HomeMy WebLinkAboutMin - PR - 1995.01.19MINUTES Burlingame Park and Recreation Commission Thursday, January 19, 1995 The regular meeting of the Burlingame Park and Recreation Commission was called to order by Chairman Don Roberts at 7:32 p.m. in City Hall Conference Room A. ROLL CALL Commissioners Present: Henderson, Kelly, Nilmeyer, Nyhan, Pera, Roberts Commissioners Absent: Yawn Staff Present: City Attorney Coleman Directors Quadri and Williams Recreation Manager Randy Schwartz Guests Present: Marti Knight, 455 Chatham Road CLOSED SESSION At 7:35 p.m. the Commission went into an executive session with staff to discuss possible litigation in the matter of the Washington Park Tennis Court 'Bumps." RETURN TO OPEN SESSION The Commission returned to the public meeting at 8:00 p.m. MINUTES The minutes of the November 17, 1994 meeting of the Commission were approved as submitted. OLD BUSINESS 1. Ray and Burlingame Village Park Playground Area Renovations. Director Quadri reported on the status of the two park playground areas. Due to the storm and work load issues recently impacting Public Works, the two projects have not yet been processed by staff. Bids for the two renovation projects will be out soon, bid awards are still planned for March and renovations should be complete by summer. The architect reports that project costs should be on target, perhaps slightly less than earlier projections. �. 1 2. Procedures to Add Two Advisory Members to Commission. The Commission reviewed several staff suggestions presented by Director Williams. After discussion, the Commission requested that Williams return in February with a proposed procedure for the Commission to review further. 3. Teen Programs. Williams reported that staff was preparing to offer after school fitness and line dancing activities for teens. Staff is also preparing a community calendar of activities for teens. 4. Roller Hockey Issues. There was no new information to report re roller hockey. NEW BUSINESS 1995 Field Use Issues. Williams reported that staff has met with all youth sports user groups re spring programs. All issues between girls softball and Ray Park neighbors appear to be settled for the season. Chairman Roberts complimented staff on its proactive work on potential field use conflicts. REPORTS a. The Franklin Field project is doing well. There has been no standing water on the turf after recent rainstorms. The field should be ready for play in March. The present plan is to setup a dedication ceremony in conjunction with Arbor Day on March 7. b. Park Department staff has had to put -in some overtime work due to recent storms, however, maintenance problems have not been overly severe this year. 2. Recreation Manager. Recreation Manager Randy Schwartz was introduced to the Commission. He reported on Senior Citizens programming; facility scheduling and operations; and the Department administration that falls under his direction. a. Williams reported that winter classes are starting and program registrations and revenue appear to be on a par with last year at this time. 61 youth basketball teams are presently in operation at B.I.S. and in the elementary school program. b. An architect is being retained to assist staff with the preparation of a new Recreation Center masterplan so that Phase II (restroom remodel) and other future building improvements (e.g., seismic upgrades) can be coordinated. a. Commissioner Roberts asked a question of Director Quadri regarding the cabling of eucalyptus trees. Quadri indicated that cabling is not done any more because of the related rot and other damages that the process causes. b. Commissioner Kelly stated a concern about the need for trained coaches at the B.I.S. basketball program and suggested that parent volunteers be recruited. Director Williams concurred with the suggestion that more volunteers could be helpful, but he noted that just managing paid staff for 45 City teams requires a major coordinating effort by staff. C. Commissioner Nihneyer asked Williams for an update re the public address system for next fall's soccer opening day. Williams stated that the Recreation Department does have a good portable P.A. system available and that the system will be tested for the Girls Softball opening day in March. At that time a decision can be made as to whether the Recreation Department system is adequate for soccer. d Chairman Roberts read a letter from Burlingame resident and CYSA Girls Soccer Coordinator Don Piana in which he expressed appreciation for assistance rendered to the CYSA program by the Recreation Director and other members of the City staff.
