HomeMy WebLinkAboutMin - PR - 1995.07.20MINUTES Burlingame Park and Recreation Commission Thursday, July 20, 1995 The regular meeting of the Burlingame Park and Recreation Commission was called to order by Chairman Don Roberts at 7:30 p.m. in City Hall Conference Room A. ROLL CALL Commissioners Present: Henderson, Larios, Nilmeyer, Nyhan, Pera, Roberts; Youth Advisory Commissioners Grijalva, Mau Commissioners Absent: Kelly Staff Present: Directors Quadri and Williams, Recreation Manager Randy Schwartz Guests Present: Architect Steve Nielsen, 1238 Quince Street, San Mateo MINUTES The minutes of the June 15, 1995 meeting of the Commission were approved as submitted. OLD BUSINESS 1. Installation of New Ray and Burlingame Village Park Playground Equipment. Director Quadri reported that playground equipment for Village Park has been received and should be installed next week. Ray Park equipment is expected next week, with installation to follow. Both construction and playground equipment installation contractors have been slow in their work, but both projects should be completed in two to three weeks. 2. Teen Programs. Director Williams reported that many young people are participating in Recreation Department classes, camps and sponsored league and summer school programs. The Tuesday -Thursday evening middle -school age drop -in program at Burlingame Intermediate School has been cancelled, effective July 18. The high attendance for one night in June was 12 young people and only 4 teens have participated, in total, during the five July evening sessions. The promised parent volunteer assistance in the game room never materialized and very few young people utilized the game room. Staff responded to several Commissioner questions about the program. NEW BUSINESS 1. Review of Proposed Recreation Center Masterplan. The Commission reviewed the proposed masterplan for reconstruction of the Recreation Center, as proposed by staff and Architect Steve Nielsen. After presentations by Director Williams and Architect Nielsen, there was extensive discussion about the proposed plan. Williams and Nielsen noted that there was no expansion of the Recreation Center building proposed, rather the proposed plans had been developed to more efficiently handle existing program space needs and to meet the needs of the senior population. Commissioner Larios noted that the installation of wood trusses in the auditorium would preclude future athletic activities in the auditorium. Williams responded that Commissioner Latios' statements were correct. Both athletic games and theatrical productions would no longer be possible in the auditorium if the auditorium was made into an attractive meeting/dance/class/dining facility. Recreation Manager Schwartz noted that it has been 10 years plus since athletic or theatrical activities had been held in the auditorium. Many non-athletic/theatrical activities are now heavily scheduled in the auditorium and the proposed remodelling recognizes the changes that have occurred in Recreation Center programs. Senior meal and activity programs; the fitness/aerobic classes that are now so much a part of many residents' daily regimen; and parties, receptions and special events by Burlingame residents now occupy hundreds of auditorium hours annually. ` Commissioners and staff expressed concerns about the inclusion of teen activities in the building, particularly a drop -in center. However, no existing area of the Center seemed to meet all of the criteria discussed by the group for a teen program area. It was the consensus of the Commission to delay action on the proposed masterplan until the next regular meeting of the Commission in September. Williams will plan a field trip with Youth Commissioners to the newly opened teen center in Daly City prior to the next meeting. REPORTS Park Director. Director Quadri reported that the Dalmatian Dog Show will be held tomorrow (July 21) at Bayside Park. 2. Recreation Director. Director Williams reported that: a. Recreation Department summer programs appear to be running well at this time. Regular summer camp registration is down a bit this summer, but speciality sports camps and the Summer Enrichment program being cosponsored with the School District have seen increased enrollment. 2 b. The Fall Recreation Department brochure will be mailed to residents' homes after August 1. A new kinder, gentler registration program (including mail -in registration) begins on August 10. C. The Music in the Park Concert series is going well. Free concerts are held each Sunday afternoon at 1:00 p.m., in Washington Park, during the month of July. Attendance for the first three concerts has ranged between 300 and 500 persons. d. The City Attorney has filed the preliminary papers to institute a lawsuit against the Washington Park Tennis Court renovation contractor re the tennis court "bumps." Commissioners. a. Youth Commissioner Grijalva noted that the Martin Luther King Center in San Mateo appeared to have a good mix of recreation activities in the facility. Chairman Roberts asked if staff could report back to the Commission in September regarding the Martin Luther King Center. Comments from the Public - There were no comments from the public.
