ROLL CALL Present: Commissioners: Henderson, Kelly, Nilmeyer, Nyhan, Roberts, Yawn Staff: Director Wagner Guests: Marti Knight, 455 Chatham Road, Burlingame Absent: Commissioner: Pera MINUTES The minutes of the February 17, 1994 meeting were approved as submitted. COMMUNICATION 1. Roller Hockey, Ray Park: A letter from Becky Kirchner was received too late to be on the agenda. It will be an agenda item for the April meeting. OLD BUSINESS 1. Girls Softball - Ray Park: Director Wagner met with eight neighbors from the Ray Park neighborhood and two representatives from the Burlingame Girls Softball League on Thursday evening, March 10 at Lincoln School. After a one hour meeting of sharing problems and solutions, the neighbors agreed to approve the league's request to have Qm Sunday game late in the afternoon on six dates during the season. Any additional Sunday games, if needed, would be scheduled at Bayside, Washington or B.H.S. which are available. 2. Franklin Field Project Update: The Commission reviewed the plans for the Franklin field renovation. It was recommended by staff that the infield is only skinned on one of the two fields so enough grass is available for soccer games. The other field will have a full size backstop with a skinned area for the designated batter box and home plate. The Commission approved the plan and the concept unanimously, with the understanding that the second field could be skinned in the future if need is shown. Construction should begin on the project by July 1. (The Commission asked to review the approved plan for Bayside Park at the April meeting). -2- Old Business/Cont. 3. Village Park Playground: The plans for the renovated playground were reviewed by the Commission. This will be the first playground planned for the city in compliance with the American With Disability Act of 1990. The Commission approved the plan in concept with some suggestions that will be passed along to Director Quadri. It is hoped that this project can begin in August. 4. Meeting with AYSO Soccer: A meeting will be scheduled with Mike Bader, Commissioner of the Burlingame AYSO program, two commissioners, and Ray Wagner in the next three weeks. 5. Recreation Needs Priority List: The priority list will be on the agenda for the April meeting for update and review. REPORTS 1. Washington Park Tennis Courts: Commissioner Roberts brought to the attention of staff that some bumps have reappeared at the tennis courts. Director Wagner will have the courts inspected and repairs made. It was also noted that the wind screen could use some repairs to improve the appearance and extend the life. 2. After School Sports - B.I.S.: Commissioner Kelly requested information in regards to the after school basketball program at Burlingame Intermediate School. Although the money is processed by the Recreation Department, the program is administered by the school. Questions should be directed to principal, vice-principal, and athletic director at the school. 3. Teen Programing: Commissioner Kelly wondered if there was any recreation programs geared to freshmen and sophomores in high school. Director Wagner responded that no social programs are currently provided by the Burlingame Recreation Department. It is a very difficult age group to plan activities for. It would take a recreation coordinator position that would be assigned 12 to 20 hours per week, and a budget, and even then would possibly draw blanks. Dances, football games, basketball games, drama and musical performances at the high school are poorly attended by students. This item could be addressed as a future program priority when the new director of recreation establishes his or her staff assignments. -3- 4. Practice Field BHS: It was discussed that the neighbors that border the practice football/soccer field at BHS are constantly bothered by balls being banged at and over their fences. The only community group that officially uses this field by permit is AYSO soccer. All other teams and individuals use the field without official permission. Director Wagner will discuss the concern with the AYSO commissioner and maybe signs can be posted by AYSO requesting no balls to be kicked into fences and not to jump fences to retrieve balls. (Meeting scheduled in 3 weeks). FROM THE FLOOR Comments on New Business/ #4 NEXT MEETING Thursday, April 21, 1994 The meeting was adjourned at 9:10 p.m. OR Recreation Department 850 Burlingame Avenue Burlingame, CA 94010 (415)344-6386 March 11, 1994 To: Park and Recreation Commission From: Ray Wagner, Director of Recreation Re: Girls Softball 1994 SundayGamesSoftball 1994 Sunday On Thursday, March 10 1 hosted a meeting at Lincoln School to discuss the Burlingame Girls Softball League for 1994. 1 invited 32 of the neighbors that border the park to attend, and representatives of the girls softball league. Neighbors from eight homes who were sent invitations attended the meeting. The league representative was vice-president Dave Woods. The meeting lasted one hour and the neighbors were able to share their feeling about the inconveniences that the noise, parking, litter and congestion cause them for the three month season. Mr. Woods explained to the neighbors that the league made many positive changes to improve the situation last year and plan to do even a better job this year. Last year's agreements for accommodations were: 1. No hit-a-thon fund raiser at Ray Park 2. No Sunday ballgames 3. 1994 Opening Day held at Washington Park 4. Keep park cleaner 5. Watch parking in driveways, corners, ect. 6. Encourage parents to carpool and park on field side whenever possible. In 1994 the league plans to work even harder on the items above and want to request from the city permission to play one game late in the afternoon on six Sundays. This game would always be played on the field away from the street. The neighbors were not excited about the Sunday games. Representing the city, I explained to everyone that the city will be doing a $250,000 renovation of Franklin field this Summer. Next year the Girls Softball League will be allowed to use Franklin field for Saturday or Sunday games. amm -2- I requested from the neighbors the compromise of the league's request of one game for six Sundays. The neighbors approved the request for 1994 with the understanding that all Sunday games in 1995 would be scheduled for Franklin field. Mr. Woods said he felt the compromise was acceptable and would bring it back to the girls board meeting in late March. I also told Mr. Woods that if the softball league needed additional Sunday fields for 1994, if they have rescheduled games, they could use Bayside Park, BHS, or Washington Park small. The recreation department is pleased with the compromise. The item will come back to the Commission in April only if the softball board does not agree with the no games on Sundays for 1995, or if they want to fight for more games on Sunday for this season.
