BURLINGAME PARK and RECREATION COMMISSION
Thursday, September 15, 1994
The regular meeting of the Burlingame Park and Recreation Commission was
called to order by acting chairman Mike Pera at 7:32 p.m. in City Hall Conference
Room A.

Chairman Roberts arrived at 7:35 p.m.
MINUTES
The minutes of the August 18, 1994 meeting were approved as submitted.
OLD BUSINESS
Franklin Field Renovation. Director Quadri reported that the Franklin
project is proceeding on schedule. The contractor is presently growing a
crop of weeds in the first phase of the planting process. In response to
questions from Chairman Roberts, Quadri indicated that gopher control
has been written into the maintenance contract and no allowance for
future field lighting was included in the project.
Village and Ray Park Improvements. Quadri reported that plans for
playground improvements at Ray and Village Parks will be available for
Commission review on October 20. He asked that two Commissioners
be appointed to serve on a playground equipment selection committee.
Chairman Roberts appointed Commissioners Henderson and Nyhan to
assist with the playground equipment selection process.
Recreation Center Remodel. Director Williams reported that the
remodel project is nearing completion. Only minor items remain to be
completed at this time. The Recreation Center now has a new main
telephone number - 696-3770. Director Williams can be reached at 696-
3774.
Quadri and Park Department Secretary Karlene Harvey have moved into
the Recreation Center building. Park Department telephone numbers are
unchanged.

Commissioner Kelly arrived at 7:43 p.m.
4. Depot Site Improvements. Commissioners reviewed the schematic
site plans developed at the design charette for the Depot in 1993.
Commissioners noted that the site is too small for extensive development
and too close to California Avenue to develop a quiet or restful park area.
Williams reported that approximately $9,000 remains in the Depot Capital
Improvement Project fund.
Quadri and Williams reported that the recently installed carpet had
helped to reduce interior building noise levels. The building still presents
challenges for meetings because of the echo that remains in the building.
Staff proposes to install some sound absorbent wall hangings and
window coverings. Ceiling tiles can be installed as a last resort.
Quadri proposed relocating the existing irrigation lines, now above
ground, just north of the north building exit and adding some paving
blocks in that area to accomodate building users when the grass is wet.
It was the consensus of the Commission to support the staff
plan to continue work on the interior noise problem and then
use a portion of any remaining project funds to relocate
irrigation lines and add paving blocks.
5. Washington Park Tennis Court Bumps. Roberts reported that he
and Commissioner Kelly had met with Williams and City Attorney
Coleman on this matter.
Coleman will contact Interstate Grading and Paving, sub -contractor
Malott and Peterson -Grundy and Stanford University to determine what
should be done to solve the "bump" problem. He will report back to the
Commission at its October meeting.
REPORTS
1. Soccer Field Use. Quadri reported that all youth soccer field requests
have been accomodated, but field space is tight and Washington Park
Baseball Field outfield turf has been pressed into use.
2. Landfill Closure. In response to a question from Roberts, Quadri
updated the Commission on the landfill closing schedule. The landfill is
scheduled to be capped and closed by July, 1996.

3. Recreation Class & Program Revenue. Williams noted that July
and August class and program receipts were up slightly over 1993, but
revenues are down somewhat in September.
4. AYSO Opening Day Ceremonies. Kelly thanked everyone who
participated in soccer opening day on September 10. Commissioners
and staff discussed the problem of the inadequate public address system
at Burlingame High Stadium.
Williams will investigate options re the P.A. system and report back to the
Commission in October.
5. Village Park East Side Gate. Commissioner Henderson again
expressed her concern about the new configuration of the Village Park
gate to California Avenue. Quadri reported that the Park Safety
Committee had reviewed the gate and was satisfied with the present
arrangement.
Roberts asked that the Village Park gate question be placed on the
Commission's October meeting agenda for review and a possible
recommendation. Roberts asked Commissioners to visit the site prior to
the October 20 meeting of the Commission.
6. Recreation Registration. Commissioner Nyhan complimented staff
on the smooth fall recreation registration.
7. High School Fence/Soccer Issue. Commissioner Nilmeyer asked
Marti Knight for an update on the problem of soccer players using the
high school fence for a practice wall. Knight stated that the neighbors
were still experiencing some problems, but that High School Principal
Teshara had agreed to have some signs made and posted on the fence.
8. Sites for Rollerblading. Roberts expressed his concern that kids are
playing roller hockey in many areas around the City that were not
designed with rollerblading in mind. He further stated that he believed
that the City. of Burlingame should provide safe places for youth and
adults to play roller hockey. Roberts would like an investigation of
potential roller blading sites within the community.
Williams will discuss the roller blading space issue with Intermediate
School Principal Bob Welch and report back to the Commission in
October.

FROM THE FLOOR
Larry Poynter spoke from the floor and indicated that Burlingame Boys Baseball has
concerns about field availability. The group plans to attend future Park and Recreation
Commission meetings to represent the league's concerns.
