Burlingame Park and Recreation Commission
Thursday, October 20, 1994
The regular meeting of the Burlingame Park and recreation Commission was called to order by
acting chairman Mike Pera at 7:32 p.m. in City Hall Conference Room A.

MINUTES
The minutes of the September 15, 1994 meeting of the Commission were approved as submitted.
OLD BUSINESS
Roller Hockey. Director Williams reported on his meeting with Burlingame Intermediate
School Principal Bob Welch. Mr. Welch indicated that the District is not interested in
converting the B.I.S. tennis courts to roller hockey. The District would like to get the
courts resurfaced for use in the school tennis program following completion of the
construction project now underway on campus.
Burlingame resident Becky Kirchner suggested several ways in which a roller hockey
program might be begun in Burlingame. Several Commissioners spoke in favor of trying to
provide a safe facility that was not dedicated to roller hockey use, but that could be safely
used for youth roller hockey, especially for younger aged children. Group discussion
focussed on the Ray park basketball courts and issues noted included: safety concerns re
fences and basketball backstop; resurfacing of the court; City Ordinances re no skating in
parks; and concerns about the need for a basketball court in the park if basketball standards
are removed. Director Quadri will report in November on the cost for removing the
basketball standards and making the court surface safe for multipurpose play.
It was moved by Commissioner Pera, seconded by Commissioner Nilmeyer and approved 6-
0 to recommend that the City remove the Ray Park basketball court standards and
make the court available for roller hockey or other multiuse play.
2. Franklin Field Renovation Project Status. Quadri reported that the project was on target
and that final turf planting would begin soon.
3. Ray Park Playground Renovation Mastemlann. Quadri presented three proposed schematic
plans for the Ray Park playground renovation project. Plans were reviewed by
Commissioners and members of the audience. Quadri recommended that the plan be
approved which called for two playground areas to be developed for younger and older
children and a third area to be masterplanned for future expansion.
It was the consensus of the Commission to approve the proposed schematic plan for the
Ray Park playground renovation project, as proposed by staff.
4. California Drive Gate at Burlingame Village Park. The Commissions discussed the changes
that have been made in the gate to accommodate the disabled and reviewed options and
safety concerns re the reconfiguration of the gate. Three residents spoke in favor of
installing closing gates. Closing gates create new difficulties for the disabled and for parents
bringing in kids. The need to comply with accessibility standards for the disabled was
discussed.
It was the consensus of the Commission to ask staff to close off only the south end of the
California Drive gate opening at Burlingame Village Park and to study use and safety
issues with this new configuration.
5. Washington Park Tennis ourt "Bumps." Commissioners received informational reports
from the City Attorney and from Director Williams on this matter.
It was moved by Commissioner Yawn, seconded by Commissioner Kelly and approved 6-0
to call a special meeting at 7:00 p.m., October 26 at City Hall for the purpose of
holding a closed session with the City Attorney to discuss the issue of Washington
Park tennis court "bumps" and possible litigation related to the matter.
(NOTE: Subsequent to this meeting, it was agreed that the City Attorney will meet with
the Commission at the Commission's next regular meeting on November 17.)
6. Request for a Teen Drop -In Program at the Recreation Center. Williams presented a staff
report discussing a recent request for a teen drop -in center to be conducted Friday and
Saturday nights at the Recreation Center. Commissioners discussed the issue and four
citizens spoke to the proposal. Several questions were asked about teen activity programs
in other cities. It was suggested that Millbrae had a program operating for teens. It was
noted that several Peninsula cities have Youth or Teen Commissions.
It was the consensus of the Commission to form a study committee, as proposed by
staff. Williams will chair the committee and Commissioner Kelly will represent the
Commission. The committee will provide a report for the Commission's November 17
meeting on teen activity issues in general and on the specific request to operate a teen
center at the Recreation Center.
7. Dalmatian Club Request to Rent Field Space at Bayside Park for Dog Show. A request
was presented for the rental of Bayside Park soccer/youth baseball field area for a dog show
on Friday, July 21. Although the field is in a down period at that time, Quadri expressed
concern that might be unable to do the turf seeding required because of the extensive, nearly
year-round play on that field. After discussion, it was agreed by all that the show could be
accommodated on the softball diamond on that particular day.
It was moved by Commissioner, seconded by Commissioner Nyhan and approved 6-0 to
approve the Dalmatian Club request for a dog show at Bayside Park softball field on
Friday, July 21.
8. Staff Reports. Quadri had no report. Williams reported that Fall recreation programs are in
full swing and that program revenues appear strong. It appears as though the Recreation
Center restroom remodelling project, scheduled for this fiscal year, can be expanded a bit
with some leftover capital funds from the first phase remodel project. A contract with
architect Steve Nielsen should be in place soon for this project.
9. Comments From the Public. Geraldine McConnell, a Burlingame Village Park neighbor_ _
addressed the Commission with some concerns about Village Park use. She stated
neighborhood was experiencing problems with parking problems during school soc
practice. She also noted problems with volleyball players and large groups of picni
apparently from outside Burlingame.
Commissioner Pera stated that he would work with soccer parents and coaches an(
courtesy be extended to the neighbors during practice sessions. Williams will ask d
to check on the area on weekends. Ms. McConnell was encouraged to call the poli
whenever users were violating any of the posted park rules.
Staff and Commissioners noted that non-residents cannot be excluded from public parks and
that many park areas up and down the peninsula suffer from out-of-town invasions when
the weather i s good for picnics. It was noted that the problem should reduce greatly in
mid -November when winter weather begins to arrive.
10. Commission Facility Improvement Priority List. Williams was asked to include this item on
the November Commission agenda.
The meeting was adjourned by Chairman Roberts at 9:50 p.m.
