BURLINGAME PARK and RECREATION COMMISSION
Thursday, August 18, 1994
The regular August meeting of the Burlingame Park and Recreation Commission was
called to order by acting chairman Mike Para at 7:31 p.m. in City Hall Conference
Room A.

MINUTES
The minutes of the July 21, 1994 meeting were approved as submitted.
OLD BUSINESS
1. Franklin Field Renovation. Director Quadd reported that the Franklin
�. project is now under construction. Final turf seeding is expected in early
October.
2. Village and Ray Park Improvements. Quadri reported that the
Village Park playground design work is completed and the Ray Park
playground design work is now underway. Both projects will be bid
together and fall construction is planned.
3. Recreation Center Office Remodel. Williams reported that
construction on the Recreation Center offices is nearly complete. Only a
few minor "punch list" items remain to be completed. Staff will plan an
open house when the work is completed and the Park Department has
moved into the building.
The next Recreation Center project will be the restroom remodeling
project which will bring the Center's public restrooms into compliance
with A.D.A. requirements.
REPORTS
1. Soccer Season Startup. Quadri reported that the fall soccer season
is beginning earlier this year due to increased participation.
Commissioner Nilmeyer also indicated that it has been necessary to start
the season two weeks earlier in order to coordinate end of season
tournaments in November.

Commissioner Kelly noted that there is a problem with exposed tree roots
above the east end of the Bayside soccer field. Quadri will investigate.
2. Recreation Department Activities.
A. The summer season of recreation programs has gone extremely well.
Only minor concerns have been noted. Participation and fee revenues
appear to be at an all-time high.
B. Williams reported that the City Council has approved a minor staff
reorganization of the Recreation Department, effective October 1, to
better coordinate office and facility administration with the new Director of
Recreation and the Park Department moving to the Recreation Center.
Recreation Supervisor II Randy Schwartz will be reclassified to the new
position of Recreation Manager. He will support and assist the two
department heads, while managing the day-to-day office and facility
operations. Tricia Pinney, currently .8 FTE Recreation Supervisor II, will
become full time on October 1 in order to allow the redistribution of the
recreation program workload.
The Recreation Department is charged with recovering an additional
$10,000 in revenue during the 1994-95 FY in order to fund these
changes.
3. Playground Eguipment. Commissioner Henderson reported that she
had been investigating playground equipment of different types. She
discussed her recent visit to the new Bayshore Regional Park located in
Sunnyvale and provided Quadri with copies of photos she had taken in
the park.
4. Soccer. Commissioner Kelly reported that Saturday morning,
September 10 will be opening day for AYSO soccer this year. All
commissioners and staff are welcome.
Kelly also complimented the staff on the high quality of the summer -long
youth soccer camp series held at Washington Park. The program
appears to be have been well organized and well received by
participants and parents alike.

5. Pre-school. Commissioner Nyhan reported that he had personally
participated in the August 17 pre-school registration. He observed that
he was pleasantly surprised at the strong interest in the program. He
also complimented staff on the smooth registration process.
FROM THE FLOOR
Soccer -Neighborhood Conflict. Marti Knight addressed the Commission and
asked for assistance with a problem re late evening soccer players kicking balls
against the wooden fences behind Burlingame High School. The constant noise from
the balls hitting the fence has become a serious irritant to several residents in that
area.
It was agreed that organized AYSO teams are generally not the cause of this concern.
The problem users are generally groups that have NOT scheduled the use of the
soccer field through the City or School. Neither City nor District staff have contact with,
or control over, these users.
The neighbors would like to have signs placed on their fences, adjoining the soccer
field to warn users not to use the fence as a backboard. The problem is complicated
by the fact that the neighbors fences are NOT located on the school grounds, but are
adjacent on private property.
Commissioners and staff suggested that the neighbors contact the BHS principal and
request that signs be placed on the neighbor's fences. Nilmeyer indicated that he
would also discuss the matter with School District staff.
