Thursday, April 21, 1994 The regular meeting of the Burlingame Park and Recreation Commission, under the direction of chairman Don Roberts, convened at 7:30 pm. NEW BUSINESS 1. Ray Park/Roller Blade Hockey: Becky Kirchner sent a letter to the Commission in March requesting the Commissions permission to play roller hockey on the Ray Park tennis court. Becky and another mother from Lincoln School have organized a two day after school recreation program for the 2nd graders at Lincoln School. One day they play soccer and the other day the children play roller hockey. The children are fully equipped with safety helmets and knee pads. They were told by park personnel that they could not play on the basketball court because of the city ordinance which does not allow bicycles, skate boards or roller blades in city parks. Both the recreation and park directors have spoken with Mrs. Kirchner and encouraged her to come to the Commission. The city cannot, in good conscience, approve the children playing roller blade hockey on the basketball court because of the liability with the eight steel poles which are used for basketball goals. The Commission discussed in length different locations for the children to play their weekly matches until the school year ends. The best recommendation being the tennis courts at Burlingame Intermediate School. The Commission unanimously approved a motion that staff should work on a proposal to .2- New Business/Cont. remove the basketball standards at Ray Park to provide an adequate site for roller hockey games. Staff also volunteered to get more information about roller hockey rules and recommended court sizes and report back at the May meeting. OLD BUSINESS 1. Girls Softball - Ray Park: Director Wagner reported that the girls softball league is complying with the one Sunday game compromise and the neighbors seem to be pleased. 2. Recreation Needs Priority List Update: A. Franklin Field Renovation: Director Quadri reported that final plans are being prepared for the project. The city and the school district are preparing a joint -use agreement which should be finalized in May. The project will begin in Summer and use will begin in Spring 1995. B. Playground Renovation: Director Quadri reported that plans are being completed on the Village playground. The Ray Park playground is included in the 1994-95 budget and might be prepared and completed with the Village project to save funds. C. Bayside Landfill Project: Director Quadri showed the Commission a color rendering of the recreation facilities planned for Bayside. The city will spend up to $3,000,000 by July 1, 1995 in closing the dump and conforming to all environmental groups and issues. In 1995-96 the city will cap the site with one foot of bay clay and in 1996-97 construction can begin on the recreation facilities which will probably be a two or three phase project. D. Basketball Court Resurfacing_ The basketball court at Washington Park will be asphalted in May or June to give it a fresh surface. The court at Ray Park may be considered as a roller hockey site with standards and backboards to be removed. Cuernavaca and Victoria could be budgeted in 1995-96. E. New Projects: The Commission wanted to brainstorm other possible projects for the community at the May meeting. 3. Washington Park Tennis Courts: Director Wagner reported that the courts were inspected and 11 bumps and 2 chips were identified. The street department has been contacted about repairing the surface. The Commissioners were concerned that the contractor should be liable for the work and suggested the information be referred to the City Attorney. -3- REPORTS 1. Village Park Lawn Bowlers: A few Burlingame youth were caught after mowing the lawn extremely short at Village Park so they could play bocce or lawn bowling. The police apprehended the youths and encouraged them to play on the bocce ball courts at Washington Park. 2. Playground Renovation: Commissioner Henderson suggested considering a theme for one of the future playground renovations. (Example: space, frontier, castle). FROM THE FLOOR No comments. Contract should go to bid in June. Play to begin in Spring 1995. Burlingame High School Tennis The Washington Park courts often have long waits for court use. Estimate of $25,000 to $30,000 to install new lighting system on four courts. Tennis Court Resurfacing The Ray Park and B.I.S. courts need resurfacing. The completion of the Washington Park and Laguna courts give the city 6 outstanding recreation courts. Estimates of $30,000 for each project. Basketball Court Resurfacing Washington Park courts will be resurfaced in May or June. Ray Park might be an alternative site for roller hockey and poles removed. Victoria and Cuernavaca may be in 1995-96. Playground Renovation Plans being completed on Village Park. Ray Park budgeted in 1994-95. Possibility both projects could be bid together. Washington Park Baseball/Softball Final phase to upgrade field lights. ('A' poles - 1990/'B' poles lights (four'C' poles) 1993) Budget'C' poles 1995-1996. Burlingame High School Annual In 1994-95 $10,000 is budgeted to resurface the 8 BHS courts. Maintenance Peninsula Tennis Club will donate $1,000 or $2,000. i i
