jim Yawn was unanimously elected 1994 Vice-chairman for the Commission. REPORTS 1. Arbor Day: Director Quadri reported that the annual Arbor Day ceremony will be celebrated at McKinley School at 10:00 am on Monday, March 7. The Commission and public are invited to attend. 2. Spring Garden Seminar: Director Quadri invited the Commission to attend the annual Spring Garden Seminar at the recreation center on Saturday, March 19 at 9:30 am. Don Burns, Garden Columnist for the San Mateo Times will be the speaker. There is no charge for the seminar but participants are encouraged to phone to register in advance. 3. Recreation Decpartment Office Remodeling: The plans and specifications are being completed for the addition of three offices at the recreation center. It is hoped that construction can begin in April and be completed in June. FROM THE FLOOR No comments NEXT MEETING Thursday, March 17, 1994 The meeting was adjourned at 8:53 pm.
