The regular meeting of the Burlingame Park and Recreation Commission, under
the direction of chairman Don Roberts, convened at 7:30 pm.

The minutes of the May 19, 1994 meeting were approved as submitted.
INTRODUCTIONS
1. Director of Recreation: Director Wagner introduced John Williams to
the Commission. John will become the Director of Recreation in
Burlingame effective July 5, 1994. John is currently Superintendent of
Recreation for Palo Alto and was Director of Park and Recreation for the
City of Davis.
OLD BUSINESS
1. Roller Hockey: A letter was sent to the Commission from the City
Manager stating that the City Council would like to be kept abreast of the
roller hockey requests and for the Commission to take no final action on
the subject. The Commission agreed that they are advisory to the City
Council and all recommendations are sent to the City Council for action.
Mrs. Kirchner and the roller blade participants from Lincoln School have
made no contact with the City since the last Commission meeting.
2. Franklin Field Update: Director Quadri announced that the Franklin
Field renovation is out to bid. Bids will be opened June 28 and the City
Council should award the contract at their July 5 meeting. The fields will
be available for play in Spring 1995.
3. Burlingame Village Playground Update: Director Quadri reviewed
the plans for the playground renovations for Burlingame Village Park.
The City Council should approve the 1994-95 budget at their June 20
meeting which will appropriate funds for the Ray Park playground
renovation. Director Quadri plans to bid both projects together. Both
playgrounds will conform to A.D.A. requirements and Consumer Product
Safety Commission guidelines.

4. Youth Sports/Non-resident Participation: Director Wagner
reported to the Commission that the Burlingame Girls Softball League
and the Burlingame Youth Baseball Association turned in their
participation cards for the 1994 season. $1,660 was donated to the City
for field maintenance. The money was generated by the leagues
charging a $20 non-resident fee. AYSO and CYSA (soccer) will be
making similar donations in the Fall. About $3,000 per year will be
provided by the community youth groups for field maintenance.
5. Park and Recreation Commission Need Priority List: The
Commission reviewed briefly the priority list and encouraged future items
to be considered in the next few months.
NEW BUSINESS
1. Washington Park Playground Fencing: Commissioner Henderson
reported how pleased the Mothers Club was that stop signs were placed
at Burlingame Avenue next to the Recreation Center and the playground.
Mrs. Henderson reported that the Mothers Club would like to see how the
new playground renovations at Ray Park and Village Park affect the use
at the Washington Park playground before considering the need for a
small fence at Washington Park. The Mothers Club will report back next
Spring.
REPORTS
1. Bayside Landfill Plans: Director Quadri reviewed the updated plans
for the driving range and athletic fields planned for the Bayside landfill
area next to Bayside Park. The Commission was in agreement that the
revised plans allocated better locations for the soccer field and the
driving range. The site will be prepared for development in 1995 and
1996 conforming with State and Federal regulatory agencies.
2. Washington Park Water Well: The new water well at Washington
Park is ready for award of contract. Construction will begin in July.
Burlingame High School has agreed to participate in this water
conservation project. The project when completed should provide over
four million gallons of well water annually for Washington Park, Alpine
Park, Victoria Park, City Hall and Burlingame High School.
3. Recreation Center Water Damage: Director Wagner reported that
on June 11 a water pipe above Lounge I burst and poured gallons of
water on the carpets. A new carpet will be installed June 17 and no
classes or programs had to be cancelled.

4. Washington Park Tennis Court Bumps: The 'Mystery Bumps' were
repaired at the Washington Park tennis courts. The contractor has been
billed for labor and materials for the repairs. The Commission
encourages the City Attorney to take an 'aggressive' stand with the
contractor. There is a major concern that the 'bumps' will return.
5. Junior High Teen Program: The Recreation Department, B.I.S., and
a group of concerned parents have joined together to offer an evening
junior high teen program. Starting next week, every Wednesday and
Thursday from 6:30 to 9:00 pm the gymnasium and cafeteria will be
opened for a sports, game, and 'hanging out' opportunity for 6th thru 8th
graders.
6. Art-In-The-Park/1994: Art -In -The -Park was held on the June 11-12
weekend and was attended by over 10,000 people. The Commission
discussed the crowds and suggested that for 1995 no pets on leashes
should be allowed. It is unfair for dogs to have them surrounded by all
those people.
7. Burlingame High School Girls Softball Fields: The Burlingame
Girls Softball League is hosting a 16 team Northern California softball
tournament for 10 and under girls this weekend. The league, under the
volunteer leadership of Ray Marshall, has built a new backstop, fencing,
dugouts and infield at the north field at the high school. It is a spectacular
accomplishment and effort that has been completed in two weeks by all
volunteer workers.

Park and Recreation Commission Needs Priority List - Updated June 1994
Item Comment
Franklin Field Ballfield Renovation Final plans and specification have been prepared. Contract
should go to bid in June. Play to begin in Spring 1995.
Burlingame High School Tennis The Washington Park courts often have long waits for court use.
Estimate of $25,000 to $30,000 to install new lighting system on
four courts.
Tennis Court Resurfacing The Ray Park and B.I.S. courts need resurfacing. The completion
of the Washington Park and Laguna courts give the city 6
outstanding recreation courts. Estimates of $30,000 for each
project.
Basketball Court Resurfacing Washington Park courts will be resurfaced in June. Ray
Park might be an alternative site for roller hockey and poles
removed. Victoria and Cuernavaca may be in 1995-96.

At their meeting of June 6, the city council noted in reviewing the
commission minutes of May 19 that you are considering requests for roller
blade hockey. Council expressed a concern on this subject and asked that
before any final action is taken on this subject, a recommendation be
forwarded to the city council for their consideration.
